PROJECT DESCRIPTION
The City of Edmonds (City) is proposing to redevelop their central waterfront at the current
Senior Center, including replacement of the Senior Center, removal of the parking structure over
the beach, beach restoration and the construction of a walkway connector, new plaza and
parking lot at the Senior Center, and a new connecting walkway on the beach in front of the Ebb
Tide condominium building within a City easement for public access to the promenade to the
south.
The design team is led by Parks Director Carrie Hite and Capital Project Manager Henry
Schroder, and the Senior Center staff. The design team members are preparing surveys, soil and
cultural studies, design plans, presentation graphics, permit applications and supporting
documents for this design, which will be used to assemble permit applications in 2017, for
review and approval by the City, and to advertise for construction of the project construction in
2018.
Design for the Ebbticle and Waterfront Center began in September 2015 the City began design
and environmental permitting of the project. Pre -application meetings have been held with the
City and the US Army Corps of Engineers (USACE) in 2015, several team meetings in 2016, and

an evaluation of City of Edmonds environmental permitting requirements. The Team also met
with city and senior center staff and the Tulalip Tribal Respresentative along with WDFW on
June 19, 2017.
The project area contains historical fill overlying historical interticlal deposits and naturally
deposited beach sediment. No cultural materials were observed in the samples collected from
the beach stratum at the base of the stratigraphic sequence. The historical interticlal deposits
between 5.8 and 10 feet below the surface contain scattered historical artifacts, such as metal
fragments, bricks, and millwaste, but do not appear to contain significant historical cultural
resources. In general, the historical fill is 5.4 feet to over 11.5 feet thick. There is heightened
potential for encountering historical archaeological resources in the fill between about 5 and 6
fbs across the project area, where solid -cored wood, bricks, and historical cultural debris
indicate structural remnants of the mills and buildings once in the project area may be present
plan to recommend targeted archaeological monitoring of construction with contingency for
additional archaeological investigations in these areas should any of the planned excavations
reach that deep.
Geotechnical & Archaeological Investigations: Following is a brief summary of the field
exploration program and some preliminary information that might be helpful:
a. 7 borings were advanced, each to a depth of 11.5 ft below the ground surface (bgs) and 1
boring to a depth of 36.5 ft bgs.
b. A concrete slab was encountered beneath the asphalt concrete pavement section in half of
the borings.
c. At the locations explored, groundwater was observed at depths of 6 to 7 ft bgs at the time
drilling
d. At the locations explored, the upper 10 ft or so of the soil at the project site typically consists
of sand with varying amounts of silt. A fair amount of the sand is clean, and above the
groundwater table, this sand should have a favorable infiltration rate.
e. Some of the borings encountered pockets of peat -like material that might be associated withsawdust
generated by previous saw mills in the project area.
f. The deep boring (advanced in the vicinity of the proposed bulkhead) encountered dense native soil
between the depths of about 15 and 36.5 ft bgs. This soil should provide adequate support for the
proposed bulkhead.
The following permits are anticipated�
JARPA, Section 10 Nationwide permit, Shoreline Conditional Use Permit, Grading Permits,
Building Permits.
The necessary environmental permits are anticipated based on the following assumptions.
All project elements will be permitted together as one Federal project with two
separate phases for work that is vulnerable to appeal- Phase 1 includes
redevelopment of the Senior Center, the parking lot, and bulkhead removal/beach
restoration; Phase 2 includes the Ebb Tide Walkway.
USACE will be the lead federal agency.

Any interticlal eelgrass beds will not be impacted by project actions
Proposed bulkhead/steps and stormwater outfall(s) will be located waterward of
the mean higher high water (MHHW) elevation of Puget Sound.
No excavation of hazardous materials will occur waterward of MHHW elevation.
No excavation will occur in undisturbed native soil
0 Project will comply with Washington Department of Natural Resources guidelines
for pile removal.
0 Excavation waterward of MHHW elevation will occur with equipment positioned on
uplands.
M Construction staging will occur landward of MHHW elevation, with the exception of
the Ebb Tide Walkway, which may be constructed by barge.
0 Project will comply with current Washington State Department of Ecology
(Ecology) stormwater manual requirements.
0 Project will be constructed on property owned or on an easement held by the City
of Edmonds.
Ebb Tide Walkway will be constructed waterward of the MHHW elevation.
Project will be permitted under a Section 10 Nationwide permit and will not require
an Individual permit.
The project will not require an Individual Section 401 Water Quality Certification.
The beach restoration element of the project will be mitigation for permanent
impacts associated with the Ebb Tide Walkway construction. No off -site mitigation
will be required.
PROJECT QUESTIONS:
1. Promenade:
Building code/accessibility requirements for any new sections of seawall, staircases,
railings, ramps
b. Are there any city standard details/standards we should follow to support safe
pedestrian circulation arounclDoes the city have a standard detail for
Edmonds Waterfront Center:
a. Will two interior open stairs be allowable in the current code?
b. Confirming code understanding that both interior stairs can be unenclosed
c. Confirm hydrant locations -any additional ones required?
d. Preferred location on fire department connection Exterior access to the fire sprinkler
room required?
3. Raised Walkway at Ebb Tide:
a. Building code/accessibility requirements for raised curbs and grating. We are proposing
a 48" wide walkway with 12" tall x 36" wide Seawall/Seatwall, per Leif's direction. Is this
design acceptable?
b. Can new staircase south of walkway be rebuilt to the same standards as the existing
one?

With appropriate signage and pavement markings indicating one-way circulation, can
the driveway entrance/exit be 20' wide?
