Staff Findings
The staff finds the following:
1. Comprehensive Plan
The subject proposal is consistent with the Comprehensive Plan
and other adopted City policies.
2. Zoninq Ordinance
Section 20.60.040(A) of the Edmonds Community Development Code
states that "Freestanding signs shall be discouraged.
Freestanding signs will be approved only if the applicant can
demonstrate to the Architectural Design Board that no reasonable
alternative exists to satisfy the identification needs of the
business.".
The subject business building is set back a considerable distance
from the highway, so a freestanding sign appears to be justified.
3. Criteria
The subject proposal satisfies the criteria and purposes of
Chapter 20.10 of the City of Edmonds Community Development Code.
DISCUSSION
Dennis White, 14014 - 60th Ave. W., the applicant, was present.
Mr. White submitted a rendering of the sign package to the Board.

A . Site
1. Nature of Site - The site contains a vacant single family
dwelling and one other structure. Both will be removed. It
measures about 242.5 ft. along 70th Avenue W. x 203.2 ft.
deep or 49,280 sq. ft. The site slopes down about 14 ft.
from north to south along the west and east sides of the
site. Also, the site slopes down from the center of the
property to the south, west and east and up a few feet to
the north. The steepest slope is about 40%.

2. Surrounding Property and Zoniu - There are single family
reside—nces and commercial development to the west across
70th Avenue W. A proposed adult residential treatment
facility will be located to the north of the subject
property. The Snohomish County PUD is located to the
south. Martin Rood Nissan Volvo is to the east.

There is CG (General Commercial) zoning to the south, west
(south of 210th Street S.W.) and north. Property to the
east and west (north of 210th Street S.W.) is outside of the
City of Edmonds.
3. Access to the Site - Vehicular and pedestrian access to
the site will be from 70th Avenue W.
4. Off -Street Parking - 14 off-street parking spaces are
required and 28 spaces are provided including 2 handicapped
spaces.
5. Site Development Information - The proposal meets the
setback requirements of the Community Development Code.
B . Building
-1. Size - The proposed office and warehouse building will
measure about 60' x 195' or 11,700 sq. ft. Howie's Power
Vac will have 7,200 sq. ft. of space of which 1,650 will be
offices. 4,500 sq. ft. will be leased to a tenant of
similar use of which 1,375 might be offices.
2. Height - The maximum height will be 20 ft.
3. Exterior Details -,
a . Prefinished steel siding to be colored "Sandstone"
(Color samples will be shown at meeting.)
b. Trim to be colored "Tahitian Bronze".
C. "Galvalume" roofing -- appears white.
d. Aluminum gutters.
e. On the rear of the building (east elevation) there will
be 6 steel sectional overhead doors, 2 steel doors, and
3 windows. Concrete filled steel bollards will be
located on each side of the overhead doors.
f. On the front of the building (west elevation) there
will be a backlighted red vinyl clad canvas awning or
canopy at the two entrances to the subject building.
The entrance area walls will have a textured finish
over plywood to match the Sandstone colored siding.
Bronze aluminum doors and Windows are planned at the
entrances.
C. Lighting, Trash, Miscellaneous
1. Lighting - Five 70 watt high pressure sodium wall lights
will be located as indicated on the elevations.
2. Trash - A trash dumpster enclosure will be located just
south of the parking bank at the northeast corner of the
site. The enclosure will be a chain link fence with redwood
slats.

3. Electric Meter - The electric meter will be located on the
front (west) side of the building just to the north of the
center door.
4. Roof Top Equipment - None is proposed.
D. Landscaping and Fence
1. The proposed landscaping is shown on the accompanying
Landscaping Plan.
2. No fences are indicated on the plans.

A sign which says "Howie's Power Vac., Inc." is planned to be
located on the canvas canopy at the southerly entrance on the
west side of the building. The letters will be white vinyl. The
sign will measure 8" to 18" high x 20 ft. wide with the top of
the sign about 9-1/2 ft. above the ground.
A comparison of the proposed and permitted sign area and height
is as follows:

sq. ft.
b. Area of proposed attached sign = about 22 sq. ft.

1. Maximum curb cut width is 30 ft. The curb cuts must be
narrowed to meet this standard.
2. The owner is required to sign a "Support of L.I.D." form for
future street improvements.
3. A utility development plan must be submitted with the
building permit application.
4. Bonding is required per City Code.
5. Underground wiring is required.
G. Fire Department Requirements
Comments will be made at the time of review for the building
permit.
