Dear Mr. Joki:
According to Snohomish County Assessor records you are the new owner of the referenced
home at 24306 90`h Avenue West in Edmonds. Please refer to the enclosed City letter dated
December 8, 2005 written to the former property owner (copy of this letter previously provided
to you) listing outstanding building code violations that trust be resolved on the property before
re -occupancy is granted.
As you are aware, EHS-International, Inc- completed a moisture and mold assessment of the
home and identified excessive moisture content in certain building materials as well a
considerable amount of mold and fungal growth.. The City requires, pursuant to the Abatement
Notice originally issued on October 30, 2001 and re -posted on June 16, 2005, (copies previously
provided to you), that the recommendations on Page 8 and 9 of the EHS report are performed. In
order to verify compliance after remedial clean-up is completed a test report from a licensed
hygienist shall be submitted to the City to ensure that the house is clean, sanitary and fit for
habitation.
Other remaining issues that shall be resolved prior to occupancy include:
• Removal of debris at the rear of the lot.
• Reconstruct the kitchen door landing and stairs —permit required.
• Verify that the existing heating system is capable of heating all habitable areas of the
house to a minimum of 68 degrees OR, obtain a permit to replace the unit. Note, if the
existing oil furnace is replaced the oil tank is required by the Fire Code to be removed ---a
permit required for this work as well.
• Permit required for removal/replacement of lath/plaster, sheetrock, subfloor, exterior
sheathing, roofing, etc,
• Any exposed exterior cavity (including spaces separating heated from unheated space)
shall be insulated to the maximum extent possible. This also applies to the attic
insulation since the report requires complete removal of existing attic insulation.

• Plumbing repairs as needed —refer to attached single family exempt permit handout to
determine what plumbing repairs may be performed without a permit ---all other work not
specifically exempt requires a plumbing permit.
• Stairs to the basement shall be re -constructed to current code standards —permit required.
• A State Licensed Electrician shall inspect and approve all existing electrical wiring,
service, etc. If any electrical repairs/extensions are needed a State Electrical permit is
required.
• If windows or doors are to be replaced refer to exempt work handout for permit
requirements —if the rough opening size changes a permit is required.
• A re -roofing permit is required.
• Dry rot repair of the basement exterior wall is required ---this work requires a permit.
• Obtain PSCAA asbestos permit for removal of building materials that contain asbestos_
• Smoke detectors are required to be hard wired and interconnected in sleeping rooms, in
the outside hallway of sleeping rooms and in the downstairs basement area.
• Complying egress windows shall be required in all sleeping rooms_
• Bath exhaust fan required (50cfm minimum) —permit required.
• Kitchen exhaust fan required (100cfrn minimum) —permit required.
• Laundry room/area exhaust fan required (50cfin minimurn)—permit required.
• Whole house fan required —permit required.
• Insulate all water piping in unheated spaces.
• Replace deteriorated siding as needed —if exterior sheathing is to be removed a permit is
required for this work.
• Electrical junction boxes shall have cover plates.
• Hot water tank shall be insulated-
* Hot water tank relief shall vent to the exterior ---if installed in the basement may vent to
floor drain_
• Side sewer lateral line shall be line tested --if repairs are required to the line a permit is
required.
• Gutters, downspouts and splash blocking shall be installed.
• Landing at exterior basement door required.
• Repair or replace broken window in basement.
The current City processing time for remodeling permits is 3-5 weeks. Most plumbing,
mechanical and re -roof permits can be issued over the counter during normal City business
hours. Please inform the City as to when you anticipate submitting for the required permits.
