2. New curb and gutter shall be installed along entire 8th Ave S property frontage, including through the
driveway approach and up to new CB to be installed at NE corner of property (see comment below).
Callout requirement for new curb & gutter and reference City standard details E2.8 as provided on sheet
C3.2.

8th Ave S right-of-way shall be improved to public road street standards, not private road standards.
Minimum lane width is required to be 11-feet in each direction of travel. Refer to city standard detail
E2.1.3. It has been previously discussed and agreed that the subject property would only be responsible
for adding half of the additional area required to meet 22-feet. In scaling the plans, the existing road is
12-feet in width. An additional 10-feet would be required to meet road standards, 5-feet of which the
subject property is responsible for. In widening the street, the existing slope of 8th Ave S needs to be
reviewed. The existing street slope is inconsistent and a portion of the existing road section may need to
be removed in order to add 5-feet of pavement and meet City standards. Provide a cross section and
profile of the existing street section and clearly show on the plans removal and replacement of existing
pavement as required.
-Please add a note to the plans that final restoration of utility patches shall be completed by the
contractor. Utility patches shall be combined and full width or half width overlay will be required
depending on the extent of disturbance. Where utility patches fall entirely within one travel lane, the
overlay shall extend to the centerline of roadway. Where utility patches extend into both travel lanes
then a full width overlay is required.
Per our discussion the required road width is to be 17 feet, based on the 12 foot "approximate"
condition and the 22 foot required width. This leaves 10 feet to be developed, 5 feet of which the
project is responsible for, 12 foot assumed existing condition plus the 5 foot additional paving
required. This point is established as 12.5' from the CL, which is approximately 5' from the west edge
of the existing pavement. This addition is +/- to keep the curb location uniform. The radius limits this
widening on the north side of the street improvements, so per our discussion the City expectation
would be that we "round out" the other side of the road from its existing irregular shape. This is a
minimal addition. The Altmann Oliver Associates report dated 10.26.16 (included in Drainage Report)
exempts the project from prescribed buffer widths due to legally established paved areas per ECDC
23.40.220.C.4. it is expected that the City will consider this minimal addition to even out the turn, all
south of the guardrails prohibiting vehicle access toward the wetland, will be similarly allowed. Notes
are provided on the plan to have the City inspector finalize the exact limits on the east side.
A section and profile are included on C3.1 and C3.2 respectively. Note on patches and overlay were
added to C3.1
4. As indicated by the Fire Department, a fire sprinkler system is required for this property. Typically if there
is an existing water service line from the water main to the meter, the water service line/meter will not
be the appropriate size and a new tap will be required. The applicant will be required to pay for the new
tap on the main and the new meter.

Show the water meter located in the right-of-way, such that the back of the meter is on the
property line. The water meter shall not be located within the driveway.
Please show a 1-1/2" water service line to be installed from the back of the meter to the house
(as required for a combination fire and domestic service).
Please label the pipe material and note tracer wire to be installed on the water service line (if
line is not copper).

It appears as though the existing side sewer and lateral are proposed for re -use. A portion of the existing
sewer line will be cut and capped (near the property line) with the demolition of the existing single-
family residence. Clearly show a new section of side sewer and label the rest as existing, addressing the
following:
a. Any portion of the existing side sewer proposed for re -use shall be TV'd by the contractor and
video must be submitted to the City for review and approval to re -use. Revise plan notes to
indicate such.
b. For the existing sewer lateral, the City's Public Works Department will need to TV the lateral to
determine if it is acceptable to re -use. Add notes to the plans to contact Edmonds Public Works
Sewer Division, 425-771-0235, to schedule inspection.
c. If a new sewer lateral is required and the connection will be core drilled, the connection at the
sewer main shall be per City standards and with a Romac Inserta-tee. if the sewer connection
will be cut in then a wye will be required.
d. Label sewer pipe material and size. The sewer lateral (from the main to the property line shall be
6". Once on private property the sewer may reduce to 4".
e. A cleanout shall be provided within 2-feet of the building.
f. Provide invert elevations at the cleanout at the property line and at the house so that a
minimum 2% slope and minimum 2' pipe coverage can be verified.
Added notes to plan. Changed sewer to "new" on site.
6. Show all dry utilities and required utility separation.
a. Please add a note that a minimum of 3' separation is required between the dry utilities (power,
gas, phone, cable, etc.) and sewer, water, and storm and Tfrom any City main lines.
b. All utilities shall be placed underground.

7. Please confirm impervious surface area calculations include the concrete walkway and any proposed
patios.
Yes, these have been included.
Detention system is shown to be manifold system, however, pipe connections at each end are not clearly
indicated. At a minimum a riser shall be shown at each corner of the detention system. This can be
accomplished with CB's or pipe risers. The two CB's shown would be the minimum required. In addition,
are the short pipe sections also proposed to be 18" in diameter?
Risers added. Connector pipes called out as 18" diameter.

9. A catch basin shall be installed at the edge of right-of-way at the NE corner of the property. The
detention outfall will tie into this structure. Storm crossings within City right-of-way shall be with 12"
pipe.
Added CB in new flow line. Added 12" pipe downstream of detention.
10. Revise Catch Basin Schedule as follows:
a. Indicate pipe size at each IE and direction callout.
b. Add CB details for new CB to be installed per comment 9 above.
c. Add Existing Type I CB (CB is in 8th Ave and north of "alley") and provide invert elevation for
new 12" pipe connection.

11. Revise Detail 3 as follows:
a. CMP is not an approved detention pipe material. Please revise detention pipe material and
control structure pipe material accordingly.
b. b. Please add a note to the plans that if the rim to invert elevation exceeds 5-feet then a type 11
manhole will be required.

12. Driveway trench drain shall connect to detention system at a structure. Please revise plan accordingly.
Connected to roof drain, which connects to structure 2.
