Per your request, Beck & Associates has completed a non-structural review of the drawings and
calculations for conformance with the 2015 International Building Code (IBC), as adopted and
amended by the State of Washington (WSA) and the City of Edmonds (ECC).
Our review of the plans and calculations indicates that corrections are necessary prior to permit
issuance. The applicant should address the following comments in itemized letter format in
addition to making corrections & revisions to the drawings. Corrections and revisions to the
drawing should be clouded so that they are clearly identifiable.
Legal
1) The Topographic and Boundary Survey included in the drawing set indicates that the building will be
built across numerous lots. The building code does not legally permit buidings to be constructed across
lot lines. A boundary line adjustment or other legal means to eliminate lot lines that are internal to the
site will need to be finalized and recorded prior to permit issuance. 705
2) Any easements into adjacent private property or public ways are required to be finalized and recorded
prior to permit issuance.
Building Envelope
3) Pursuant to RCW 64.55, all applications for construction of multi-unit residential buildings must include
building enclosure design documents that identify the building enclosure, including but not limited to,
waterproofing, weather proofing and/or otherwise protected from water or moisture intrusion. The
building enclosure documents must contain a stamped statement by the person stamping the building
enclosure design documents stating, in substantially the following form: “The undersigned has
provided building enclosure documents that in my professional judgment are appropriate to satisfy the
requirements of RCW 64.55.005 through 64.55.090."
Additionally, all multi-unit residential buildings are required to have the building enclosure inspected
by a qualified building enclosure inspector during the course of construction. This inspection is to be
completed by a third party, independent inspector. The City may not issue a Certificate of Occupancy
until the qualified, third party independent inspector prepares a report and submits to the building
department a signed letter certifying that the building enclosure has been inspected during the course
of construction and that the construction is in substantial compliance with the building enclosure
design documents. The requirement for third party inspection needs to be specified on the plans.

Alternatively, a recorded “sale prohibition covenant” is required to be submitted for review. A “sale
prohibition covenant” is a recorded covenant that prohibits the sale or other disposition of individual
dwelling units as or as part of a condominium for five years or more from the date of first occupancy
except as otherwise provided in section 10 of the act, a certified copy of which the developer shall
submit to the appropriate building department; provided such covenant shall not apply to sales or
dispositions listed in RCW 64.34.400(2). The covenant must be recorded in the county in which the
building is located and must be in substantially the following form:
This covenant has been recorded in the real property records of Snohomish County, Washington, in
satisfaction of the requirements of sections 2 through 10 of this act. The undersigned is the owner of
the property described on Exhibit A (the "Property"). Until termination of this covenant, no dwelling
unit in or on the Property may be sold as a condominium unit except for sales listed in RCW
64.34.400(2).
This covenant terminates on the earlier of either: (a) Compliance with the requirements of section 10
of this act, as certified by the owner of the Property in a recorded supplement hereto; or (b) the fifth
anniversary of the date of first occupancy of a dwelling unit as certified by the Owner in a recorded
supplement hereto.
General
4) Reference the Building Code Data on A003
a) Reference the Basement Floor Exiting Plan, 1/A003. Where (2) exits are required, they
are required to be separated from each other, measured in straight line, by 1/3 of the
overall diagonal of the space. The current distance between exits/exit access is less than
1/3 the overall diagonal (it is approximately 20-feet, when it needs to be 44’-6”). Revise
exiting accordingly. 1007.1.1
b) Reference the Energy Notes. Reference is made to the 2015 Seattle Energy Code which is
not an applicable code. Update the notes to reference the 2015 Washington State Energy
Code.
c) Reference the Elevator Notes.
i) The notes indicate that the elevator is required to be designed to accommodate a
24”x84” ambulance stretcher. Provide complete dimensioning to demonstrate that
the elevator is properly sized. Reference the attached SBC Code Solution. Providing a
copy of this document (or equivalent) within the drawing set is an acceptable way to
address this issue as it contains all relevant information. Additionally, update the
code reference to reference the correct code section (3002.4). 3002.4
ii) The plans indicate that the elevator, being required to accommodate an ambulance
stretcher, is required to be supplied by legally required standby or emergency power.
The method for providing the legally required power is identified as providing a
"connection ahead of the service disconnecting means." However, in accordance
with the City of Edmonds (Building Official and Assistant Fire Marshall), this is not an
acceptable method. A generator is required to be provided. Update the plans to
identify the location of the generator and demonstrate that code requirements will
be met for the generator room, generator fueling, etc. 3016.12; Chapter 27
5) Reference sheet A100 – Site Plan. On the plan, clearly identify the minimum fire separation
distance on each side of the building in order to demonstrate that exterior walls are not
required to be rated. The fire separation distance is required to be measured perpendicular

from the building to the nearest property line or to the centerline of a street, alley, or public
way. Ch. 2, 705.5, Table 602
6) Each sleeping room is required to be provided with at least one exterior emergency escape
and rescue opening in accordance with 1030.1. Egress windows and dimensional
requirements need to be identified and detailed within the drawings. 1030
7) Provide complete detailing to demonstrate that required 1-hour rating of shaft and interior
exit stairway enclosures will be provided within the floor cavity in order to provide continuity
of the 1-hour rated enclosure. 1023
Accessibility (IBC Chapter 11: ICC A117.1-09)
8) Provide dimensions and detailing to demonstrate that drinking fountains will be provided to
meet requirements for people in wheelchairs and for standing persons. 1109.5; ICC A117.1-
09, 602
9) A two-way communication system is required to be provided at the elevator landing on each
floor that is above or below the level of exit discharge (part of the accessible means of
egress). This needs to be specified on the plans along with system requirements and
directions for the use of the two-way communication system. Identify the specific locations of
the two-way communication on the plans. 1007.8.1
Interior Environment (Chapter 12)
10) Floor-ceiling assemblies separating dwelling units from each other are required to have an
impact insulation class of not less than 50 when tested in accordance with ASTM E492.
Update the drawings to demonstrate that this requirement will be met. 1207.2
Energy (2015 WSEC, Residential)
11) The Assembly U Factor Calculations and Energy Code Worksheets need to be included within
the drawing set.

A101 – Basement Plan.
12) The wall on the north side of the Stair (and on the south side of the Elevator) is required to be
1-hour rated. Identify the listed, tested assembly that will be used at this location to provide
the required rating. 1023, 713
13) The exit separation, as identified in the General comments above, needs to be resolved.
A102 – Main Floor Plan.
14) Reference the Apartment Lobby. The Lobby is open to a portion of the residential corridor
above. The Lobby at this level is therefore required to be rated as for residential corridors (1-
hour) and have openings appropriately protected (20 min doors with smoke seals). 1020,

15) The walls and soffits under the open stairways are required to be protected by 1-hour fire-
resistance-rated construction. 1011.7.3
a) Specify wall assemblies that will provide the required 1-hour listed, tested rating.
b) Specify and provide detailing for a listed, tested assembly to provide the required 1-hour
rating at the lid of the enclosed space under the stairs. Provide complete specifications
and detailing for construction of that assembly.
16) Three sinks are shown adjacent to the open stair to the south. At least one of those sinks is
required to be accessible and be provided with required knee and toe clearance. Update the
plans to provide complete detailing for the accessible sink. 1109.3; ICC A117.1-09, 606
17) Reference the “42”x48” Hoist”. It is apparent that this is intended to be a platform
(wheelchair) lift. The code permits platform lifts only as identified in section 1109.8.
Unfortunately, providing a platform lift to a Gallery is not one of them. Provide another
means of providing an accessible route. This will most likely need to be a ramp. Provide
complete specifications and detailing in order to demonstrate compliance with code
requirements. Also, reference 16/A400. 1104, 1109.8; ICC A117.1-09
18) At least 5% of all seating (at each location at the cafe) is required to be accessible. Provide
specifications and detailing to demonstrate required accessible seating will be provided.

20) In order to provide continuity of the residential corridor, the ‘lobby’ just outside the main
residential corridor and on the east side of the Stair, is required to be 1-hour rated. Specify
walls (and opening protection, 20-min with smoke seals) that will be utilized in construction

A104 – Roof Plan.
21) It is unclear form the plans if a guard or exterior wall is proposed to be provided adjacent to
the low roof mechanical equipment. Update the plans to demonstrate that the required
guard and requirements will be met. 1015.6
22) Specify skylight requirements: laminated safety glazing (or other means to meet code

A301 & A302 – Building Sections
23) Specify required insulation and provide detailing to demonstrate that a complete energy
envelope will be provided where abrupt elevation discontinuities occur in the roof. WSEC

24) Reference 3/A401 – Basement Stairs. A 42-inch high guard is required to be provided on the
open side of the stairs. This, along with dimensions and detailing, are required to be provided

25) Reference 3 & 8/A401. The handrail at the bottom of the stairs is required to continue to
slope for one tread beyond the last riser. Update the details accordingly. 1014.6
A501 & A502 – Wall, Floor, and Roof Assemblies.
26) Provide complete specifications and detailing for the construction of each assembly as listed
and tested. In order to meet this requirement, we recommend that an exact copy of each
listed, tested assembly be provided within the design drawings. This will help to insure proper
construction and inspection.
A503 – Door Schedule Types & Details
27) Reference the Door Schedule. Door 12 is required to be 60-minute rated. Update the
schedule accordingly. 1023, 716.5
A601 – Site Details
28) Reference 13/A601 – Floor Drain at Pavers. Provide detailing and dimensions to demonstrate
required secondary drainage will be provided. Secondary drainage is required to be provided
at decks and at roofs. Update the plans accordingly. UPC 1101.12
A603 – Rated Assemblies
29) Reference 5 & 6/A603. Provide complete detailing to demonstrate that required 1-hour rating
of shaft and interior exit stairway enclosures will be provided within the floor cavity in order
to provide continuity of the 1-hour rated enclosure. 1023

30) While not a part of this review, please be aware that ventilation (Ch. 4) and exhaust (Ch. 5)
are governed by the IMC. Please coordinate with mechanical regarding requirements.

Geotechnical
1) ZipperGeo is required to provide a review of the submitted plans in order to assess that the
recommendations and design considerations presented in the geotechnical report have been
properly interpreted and implemented into the project design. ZipperGeo should provide a letter
summarizing their review and providing any recommendations. All recommendations need to be
addressed in the resubmitted drawing set.
Concrete
Drawing Sheets
S1.01 – Structural Notes
2) The Earthquake and Wind Design sections of the Design Loads reference the wood building
drawings. However, CG Engineering is responsible for the lateral design of the concrete
structure. CG Engineering drawings need to specify design criteria used for lateral design (both
wind and seismic) and specify the lateral-force-resisting system utilized. The lateral-force-
resisting system is required to be Special Reinforced Concrete Shear Walls (ordinary concrete
shear walls are not permitted for Seismic Design Category D). ASCE 7-10, Table 12.2-1
S2.1 – Foundation Plan
3) Detail 1/SH4.1 is referenced at numerous locations. However, SH4.1 does not exist within the
drawing set. Provide coordination.

4) Reference Foundation Plan Note #11. Clearly specify on the Foundation Plan which walls are 8-
inch and which are 10-inch thick. The required wall thickness for specific walls does not appear
to be specified anywhere.
5) The Foundation Plan should, at the very least, reference the geotechnical report for below-slab
drainage. Provide detailing and specifications, consistent with the geotechnical report, as
necessary.
S2.2 – First Floor Post Tensioning Plan
6) Reference the banded tendon layout along grid 3 and the callout at grid D. According to the
calculations, the number of tendons should be 15T, not 5T as specified. Provide coordination.
S2.3 – First Floor Mild Reinforcing Plan
7) According to the calculations, additional bottom reinforcement (#4@12B) is required to span
between grids A & B at grid 2 (approximately). Provide coordination.
8) According to the calculations, additional bottom reinforcement is required to span between
grids 4.1 & 5 and between grids D & E (approximately). Provide coordination.
S4.1 – Foundation Details
9) Reference 9/S4.1. The detail should reference the geotechnical report for both wall and footing
drainage.
S4.2 – Foundation Details

18) Clearly define on the plans the locations of the different loading configurations (apartments vs.
corridors vs. other). Upper Floor non-residential corridors are required to be designed for 80 psf

19) Specify required studs/posts for support of exterior wall headers/beams at this level.
20) Roof beam R20 (5-1/8x13-1/2) needs to be specified on the plans.
S3 – Structural Notes and Shear Wall Plans
21) Reference the Structural Notes
a) Reference the Wind Load Design Criteria. In order to be Exposure B, Surface Roughness B is
required to extend 2,600 feet from the site. However, the site is located within 670-feet of
Puget Sound, which is classified as Surface Roughness D. As a result, the Exposure Category
for this building is Exposure C. Revise the analysis and design accordingly. ASCE 7-10, 26.7.3
b) Seismic mass used in the lateral analysis is 10 psf. However, a dead load of 23 psf occurs at
apartments. Revise the seismic analysis and design accordingly. ASCE 7-10
22) Reference the Upper Floor Shear Wall Plan
a) The plans need to illustrate all diaphragm openings.
b) Only 60% of dead load is permitted to be used in the load combinations to resist overturning
forces (due to either wind or seismic). Revise the analysis and design accordingly.
23) Reference the Main Floor Shear Wall Plan
a) A stair opening occurs adjacent to the grid 4 shear wall (located approximately at grid 6.2)
which prevents transfer of shear forces through the diaphragm to the shear wall.
i) Provide a complete load path for transfer of shear to the shear wall.
ii) Shear wall design needs to consider the actual wall h/w ratio considering that the
diaphragm does not brace it at the Upper Level diaphragm.
b) Overturning calculations for shear walls along 1M do not appear to include uplift from
above. Overturning forces are additive.
S4 – Details
24) Reference detail 102. This detail does not show where the break in the plywood will occur. It
appears that it will occur at the joint between the top plates. If this is the case, a mechanism to
transfer lateral loads is required to be provided. Update the detail to demonstrate that a
complete load path will be provided for lateral loads.
25) Reference details 303 and 304. Blocking panels will need to be designed to transfer lateral loads
form the diaphragm to the shear wall below. Specify the loads for which the blocking panels will
need to be designed.

All individual inspectors to be employed on this project will be WABO certified for the type of work they are to
inspect. If inspection is for work that is not covered by the WABO categories, or the inspector is not WABO
certified, a detailed resume of the inspector and firm must be submitted. The resume must show that the
inspector and the firm are qualified by education and experience to perform the work and testing required by the
project design and specifications.
The work shall be inspected for conformance with the plans and specifications approved by the City. Revisions
and addenda sheets will not be used for inspection, unless they have been approved by the City. Inspection
records shall include:
· A daily record to be maintained on site, itemizing the inspections performed. Any nonconforming work
shall be brought to the immediate attention of the contractor for resolution.
· A weekly report shall be submitted to the City; detailing the inspections and testing performed, listing
any nonconforming work and resolution of nonconforming items.
· A final report shall be submitted to the building department prior to the Certificate of Occupancy being
issued. This report will indicate that inspection and testing was completed in conformance with the
approved plans, specifications and approved revisions or addenda. Any unresolved discrepancies must
be detailed in the final report.

Contractor:
The contractor shall provide the special inspector or agency adequate notification of work requiring inspection.
The City approved plan and specifications must be made available, at the jobsite for the use of the special
inspector and the City inspector. The contractor shall maintain all daily inspection reports, on site, for review by
all parties.
The special inspection functions are considered to be in addition to the normal inspections performed by the City
and the contractor is responsible for contacting the City to schedule regular inspections. No concrete shall be
poured or other work covered until approval is given by the City inspector.
Building Department:
The building department shall review any revisions and addenda. The City inspector will monitor the special
inspection functions for compliance with the agreement and the approved plans. The City inspector shall be
responsible for approving various stages of construction to be covered and for work to proceed.
Design Professionals:
The architect and/or engineer will clearly indicate on the plans and specifications the specific types of special
inspection required and shall include a schedule for inspection and testing. The architect and/or engineer will
coordinate their revision and addenda process in such a way as to ensure that all required City approvals are
obtained, prior to work shown on the revisions being performed in the field.
Owner:
The project owner, or the architect or engineer acting as the owners agent, shall employ the special inspector or
agency.
ENFORCEMENT
A failure of the special inspector or firm to perform in keeping with the requirements of the IBC, the approved
plans and this document, may void this agreement and the Building Official’s approval of the special inspector.
In such a case a new special inspector and/or firm would need to be proposed for approval. A failure of the
design and/or construction parties to perform in accordance with this agreement may result in a STOP WORK
notice being posted on the project until nonconforming items have been resolved.

All individual inspectors to be employed on this project will be WABO certified for the type of work they are to
inspect. If inspection is for work that is not covered by the WABO categories, or the inspector is not WABO
certified, a detailed resume of the inspector and firm must be submitted. The resume must show that the
inspector and the firm are qualified by education and experience to perform the work and testing required by the
project design and specifications.
The work shall be inspected for conformance with the plans and specifications approved by the City. Revisions
and addenda sheets will not be used for inspection, unless they have been approved by the City. Inspection
records shall include:
· A daily record to be maintained on site, itemizing the inspections performed. Any nonconforming work
shall be brought to the immediate attention of the contractor for resolution.
· A weekly report shall be submitted to the City; detailing the inspections and testing performed, listing
any nonconforming work and resolution of nonconforming items.
· A final report shall be submitted to the building department prior to the Certificate of Occupancy being
issued. This report will indicate that inspection and testing was completed in conformance with the
approved plans, specifications and approved revisions or addenda. Any unresolved discrepancies must
be detailed in the final report.

Contractor:
The contractor shall provide the special inspector or agency adequate notification of work requiring inspection.
The City approved plan and specifications must be made available, at the jobsite for the use of the special
inspector and the City inspector. The contractor shall maintain all daily inspection reports, on site, for review by
all parties.
The special inspection functions are considered to be in addition to the normal inspections performed by the City
and the contractor is responsible for contacting the City to schedule regular inspections. No concrete shall be
poured or other work covered until approval is given by the City inspector.
Building Department:
The building department shall review any revisions and addenda. The City inspector will monitor the special
inspection functions for compliance with the agreement and the approved plans. The City inspector shall be
responsible for approving various stages of construction to be covered and for work to proceed.
Design Professionals:
The architect and/or engineer will clearly indicate on the plans and specifications the specific types of special
inspection required and shall include a schedule for inspection and testing. The architect and/or engineer will
coordinate their revision and addenda process in such a way as to ensure that all required City approvals are
obtained, prior to work shown on the revisions being performed in the field.
Owner:
The project owner, or the architect or engineer acting as the owners agent, shall employ the special inspector or
agency.
ENFORCEMENT
A failure of the special inspector or firm to perform in keeping with the requirements of the IBC, the approved
plans and this document, may void this agreement and the Building Official’s approval of the special inspector.
In such a case a new special inspector and/or firm would need to be proposed for approval. A failure of the
design and/or construction parties to perform in accordance with this agreement may result in a STOP WORK
notice being posted on the project until nonconforming items have been resolved.
