Critical Area Determ¡nation (CR42019002L),
Based on a rerrievrr and insnection of the subiect site. staff has determined that one or more
critical areas are located on or near the site. Critical areas are ecologically sensitive or
hazardous areas that are protected in order to maintain their functions and values.
Site Description
The subject site is located at the east end of the Sierra Place cul-de-sac. According to the Soil Survey of
Snohomish County Area, Washington, soils on the site consist of "Alderwood Urban Lond Complex, 1-5-
25% slopes." There is a large rockery wall, greater than 10' tall, along the eastern property line. The site
gradually slopes down to the west with terracing on the western portion of the property. The western
portion of the property contains slopes of approximately 38% according to the City's LiDAR information.
Given the steepness of the slopes, the property is classified as containing potential erosion and landslide
hazards pursuant to Chapter 23.80 ECDC.
A spring daylights off the parcel to the east, this is a headwater spring of Hindley Creek which is a
tributary to Shell Creek. The stream created by this spring runs along the southern property line, pools
into a man-made pool on the property, and drains to the east. An offsite wetland to the east may have
buffers that extend onto the subject property. A qualified professional will need to assess the site to
determine the classifications of the potential stream and wetland, and delineate their locations and
associated buffers.

What does this mean?
The criticalarea regulations are onlytriggered when an alteration is proposed to a critical area or
its buffer. However, once an alteration in or near critical area is proposed, critical area studies and
City review and approval may be required.
What is an 'Alteration'?
According to Section 23.40.005 of the Edmonds Community Development Code (ECDC)
changes the existing conditions of a critical area or its
buffer. Alterations inelude, but are not limited to: grading,
filling; dredging; draining; channelizing; cutt¡ng, pruning,
limbing or topping, clearing, relocating or removing
vegetation; applying herbicides or pestic¡des or any
hazardous or toxic substance; discharging pollutants;
paving, construction, application of gravel; modifying for
surface water management purposes; or any other human
activity that changes the existing landforms, vegetation,
hydrology, wildlife or wildlife habitat value of critical areas.
