The developer, Weaver Properties, is proposing to construct a three-story medical building (including bottom level parking) which will enclose approximately 6,060 square feet. The subject site is located in Section 29, Township 27 North, Range 4 East within the City of Edmonds; see attached vicinity map on Page 1. EXISTING CONDITION The site is rectangular in shape with property line lengths of approximately 108' by 138'. Currently, there are two single- family detached dwellings and three sheds in various degrees of disrepair located on the site. The remainder of the site is covered with short grasses. Both homes access 76th Avenue with dirt driveways. Frontage along 76th Avenue consists of curb, gutter, and a 5-foot sidewalk. The 219th Street frontage con- sists of a 20-foot gravel shoulder. Within the site the ground slopes in a southeasterly direction. The ground elevations around the existing structures are at approximately the same grade as 76th Avenue and the -developed site located just north of the subject site. Grade differences between the subject site and adjacent areas range from 2 to 8 feet along the southern and western property lines. DEVELOPED CONDITION The proposed development will include construction of the medical building, parking for the clinic, and frontage improvements to 219th Street. Above -ground parking in the northern portion of the site will access 76th Avenue. A parking area located under the clinic will access 219th Street. As discussed with Jerry Hauth, the City of Edmonds Hydraulics Engineer, storm water detention will be provided in the above -ground parking lot. The storm water detention volume will be determined using a 10/10 storm analysis utilizing the Snohomish County design procedures. As recommended by Jerry, the small bypass area from the driveway into the underground parking area will be incorporated into the design. Bi27,q �.
