Scope: Addition:
New ceiling beam, add one window and replace sliding glass door in Master
Bedroom; new cabinets and counters in Kitchen; Relocate Laundry; New furnace
and hot water tank; remodel Deck; enclose Carport with new overhead door.
Please be advised that the building plans for the above referenced project have been disapproved
for the purposes of obtaining a building permit. During a review of the plans by the Building
Division for compliance with the applicable building codes, it was found that the following
information, clarifications, or changes are needed. Reviews by other divisions, such as Planning,
Engineering, or Fire, may result in additional comments that require attention beyond the scope of
this letter.
A complete review cannot be performed until the revised plans/documents, including a
written response in itemized letter format indicating where the ‘clouded’ or otherwise
highlighted changes can be found on the revised plans, have been submitted to a Permit
Coordinator.
Resubmittals must be made at the Development Services Department on the 2nd Floor of City Hall.
Permit Center hours are M, T, Th, & F from 8am-4:30pm and from 8:30am-12pm on Wednesdays.
This building plan review cannot be completed until we receive the following items:
Previous Comment #3b from 10/19/18 Plan Review Comments was not addressed. Other items
were responded to, however, additional information is required in order to perform a complete
review of this project
Proposed Floor Plan / Exit Plan:
1. Support walls for north side and west sides of Existing House – The decorative CMU
screen forming two sides of the existing carport and the pipe columns holding up the
west side of the house are incapable of transmitting either wind or seismic shear loads to
grade.
2. New Wall and Footing Design - Provide the Bracing Method for new exterior walls,
including solid braced walls and the wall with the Garage Door, and their footings to

meet the seismic, wind and exposure factors of the site and the existing house
construction compliant with Chapter 6 and Chapter 4 of the 2015 International
Residential Code (IRC).
3. Connections with Existing House – Provide the design for the Second Floor above the
Garage to transfer lateral loads to the new exterior walls compliant with IRC Chapter 6,
and for the new footings to transfer and receive loads from the existing house footings
compliant with Appendix 4 of the 2015 International Existing Building Code (EIBC).
4. Note: in lieu of providing prescriptive solutions for Items 1 – 3 under the IRC, engage
the services of a Professional Engineer licensed in the State of Washington to provide
the analysis and design. Revise and resubmit the drawings that show the elements of the
structural solutions. Include two copies of the structural analysis.
Please be aware that once the above corrections are made, subsequent city review may identify
further corrections. Please let me know if I can be of any additional assistance.
