TEMPORARY EROSION AND SEDIMENT CONTROL GENERAL NOTES
PART 1 - GENERAL
1.THE SUCCESS OF THIS PROJECT IS HIGHLY DEPENDANT ON
CONTROL OF SURFACE WATER RUNOFF INTO THE WORK
AREA TO PREVENT EROSION AND DESTABILIZATION OF THE
SLOPE.
2.COMPLETION OF THIS PROJECT WILL REQUIRE TEMPORARILY
REMOVING VEGETATION FROM A STEEP SLOPE. THE
EXPOSED SURFACE MUST BE PROTECTED FROM EXPOSURE
TO DIRECT RAINFALL AND SURFACE WATER RUNOFF TO THE
EXTENT POSSIBLE DURING CONSTRUCTION. IF WET
WEATHER IS EXPECTED (DEFINED AS FORECAST RAINFALL
GREATER THAN 0.25 INCHES IN A 12 HOUR PERIOD), AT THE
END OF EACH WORK DAY, THE SLOPE SHALL BE COVERED
WITH ANCHORED PLASTIC SHEETING. AREAS OF THE SITE
THAT WILL BE UN-WORKED FOR MORE THAN TWO DAYS
SHOULD BE COVERED WITH ANCHORED PLASTIC SHEETING.
DEPENDING ON THE CONSTRUCTION PROGRESS, THERE MAY
BE A NEED TO TEMPORARILY DELAY WORK AT THE SITE IF
HEAVY RAINFALL IS FORECAST. TEMPORARY WORK DELAYS
DURING CONSTRUCTION WILL BE EVALUATED ON A
CASE-BY-CASE BASIS THROUGH OBSERVATION OF SITE
CONDITIONS BY ZIPPER GEO ASSOCIATES IN COORDINATION
WITH THE CONTRACTOR.
3.CONSTRUCTION EROSION CONTROL MEASURES MUST BE IN
PLACE AND APPROVED BY THE ENGINEER AND CITY PRIOR TO
ANY EARTH DISTURBANCE.
4.THE IMPLEMENTATION OF THE TEMPORARY EROSION AND
SEDIMENT CONTROL (TESC) PLANS AND THE CONSTRUCTION,
MAINTENANCE, REPLACEMENT AND UPGRADING OF THE TESC
FACILITIES IS THE RESPONSIBILITY OF THE CONTRACTOR
UNTIL ALL CONSTRUCTION IS APPROVED AND SITE IS
PERMANENTLY STABILIZED.
5.THE CONTRACTOR SHALL PROVIDE AND MAINTAIN
TEMPORARY SEDIMENTATION COLLECTION FACILITIES TO
ENSURE THAT SEDIMENT-LADEN WATER DOES NOT ENTER
THE PUBLIC DRAINAGE SYSTEM. AS CONSTRUCTION
PROGRESSES AND UNEXPECTED (SEASONAL) CONDITIONS
DICTATE, MORE TEMPORARY SEDIMENTATION COLLECTION
FACILITIES MAY BE REQUIRED TO PREVENT VIOLATING
APPLICABLE WATER STANDARDS. THEREFORE, DURING THE
COURSE OF CONSTRUCTION IT SHALL BE THE OBLIGATION
AND RESPONSIBILITY OF THE CONTRACTOR TO ADDRESS ANY
NEW CONDITIONS THAT MAY BE CREATED BY THEIR
ACTIVITIES AND TO PROVIDE ADDITIONAL FACILITIES THAT
MAY BE NEEDED TO PROTECT ADJACENT PROPERTIES.
6.THE TESC FACILITIES SHOWN ON THESE PLANS MUST BE
CONSTRUCTED IN CONJUNCTION WITH ALL CLEARING AND
GRADING ACTIVITIES, AND IN SUCH A MANNER AS TO ENSURE
THAT SEDIMENT-LADEN WATER DOES NOT LEAVE THE SITE,
ENTER THE DRAINAGE SYSTEM, OR VIOLATE APPLICABLE
WATER STANDARDS.
7.NO SEDIMENT SHALL BE TRACKED INTO THE STREET OR
PAVED SURFACES. SEDIMENT SHALL BE REMOVED FROM
TRUCKS AND EQUIPMENT PRIOR TO LEAVING THE SITE. IN THE
EVENT OF FAILURE OF THE EROSION CONTROL SYSTEM
RESULTING IN SEDIMENT BEING TRACKED ONTO PAVED
SURFACES, THE CONTRACTOR SHALL IMMEDIATELY
IMPLEMENT MEASURES TO CORRECT THE SITUATION, AND
VACUUM STREET SWEEPING SHALL BE EMPLOYED ON AN
EMERGENCY BASIS. IF VACUUM STREET SWEEPING VEHICLES
ARE UTILIZED, THEY SHALL BE OF THE TYPE THAT REMOVES
THE SEDIMENT FROM THE PAVEMENT. WASHING OF THE
STREETS WILL NOT BE ALLOWED WITHOUT PRIOR CITY OF
EDMONDS APPROVAL.
8. AREAS NOT WORKED FOR MORE THAN 2 DAYS SHALL BE
COVERED WITH ANCHORED PLASTIC SHEETING.
PART 1 - GENERAL CONT.
9.NO SEDIMENT SHALL BE ALLOWED TO ENTER ANY CATCH
BASIN WITHIN THE SITE, OR ADJACENT PROPERTIES. IN THE
EVENT OF A FAILURE OF THE TESC PLAN THAT RESULTS IN
SEDIMENT ENTERING A CATCH BASIN, THE CONTRACTOR
SHALL REMOVE ALL SUCH SEDIMENT IMMEDIATELY.
10.DISTURBED SOILS THAT ARE EXPOSED TO SURFACE RUNOFF
SHALL BE IMMEDIATELY STABILIZED WITH TESC MEASURES
AND APPROVED BY THE ENGINEER AND CITY.
11.THE TESC FACILITIES SHALL BE INSPECTED DAILY BY THE
CONTRACTOR AND MAINTAINED AS NECESSARY TO ENSURE
THEIR CONTINUED FUNCTIONING.
12.CATCH BASINS IN THE STREET SHALL BE INSPECTED BY THE
CONTRACTOR DAILY. WATER LEAVING THE SITE DURING
CONSTRUCTION, INCLUDING WATER CARRIED BY TRUCKS,
SHALL BE CLEAN. THE CONTRACTOR SHALL CLEAN CITY
CATCH BASINS AND IMPLEMENT EXTRA SEDIMENTATION
CONTROL MEASURES IF NECESSARY AND AS DIRECTED BY
THE CITY OF EDMONDS INSPECTOR/DOE INSPECTOR AT NO
ADDITIONAL EXPENSE TO OWNER.
13.THE TESC FACILITIES SHALL BE MAINTAINED UNTIL
PERMANENT EROSION CONTROL (REVEGETATION WITH
TREES, SHRUBS, GROUND COVER, ETC.) PER THE APPROVED
PLANS IS IN PLACE.
14.WHERE SEEDING FOR TEMPORARY EROSION CONTROL IS
USED, FAST GERMINATING GRASSES SHALL BE APPLIED AT
AN APPROPRIATE RATE.
15.WHERE STRAW MULCH FOR TEMPORARY EROSION CONTROL
IS USED, IT SHALL BE APPLIED AT A MINIMUM THICKNESS OF
TWO INCHES.
16.THE CONTRACTOR IS SOLELY RESPONSIBLE FOR ALL MEANS
AND METHODS AND SEQUENCING OF TESC MEASURES AND
ENSURING WATER QUALITY REQUIREMENTS ARE MET.
PART 2 - TEMPORARY EXCAVATION STABILITY
1.A TEMPORARY EXCAVATION WILL BE REQUIRED TO
CONSTRUCT THE RETAINING WALLS. TEMPORARY
EXCAVATION SLOPE STABILITY IS A FUNCTION OF MANY
FACTORS, INCLUDING: GROUNDWATER SEEPAGE, THE TYPE
AND DENSITY OF THE VARIOUS SOIL STRATA, THE DEPTH OF
CUT; SURCHARGE LOADINGS ADJACENT TO THE EXCAVATION,
AND THE LENGTH OF TIME THE EXCAVATION REMAINS OPEN.
2.AS THE CONTRACTOR IS CONTINUOUSLY PRESENT AT THE
SITE AND ABLE TO CONTINUOUSLY OBSERVE SITE
CONDITIONS, THE CONTRACTOR SHOULD BE RESPONSIBLE
FOR MAINTENANCE OF SAFE SLOPES AND WORKER SAFETY.
WE RECOMMEND THE CONTRACTOR CONTINUOUSLY
OBSERVE TEMPORARY EXCAVATIONS FOR INDICATIONS OF
INSTABILITY SUCH AS SOIL SLUMPS, GROUNDWATER
SEEPAGE AT THE SURFACE OF THE SLOPE, AND CRACKS OR
DOWN SETTING OF THE GROUND SURFACE AT THE TOP OF
THE SLOPE OR ALONG ANY PORTION OF THE SLOPE. IF SIGNS
OF INSTABILITY ARE OBSERVED, THE CONTRACTOR SHALL
STOP WORK AND CONTACT ZIPPER GEO ASSOCIATES
IMMEDIATELY FOR FURTHER OBSERVATION AND
RECOMMENDATIONS.
3.ZIPPER GEO ASSOCIATES (ZGA) SHALL PROVIDE PERIODIC
OBSERVATION OF THE CLEARING AND RETAINING WALL
CONSTRUCTION AS IT PROCEEDS. ZGA SHALL OBSERVE THE
SITE AND TEMPORARY EXCAVATIONS IMMEDIATELY AFTER A

DESIGN PARAMETERS:

PART 4: EXECUTION CONT.
EXCAVATION
1.THE CONTRACTOR SHALL EXCAVATE TO THE LINES AND
GRADES REQUIRED FOR CONSTRUCTION OF THE WALLS
AS SHOWN ON THE DESIGN DRAWINGS.
2.TEMPORARY EXCAVATION STABILITY SHALL BE THE
RESPONSIBILITY OF THE CONTRACTOR.
3.SLOPING GROUND SHALL BE TERRACED IN ACCORDANCE
WITH WSDOT 2-03.3(14) PRIOR TO PLACEMENT OF FILL.
FOUNDATION PREPARATION
1.PRIOR TO CONSTRUCTION OF SEWs, THE CONTRACTOR
SHALL CLEAR AND GRUB THE REINFORCED FILL ZONE
AND BLOCK SUBGRADE AREAS, REMOVING TOPSOIL,
BRUSH, SOD, OR OTHER ORGANIC OR DELETERIOUS
MATERIALS.
2.FOLLOWING EXCAVATION FOR THE REINFORCED SOIL
ZONE AREA AND BLOCK SUBGRADE, A QUALIFIED
GEOTECHNICAL ENGINEER SHALL BE PROVIDED AN
OPPORTUNITY TO OBSERVE FOUNDATION SUBGRADE
CONDITIONS. FOUNDATION SUBGRADE CONDITIONS
SHALL BE COMMENSURATE WITH THE DESIGN
PARAMETERS STATED IN PART 3, DESIGN CRITERIA.
3.ANY SOFT OR UNSUITABLE AREAS IDENTIFIED DURING
SUBGRADE OBSERVATION SHALL BE EXCAVATED AND
REPLACED OR STABILIZED AS RECOMMENDED BY THE
QUALIFIED GEOTECHNICAL ENGINEER AND APPROVED BY
ZGA.
4.LEVELING PAD SHALL BE LEVEL BOTH PARALLEL AND
PERPENDICULAR TO WALL ALIGNMENT TO ENSURE THE
FIRST COURSE OF UNITS ARE LEVEL.
SEW & GEOGRID REINFORCEMENT PLACEMENT
1.ALL GEOGRID REINFORCEMENT SHALL BE INSTALLED AT
THE PROPER ELEVATION AND ORIENTATION AS SHOWN
ON THESE PLANS.
2.OVERLAP OF ADJACENT STRIPS OF THE GEOGRID, IN THE
DESIGN STRENGTH DIRECTION, SHALL NOT BE PERMITTED
EXCEPT IN CORNERS WHERE UNAVOIDABLE. THE DESIGN
STRENGTH DIRECTION IS THAT LENGTH OF GEOGRID
REINFORCEMENT PERPENDICULAR TO THE WALL FACE
AND SHALL CONSIST OF ONE CONTINUOUS PIECE OF
MATERIAL.
3.ADJACENT SECTIONS OF GEOGRID SHALL BE PLACED IN A
MANNER TO ASSURE THAT THE HORIZONTAL COVERAGE
IS 100%.
4.GEOGRID REINFORCEMENT SHALL BE INSTALLED UNDER
TENSION. A NOMINAL TENSION SHALL BE APPLIED TO THE
REINFORCEMENT AND MAINTAINED BY STAPLES, STAKES,
AND/OR HAND TENSIONING UNTIL THE REINFORCEMENT
HAS BEEN COVERED BY AT LEAST 6 INCHES OF SOIL FILL.
5.THE CONSTRUCTION TOLERANCES SHALL MEET THE
REQUIREMENTS OF SECTION 6-13 OF THE STANDARD
SPECS.
6.BROKEN, CHIPPED, STAINED, OR OTHERWISE DAMAGED
UNITS SHALL NOT BE PLACED IN THE WALL.

UTILITIES WITHIN REINFORCED FILL ZONE
1.CONSTRUCTION OF UTILITIES OR STRUCTURES THAT LIE
WITHIN THE REINFORCED ZONE SUCH AS PEDESTRIAN HAND
RAILS SHALL BE COORDINATED WITH WALL CONSTRUCTION.
EXCAVATION INTO THE REINFORCED ZONE FOLLOWING WALL
CONSTRUCTION SHALL NOT BE PERMITTED. ANY DAMAGE
CAUSED FOLLOWING COMPLETION OF THE WALL SHALL BE
BROUGHT TO THE ATTENTION OF THE OWNER AND OWNER'S
ENGINEER AND SHALL BE IMMEDIATELY CORRECTED.
FILL PLACEMENT
1.ALL BACKFILL SHALL BE PLACED IN LIFTS NOT EXCEEDING
12-INCHES IN LOOSE THICKNESS EXCEPT AS NOTED HEREIN.
2.ONLY HAND OPERATED COMPACTION EQUIPMENT SHALL BE
ALLOWED WITHIN 3 FEET FROM THE BACK OF THE UNITS. FILL
COMPACTED WITH HAND OPERATED EQUIPMENT SHALL BE
PLACED IN LIFTS NOT EXCEEDING 8 INCHES IN LOOSE
THICKNESS. ACCEPTANCE OF FILL COMPACTION WITHIN 3
FEET FROM BACK OF UNITS SHALL BE BASED ON VISUAL
CONFIRMATION OF AT LEAST 3 PASSES OF COMPACTION
EQUIPMENT. DENSITY TESTING SHALL NOT PERFORMED
WITHIN 3 FEET FROM BACK OF UNITS.
3.FILL SHALL BE PLACED, SPREAD, AND COMPACTED IN SUCH A
MANNER THAT ELIMINATES THE DEVELOPMENT OF WRINKLES
OR MOVEMENT OF THE GEOGRID REINFORCEMENT AND THE
SEW FACING UNITS.
4.EACH LIFT OF FILL SHALL BE COMPACTED TO AT LEAST 95%
OF THE MAXIMUM DRY DENSITY AS DETERMINED BY THE
ASTM D1557 TEST METHOD.
5.TRACKED CONSTRUCTION EQUIPMENT SHALL NOT BE
OPERATED DIRECTLY ON THE GEOGRID REINFORCEMENT. A
MINIMUM FILL THICKNESS OF 6 INCHES IS REQUIRED PRIOR
TO OPERATION OF TRACKED VEHICLES OVER THE GEOGRID
REINFORCEMENT. TURNING OF TRACKED VEHICLES SHOULD
BE KEPT TO A MINIMUM TO PREVENT DISPLACING THE FILL
AND DAMAGING OR MOVING THE GEOGRID REINFORCEMENT.
6.RUBBER-TIRED EQUIPMENT MAY PASS OVER THE GEOGRID
REINFORCEMENT, IF PERMITTED BY THE MANUFACTURER, AT
SLOW SPEEDS (LESS THAN 10 MPH). SUDDEN BRAKING AND
SHARP TURNING SHALL BE AVOIDED.
7.AT THE END OF EACH DAY'S OPERATION, THE CONTRACTOR
SHALL SLOPE THE FILL AWAY FROM THE WALL FACING TO
DIRECT RUNOFF AWAY FROM THE WALL FACE. IN ADDITION,
THE CONTRACTOR SHALL NOT ALLOW SURFACE RUNOFF
FROM ADJACENT AREAS TO ENTER THE WALL
CONSTRUCTION SITE.
QUALITY CONTROL
1.THE OWNER SHALL APPOINT A GEOTECHNICAL ENGINEERING
FIRM TO PERFORM INSPECTION AND TESTING, WHICH WOULD
INCLUDE:
1.1.FOUNDATION: EVALUATION OF SUBGRADES FOR FILL
AND SEW UNIT PLACEMENT;
1.2.FILL PLACEMENT: COMPACTION TESTING OF BACKFILL;
1.3.SEW UNIT AND GEOGRID REINFORCEMENT PLACEMENT:

1.4.BACKFILLS AND PIPES: EVALUATION OF MATERIALS

1.Prepare soil before installing rolled erosion
control products (RECPs), including any
necessary application of lime, fertilizer, and
seed.
2.Begin at the top of the slope by anchoring the
RECPs in a 6" deep X 6" wide trench with
approximately 12" of RECPs extended
beyond the up-slope portion of the trench.
Anchor the RECPs with a row of
staples/stakes approximately 12" apart in the
bottom of the trench. Backfill and compact
the trench after stapling. Apply seed to the
compacted soil and fold the remaining 12"
portion of RECPs back over the seed and
compacted soil. Secure RECPs over
compacted soil with a row of
staples/stakes spaced approximately 12"
apart across the width of the RECPs.
3.Roll the RECPs (A) down or (B) horizontally
across the slope. RECPs will unroll with
appropriate side against the soil surface. All
RECPs must be securely fastened to soil
surface by placing staples/stakes in
appropriate locations as shown in the staple
pattern guide.
4.The edges of parallel RECPs must be stapled
with approximately 2" - 5" overlap depending
on the RECPs type.
5.Consecutive RECPs spliced down the slope
must be end over end (Shingle style) with an
approximate 3" overlap. Staple through
overlapped area, approximately 12" apart
across entire RECPs width.
