Per your request, Beck & Associates has completed a non-structural review of the drawings and
calculations for conformance with the 2015 International Building Code (IBC), as adopted and
amended by the State of Washington (WSA) and the City of Edmonds (ECC).
Our review of the plans and calculations indicates that corrections are necessary prior to permit
issuance. The applicant should address the following comments in itemized letter format in
addition to making corrections & revisions to the drawings. Corrections and revisions to the
drawing should be clouded so that they are clearly identifiable.
General
WA State Department of Health (WA DOH)
2) Provide documentation from WA DOH:
a) Provide documentation that demonstrates the acceptance of WA DOH of the proposed
occupancies (1-1 Condition 2 on Level 2; B on Level 1).
b) Provide documentation that demonstrates that WA DOH does not view this facility as an
ambulatory care facility (people are never rendered incapable of self-preservation by the
services provided).
c) Provide documentation that demonstrates the acceptance of WA DOH of the maximum
occupant loads identified on sheet G1.00 (44 patience, 20 staff, 44 visitors).
Fire and Life Safetv Standards Code Review - sheet G1.00
3) Provide an analysis on sheet G1.00, based on the IBC, which demonstrates that the allowable
heights, number of stories, and allowable floor and building areas are met given the proposed
construction type, sprinklers, and occupancies. Ch. 5
4) Provide an analysis on sheet G1.00, based on Table 602, which demonstrates the exterior
walls are not required to be rated, based on fire -separation distance and occupancies. Table

5) Provide documentation on sheet G1.00 that demonstrates the refuge area required by
420.4.1 is provided within each smoke compartment. 420.4.1
6) Reference the Patient Room Door Closer section. All of the requirements of 716.5.9,
exception 3 need to be identified (each floor is required to be attended by staff on a 24-hour
basis and stationed on that floor; doors are required to be equipped with positive latching;
sleeping units are required to be equipped with a smoke detection system required by
Section 907.2.6.1). 716.5.9
7) Three toilet rooms are provided on Level 1. The code requires separate facilities to be
provided for each sex. Label the toilet rooms for male or female on Level 1. 2902.2

8) Reference the Door Assemblies in the Legend. 45-minute rated doors that are located in
corridors are also required to be provided with an 'S' label. This needs to be specified as there
are several locations where this occurs. 716.5.3
Site Plan (sheet A1.001
9) Accessible parking spaces are required to be provided on the shortest accessible route of
travel from adjacent parking to the accessible building entrance. Additionally, the accessible
route of travel is not permitted (where practical, as it is in this case) to cross lanes of
vehicular traffic. Revise accessible parking locations so that crossing traffic lanes is not
required and so that the route of travel is the shortest possible. 1106.6
10) Provide dimensions and detailing for signage for accessible parking to demonstrate
compliance with code requirements. ICC A117.1-09, 502.7
11) At least one of the passenger loading (drop-off) zones is required to be accessible. Provide
complete dimensioning and detailing to demonstrate compliance. 1106.,7; ICC A117.1-09,

12) The Site Plan needs to identify the shortest fire -separation distance (distance measured
perpendicular to the building to the adjacent property line) on each side of the building.
Provide an analysis for exterior wall rating per Table 602 based on the fire separation
distances. While exterior walls may not be required to be rated, the analysis needs to be
shown on the plans. Table 602
Roof Plan (sheet A2.00)
13) The Roof Plan needs to be coordinated with the mechanical plans.
a) Identify the location of all roof openings.
b) Identify the location of all mechanical units, consistent with the mechanical drawings.
Level 1 - Plan (sheet A2.1
14) Reference the Stairs.
a) The stairs are required to be fully enclosed in 1-hour rated construction. 1023.2
i) Provide detailing to demonstrate how the 1-hour rated enclosure (fire barriers) will
be maintained, particularly at the intersection at the upper floor level and at the
intersection with the rated roof construction. Identify all connections.

ii) The exit enclosure is required to be extended to the exit discharge (exterior of the
building) unless one of the exceptions of 1028.1 is met. Update the plans to
demonstrate that these requirements will be met. 1028.1
iii) The elevator is not permitted to open into the interior exit stairway enclosure. Revise
the plans accordingly. 1023.4
iv) The plans show a storage room located under the stairs. The walls and soffits within
enclosed usable spaces under stairways are required to be protected by 1-hour fire -
resistance -rated construction. Additionally, access to the enclosed space is not
permitted to be directly from within the stair enclosure. Update the plans and
provide complete detailing to demonstrate compliance. Identify the listed, tested
assemblies to be used to provide the required rated construction and provide
complete detailing for construction and inspection. The door to the usable space
under the stairs is required to be 1-hour rated. 1011.7.3
b) In order to provide corridor continuity to the exit discharge, the following are required.

i) Door 104 is required to be 20-minute rated. 716.5.3
ii) The wall between the Admin/Consulting (105) and the Waiting Room (102) is
required to be 1-hour rated. 1020.6
c) Door 101A needs to be included in the Door Schedule. It is required to be provided with
panic hardware. 1010.1.10
d) The Elevator Mechanical Room (135) is required to be provided with a 60-minute rated
door. Update the Door Schedule accordingly. 3002.1, 3005.4, 713, 716.5
Level 2 - Plan (sheet A2.20)
15) Door 253 (door between the Closet and the corridor) needs to be included in the Door
Schedule. It is required to be 20-minute rated. 1020; 716.5.3
Partition TVpes (sheets A2.40 & A2.41)
16) Walls, partitions, and floor/ceiling assemblies separating sleeping units from each other and
from other occupancies are required to have an STC rating of not less than 50. 1207.2
a) Partition Type R14 is typically specified between sleeping units and the corridor.
However, R14 is shown to have an STC rating of only 45-49. Revise the design accordingly
to meet the required STC rating. 1207.2
b) The wall between Women's Room 222 and the corridor is specified to be Wall Type S14.
This partition type is not specified to have an STC rating. Revise the plans accordingly.

c) Reference wall type SHL Identify the listed, tested assembly for this required 1-hour
rated wall. Provide complete detailing for construction and inspection.
d) Reference wall type S — 1 Hour Rated Smoke Barrier. Identify the listed, tested assembly
for this required 1-hour rated wall. Provide complete detailing for construction and
inspection.

17) Reference 6/A9.01 — One Hour Rated Floor/Ceiling Assembly. The floor assembly is required
to have an STC rating of 50 or greater. Identify the listed STC rating for this assembly. 1207.3
18) Reference 7/A9.01 — One Hour Rated Roof Assembly. This system, while similar to UL L516,
does not exactly meet any of the systems identified in UL L516. Identify a listed, tested
assembly and provide detailing that matches that assembly. Please be aware that if
proprietary gypsum board products are required by the assembly, that proprietary gypsum
board is required to be specified in the detail.
19) Reference 5/A901 — Rated Ceiling at Glulam ....
a) Provide documentation that demonstrates that all of the glulam beams maintain a 1-hour
rating, consistent with the floor -ceiling assembly rating. If this cannot be provided, an
alternate means of providing the 1-hour rating at the glulam beams is required to be
provided.
b) Provide documentation of the listed fire/smoke sealant that maintains a 1-hour rating
when sealing the joint between GWB and glulam beams. An alternate means of providing
the 1-hour rating will be required if the documentation does not address this specific
condition. Another option would be to have the manufacturer or a fire protection
engineer address this issue.
20) Reference 3/G3.01. The detail specifies that the glulam is exposed. Provide documentation
that demonstrates that the required 1-hour rating is maintained.
Accessibility (113C Chapter 11: ICC A117.1-09)
21) Provide complete dimensioning and detailing of accessible toilets, showers, and sinks. All
elements need to be addressed, including clear floor spaces, knee & toe clearance, grab bars,
control locations, etc. Address each condition. 1109.2; ICC A117.1-09, Ch. 6
22) Where multiple single -user toilet rooms or bathing rooms are clustered at a single location, at
least 50 percent for each use at each cluster are required to be accessible. Update the plans
to identify all accessible toilet/shower rooms. 1109.2, exception 3
Energy (2015 WSEQ
23) Provide a lighting power analysis that demonstrates the proposed lighting will not exceed the
allowable. C505, C405.2
Other
2) Provide structural analysis and complete design for both the Trash Enclosure and the Gas
Meter Enclosure. Reference sheet A1.10. Ch. 16
3) Reference sheet A2.00. Identify the distance from the edge of the roof access hatch to the
edge of the roof. A guard is required if the distance is less than 10'-0". Update the plans
accordingly. 1015.7
4) Reference sheet A2.50, Relite Types. On the plans, identify the location of each relite type,
giving particular attention to locations where relites are required to be rated.
5) Toilet, bath, and shower room floor finish materials (smooth, hard, non -absorbent surface) is
required to extend upward onto the walls not less than 4 inches. Providing a rubber base
does not meet this criteria. The flooring material itself is required to extend upward onto the

wall so that a joint is not created which may become unstanitary. PT Toilet 120 specifies
rubber base. Revise the Finish Schedule (FLOO) accordingly. 1210.2.1
