Dear Mitch:
We are pleased to resubmit the attached Construction Plan set for further review and approval. These
plans are submitted in response to your 1st Review sent May 10, 2017. The following is a summary of
responses to the review comments contained on the plan set and comment letters. Review comments
are shown in plain text, and our responses are provided in bold italics.
GENERAL
1. Submit ROW Permit Application form

3. Include a City Engineering Division approval block on all plan sheets. Refer to sample on
City website.
The approval block has been updated.
4. A Stormwater Covenant is required to be recorded against the property based on the proposed
stormwater facilities for the project. Please complete the covenant, including notarization and
any required exhibits and submit to the city. The document must be complete, but will not be
recorded prior to permit issuance. Prior to construction final location of facilities are to be
verified (by field inspection and asbuilt) and then the covenant will be recorded. Please see
covenant attached in email.

5. City code requires the driveway to be paved from the edge of existing pavement a minimum
distance of 20-feet or to the property line, whichever is greater. Please label the driveway as
asphalt from the paved road to 20'from the existing pavement. Once on private property and
past the 20' mark, the driveway may be any material the applicant chooses or as required to
meet stormwater code requirements.
The proposed driveway accesses have been noted as asphalt and shown meet the City
Code.

6. Utility patches shall be combined and full width or half width overlay will be required depending
on the extent of disturbance. Where utility patches fall entirely within one travel lane, the
overlay shall extend to the centerline of roadway. Where utility patches extend into both travel
lanes then a full width overlay is required. Include City of Edmonds standard detail E2.3 in the
plans.
Note and detail have been added to plan sheet C3.O.
7. Please note: additional comments not included in this review may be produced after reviewing
the next submittal.

TESC, GRADING & DEMO PLAN
1. Incorporate and reference City standard detail El. 1 for filter fencing.

2. Show construction entrance on the plans and incorporate and reference City standard detail
E1.2.
There is an existing gravel driveway at the access points that will serve as a construction
entrance access.
3. Incorporate and reference City standard detail E1.3 for catch basin protection.
City Detail is now Included
4. Orange protective barrier fencing shall be placed at the drip line of trees to remain and around
areas proposed for low impact development techniques, such as the infiltration system, to
protect the area from compaction.
Orange protective barrier fencing has now been added and noted.
5. Please provide the location of the temporary stockpile. Add a note that the stockpile is to be
covered within 24 hours.
Temporary stockpile area has been added, including 24 hr note.
6. Add note: Install and maintain all TESC measures according to approved plans, City of
Edmonds standard details, and all other measures that may be required during construction.

7. Please update the title of the TESC and Grading Plan to "TESC, Grading, and Demo Plan".

8. Add a note to the plan that existing gas, and sewer are to be capped a minimum of 20'away
from the foundation of the existing and proposed houses prior to demolition.
Noted; that was also previously noted on the Drainage & Utility Plan.
9. Add a note to the plan that the existing water line is to be disconnected at the water meter prior
to demolition. Install a hosebib with an AVB attachment at the meter.

10. A note regarding driveway grading is unclear. Please revise and relocate the comment.

DRAINAGE AND UTILITY PLAN
1 As indicated by the Fire Department, a fire sprinkler system is required for this property.
Typically if there is an existing water service line from the watermain to the meter, the water
service line/meter will not be the appropriate size and a new tap will be required. The applicant
will be required to pay for the new tap on the main and the new meter.
a. Please add a note that a 1 " meter is to be installed.

b. Show the water meter located in the right-of-way, such that the back of the
meter is on the property line. The water meter shall not be located within the
driveway.

C. Please show a 1-1/2" water service line to be installed from the back of the
meter to the house (as required for a combination fire and domestic service).

d. Please label the pipe material and note tracer wire to be installed on the water

2. The proposed waterline runs directly through the proposed infiltration system. Relocate the
waterline.
The existing water line service runs directly through the proposed infiltration system.

3. Once the waterline is relocated, ensure that there is a minimum of 3'of horizontal separation
between the water service and dry utilities (i.e. power, phone, gas, cable, etc.).

4. Please show the water main within 184 th St SW -

5. A minimum of 10'of horizontal separation is required between water and sewer lines.

7. Add a note to the plans indicating where the landscape irrigation backflow assembly will be
located (if one is proposed).
No landscape irrigation proposed.
8. Please add a note to the plans that all final restoration shall be completed by the contractor not
the City of Edmonds.

9. Label pipe material and size. The sewer lateral from the main to the property line shall be
6". Once on private property the sewer may reduce to 4".
The plan is to utilize the existing 6" service connection at the main and add a cleanout at
the property line. The plan has been revised to show proposed pipe lengths, size and
material.

10. Show a 6" cleanout at the property line. Please add a note that the 6" cleanout at the property
line shall have a 12" cast iron lamphole cover with 1/2" hexbolts.

11. Show a cleanout located within 2' of the house and when there is more than 100' between
cleanouts.

12. Provide invert elevations at the sewer main, the sewer cleanout at the property line, and at the
house so that a minimum 2% slope and minimum 2' pipe coverage can be verified. If the slope
of the sewer pipe exceeds 20% the pipe will need to be anchored.

13. Please add a note that the existing side sewer will need to be TV'd by the contractor and video
must be submitted to the City for review and approval to re -use. Add notes to the plans to
contact Edmonds Public Works Sewer Division, 425-771-0235, to schedule inspection.

14. Revise the drainage note on the plan as it is unclear. It is confusing in determining whether roof
drains are tributary to the infiltration trench.
Drainage Note has been updated to read "Roof run off will be connected to downspouts,
to cleanouts, to fight line to the proposed infiltration trench, and disperse to the existing
ditch on the west side of the driveway along 184th St. "
15. Will the roof drains combine with the footing drains? If so, add a note to the plan to clarify. If
not, please show the footing drains discharge location and the roof discharge location.

16. Show all dry utilities and required utility separation. Please add a note that a minimum of 3'
separation is required between the dry utilities (power, gas, phone, cable, etc.) and sewer,
water, and storm and Ffrorn any City main lines.

17. Remove the comment from the plans discussing capping existing utilities. Capping existing
utilities is part of the demo process and shouldn't be included in the proposed drainage plan.

STORMWATER REPORT
The following comments are provided from Robert C. Edwards, PE, Stormwater Engineer. Please

The proposed project site includes existing impervious surface area. If a stormwater management
system was installed to mitigate the existing impervious surface area, please provide the design
information for the system and show it on the proposed plans. If an existing stormwater management
system does not exist for the existing impervious surface area, the 2017 stormwater code requires
that mitigation of 25% of the existing impervious surface be included in the proposed stormwater

Background
This is classified as a Category 1 Small Site Project because it creates/adds impervious area more
than 2,000 SIF and less than 5,000 SF
Category 1 Small Site Projects are subject to Small Site Minimum Requirements 1, 2, 3, 4, and 5.
Minimum Requirement #1 — Preparation of Stormwater Site Plan
Comments:
1. Drainage Report: Infiltration facility sizing calculations are missing.
The infiltration facility sizing calculations were modeled in MGSFlood and provided in
Appendix 5B of the report.
2. Drainage Report: Hydrology (WWHM or Equiv.) is missing
See above response to Comment #1. The calculations have been provided in Appendix
5A of the report.
3. Drainage Report: It is not clear if the infiltration facility will accommodate the requirement to
retrofit 25% of the existing unmanaged hard surface. (18.30.60.D.5.b.i) Provide a clear
tabulation of new hard surface, hard surface to remain, and retrofitted hard surface.
The existing storage structure located south of the property will remain and will not
require BMP for its surface runoff as it is not within the project site. Per the definitions
section of the City of Edmonds' Stormwater Management code, a "project site" is any
portion of the property subject to land disturbing activities. Only the north portion of the
property will be disturbed and considered as the "project site. " Therefore the existing
storage structure located south of the property is not subject to section 18.30.60.D.6.b.i,
which requires a BMP for at least 25 percent of the hard surface.
The infiltration facility was sized using MGSFlood and should be able to accommodate
only the roof runoff. A chart tabulating the surface areas have been provided in
Appendix 5A of the report.
4. Sheet C3.0: A catch basin is shown inside of the proposed infiltration facility. This will
reduce the infiltration facility capacity.
Design has been revised.
5. Sheet C3.0: Provide detail for proposed infiltration facility. Include Length, width, depth,
backfill, perforated piping, catch basin, filter fabric, and cover.
Detail has been included on this sheet
6. Sheet C3.0: CB #1, only one invert elevation is show. It is not clear how the facility will
function if the stormwater in this catch basin bypasses the facility.
