Please be advised that the building plans for the above referenced project have been disapproved
for the purposes of obtaining a building permit. During a review of the plans by the Building
Division for compliance with the applicable building codes, it was found that the following
information, clarifications, or changes are needed. Reviews by other divisions, such as Planning,
Engineering, or Fire, may result in additional comments that require attention beyond the scope of
this letter.
A complete review cannot be performed until the revised plans/documents, including a
written response in itemized letter format indicating where the ‘clouded’ or otherwise
highlighted changes can be found on the revised plans, have been submitted to a Permit
Coordinator.
Resubmittals must be made at the Development Services Department on the 2nd Floor of City Hall.
Permit Center hours are M, T, Th, & F from 8am-4:30pm and from 8:30am-12pm on Wednesdays.
This building plan review cannot be completed until we receive the following items:
Building Permit Application:
On the application:
1. Scope of Work – Please resolve the apparent conflict between submitted application
materials. Note that existing plumbing fixtures having no work done on them or
plumbing fixtures being replaced at the same location, do not require a permit:
a. Online Plumbing Application and Building Permit Application show:
- 2 Toilets (WC)
- 5 Sinks
- 3 Tub/Showers
- 1 Water Service Line

b. Submitted drawings show:
- 1 Toilet at a new location
- 2 Sinks in new locations
- 2 Tub/Showers in new locations
On the Building Plans:
1. On the plans, identify each gas appliance as “NEW” or “EXISTING”.
2. Alterations – Alterations shall comply with the provisions the Washington State Energy
Code (WSEC) Table R402.1.1 without requiring the entire structure to comply, per
WSEC R503.1. On the plans:
a. Identify each window or skylight as “NEW” or “EXISTING.” New windows
shall have a maximum U-factor of 0.30.
b. Identify new ceilings as having minimum R-factor of 49.
c. Each new or replacement skylight shall have a maximum U-factor of 0.50.
d. Exposed exterior wall cavities shall be insulated with minimum R-15 insulation.
3. Replacement windows – Provide or maintain emergency egress and escape openings in
the east and west bedrooms. Per R310.2.5 (IRC Errata posted June 10, 2015)
replacement windows are exempt from maximum sill height of R310.1 and R310.2.1 and
R310.2.2, provided the replacement window meets the following conditions:
a. It is the manufacturer’s largest stand size window that will fit within the existing
frame or existing rough opening
b. It is the same operating style as the existing window or a style that provides for
an equal or greater window opening area than the existing window.
4. To evaluate the proposed new beams, provide an existing framing plan to scale. Show
existing roof joist layout. Indicate point loads and bearing walls below. Verify 4 x 6
ceiling joists and spacing. Also, please address in calculations.
5. New shower in North Bedroom Bath – Locate control valves and showerheads so that
the bather can adjust the valves prior to stepping into the shower spray, per Uniform
Plumbing Code (UPC) 408.9.
6. Reroofing – Note reroofing on the plans.
Please be aware that once the above corrections are made, subsequent city review may identify
