Project: MSHH Donor Closet, Partial change of use and minor alterations; Combining
adjoining suites 407 and 409
Project Address: 409 Howell Way
During review of the plans for the above noted project, it was found that a complete building code review
cannot be done without more complete submittal documents. Please provide the following information as
found on the City of Edmonds Tenant Improvement handout, and submit revised plans/documents to a permit
coordinator in the Development Services Department.
1. The scope of the project exceeds the threshold of 4000 square feet of area, beyond which state law
requires permit documents to be designed, stamped and signed by a Washington State licensed design
professional (architect). All subsequent plan submittals will need to be stamped and signed as such.
2. On the plans, note the following:
a. Type of Construction of building (previous approved plans show Type IIIA);
b. that the building is fully sprinkled, number of stories (previous plans show 1 story with
basement.)
c. the subject tenant space is located in the basement portion of the building.
3. Note on the plans the use and occupancy group for each space within the tenant space. Of special
interest is the distinction between customer areas (Mercantile group M) and storage and repair areas
(Storage group S2.)
4. Provide complete occupant load calculations for the combined tenant space. Show on the plans the
occupant load for each room/space or for each type of use collectively, as well as the combined total
for the entire tenant space. As per IBC Table 1004.1.2 use the following occupant load factors:
a. Mercantile, 60 sf per occupant
b. Storage and stock areas, 300 sf
c. Office, 100 sf
5. Label on the plans the existing 2 hour fire rated wall on the south side of the suite.
6. Show on the plans an accessible customer service counter, including dimensions, to comply with ICC
A117.1 section 904.
7. Accessibility upgrades are required for this project. Indicate on the plans the following:
a. All doors are to be verified as having, or upgraded to lever handle style hardware or
equivalent;

b. The main entrance to the suite must meet all accessible standards (minimum clear width of 32
inches, maximum ½ inch high threshold, etc.);
c. The existing restroom must meet all current standards for accessibility. This is to be verified
or upgraded as needed. IEBC 410.7
8. Accessible parking. The approved plans for permit BLD2006-0647 show a location and details for a
fully compliant parking stall with a five foot access aisle adjacent to the outside loading area. It is
apparent, through observation of the site, that the stall in its current condition does not meet the design
of the previously permitted stall, nor does it meet current standards. Please provide a site plan (partial
plan is okay) to show the location of a fully compliant accessible stall and access aisle, including an
accessible path from the aisle to the building entrances (both for suite 407 and suite 408.) Include
dimensions and details for the stall, aisle, pathway as well as signage. ICC A117.1 Section 502.
9. According to the permit application, a new gas furnace was installed in December of 2018. We are
unable to find records that a permit was obtained for the installation. Please obtain the required permit
and subsequent inspection.
