Carrie and Daniel,
The City of Edmonds has reviewed the October 3, 201-8 resubmittal on the above reference permits for
the Edmonds Waterfront Center and Waterfront Re-development. The majority of the City's comments
were addressed, but there are still a couple more items that should be addressed before moving
forward with the public meeting before the ADB and public hearing before the Hearing Examiner on the
land use permits. Please respond to the following so review of this application can proceed:
t. Engineering Review Comments: The Engineering Division reviewed the resubmitted materials and
provided consolidate comment in the attached October L5, 201-8 memorandum. Most of these
items can be addressed during civil review once land use approval has been received and
development permits have been submitted; however, there are a couple of items that relate to
design review and overall site layout that should be addressed now. ln particular, please respond to
items 12 and 13 in the attached Engineering Division memorandum. Also, as noted in the
memorandum, it appears there will some conflict with project utilities and the proposed
landscaping. Please review the comments related to utilities and landscaping (items 3,1.1,, and 12)
and revise the landscaping plan as needed.
According to ECDC 20.02.003.D, the above requested information must be submitted within 90 days (or
by January 24,z}tg) or the application will expire.
Since the application has been determined to be complete, a notice of application will be posted on the
subject property and mailed to adjacent property owners within the next two weeks consistent with
ECDC 20.03.002.

Items that will need to be addressed prior to civil submittal.
1. Plans need to be forwarded to Kate Tourellot at Community Transit for review and
approval.
2. The waterline southwest of the Waterfront Center is unmaintainable in the narrow
alley. Construction equipment would not be able to gain access to the waterline
between the two buildings.
3. The gas service line is just foot or two from one of the trees near the building. Trees
should not be located within ten feet of utilities.
4. Provide cleanouts for underdrain and roof leaders. Show a more realistic alignment
instead of an offset from the building footprint.
5. Keep the existing Fire Department Connection and realign fire line so the vault doesn’t
have to be reconstructed
6. Provide dimensions for the footing and roof drain section
7. The underdrain is connected to an outfall without a flap gate. See attached photo. The
tide will come in and fill the underdrain.
8. The parking lot entries have a 5.8% grade which creates an excessive side slope for an
accessible route in between the ADA sidewalk ramps
9. With the exception of a Smart Car, vehicles cannot make the turn into parking stall 71.
Motorcycle parking may be the best use for that space
10. Locating vertical wall bioretention planters adjacent to the sidewalk could present a fall
hazard. Depth of planter is not shown in Section B, Sheet L4.1
11. Snohomish County PUD requires three feet of clearance around a pad mounted
transformer. Eliminate all plantings in this area
12. A street tree and a site tree are shown directly over the 12” stormwater pipe running
diagonally across the parking lot. The rain gardens that are sized, are sized to the full
limits of the boxes drawn on the plans; the sizing does not account for any pedestrian
curb/handrails needed (as Henry pointed out) nor does it leave room for the vertical

wall they will need (8”-1’ on each side). The dimensions they are designing to are likely
not feasible, though they have some ability to stretch the length. Engineer should
review as-constructed conditions and run a model to confirm adequate treatment is
achieved with the reduce planter width before proceeding further.
13. It is not clear the engineer has considered the tide influences; tides reach as high at
12.9’ and the design should account for this. Tide-gates or flow-valves will be necessary
for any outfalls and any surface features should be elevated above this elevation, or
designed to assume ponded water at times (including backwatering of rain gardens with
salt water)
o As noted previously, the beach they are creating may be the low spot of this
stretch of shoreline after completion (seawall generally seems to be designed
to 14’); this impact should be considered
