LDMR — Edmonds Right -of -Way Permit Project Address: 8000 228' St SW During review of the above noted application, it was found that the following information, corrections, or clarifications are needed. Please redline plans or submit three (3) sets of revised plans/documents with a written response to each of the items below to Marie Harrison. City of Edmonds handouts and standard details can be referenced on the City website under Development Services Department, Engineering Division. GENERAL 1. Please provide an itemized cost estimate for off -site (right-of-way) improvements, including traffic control. a. A bond is required to be placed for all right-of-way improvements. The amount of the bond will be based on 120% of the City approved estimate for all right-of-way improvements. The City will inform you of the appropriate bond amount after review of the cost estimate. Bond forms can be obtained from Marie Harrison, Permit Coordinator — 425-771-0220 or Harrison @ci.edmonds.wa.us 2. Please provide a copy of the water and sewer plan approved by OVWSD. Please show the requirement for a 4" storz adapter on the existing hydrant if there isn't one. Sheet 1 of 3 — Road and Storm Drainne Plan 1. Please provide all invert elevations at CB #1. 2. Storm pipe to be abandoned shall either be removed or plugged at each end and left in place. 3. A quarry spall rip -rap pad will be required at the transition from open ditch to solid pipe. Please call out this requirement on the plans. 4. Callout fill material for the existing ditch line. 95% compaction is required and compaction test reports shall be submitted to the City prior to paving. Please note this requirement on the plans. 5. Please label the existing edge of pavement. 6. Provide a section view of the right-of-way and new improvements including, road centerline, lane widths, curb/gutter & sidewalk placement, existing ditch to be filled, roadway widening, etc. 7. 228th St SW road widening: a. 228th St SW shall be widened per City standard detail E2.1.3. This detail does not need to be incorporated into the plan set as long as the ACP, CSTC & CSBC requirements are specified. b. Clearly show the area of widening on the plans. c. A minimum I' sawcut is required on the existing pavement edge to create a clean joint. 8. Curb/Gutter and Sidewalk Frontage Improvements: a. The proposed concrete curb/gutter and sidewalk should end at the west property line with no jogs in the sidewalk prior to that point. b. Curb and gutter shall be constructed per City standard detail E2.8. Please reference and include this detail within the plan set. c. An asphalt ramp sloped at no more than 1: 12 shall tie the new sidewalk into the area of road transition between the existing pavement and the widened section. d. The berm shall be placed to direct surface runoff from 228th to the new CB #1 and to prevent flows from entering onto the new sidewalk. 9. Please revise detail E2.26 to the current City standards. The curb/gutter wing on the driveway approach should be 6' in length to allow for a 1: 12 slope. 10. General Notes: #4: Revise to read: The contractor shall call the Engineering Division (425-771-0220, ext. 1326) 24 hours in advance for all Right -of -Way inspections, Snohomish County for all on - site inspections and OVWSD for all water (not sure if this is County or OVWSD) & sewer inspections. #5: Please revise: ... the location of all site improvements including storm system & frontage improvements, side sewer laterals ... Sheet 2 of 3 — Notes & Details 1. Revise Title of Sheet to also include TESC Plan. 2. Show placement of required CB filter socks. 3. Disturbed Soil Protection Note: The notes provided under this Note are also stated under item #2 of the ESC Notes. This notes section could probably be deleted. If you choose not to delete the notes please revise to include the months in which soils are allowed to remain exposed for 7 days and the months in which soils are allowed to remain exposed for 2 days. 4. Site Grading & Erosion Control Notes: Several of the notes provided under this Note are also stated under the ESC Notes and/or the construction sequence. Please avoid duplication of notes and simply reference other Note sections as applicable. Page 2 of 3 5. Construction Sequence: * Please revise title to read: Construction Sequence for ROW Improvements #4: Remove note as it is not applicable to the ROW construction #6: Revise to be specific to ROW improvements and/or reference Snohomish County for on -site work. #9: Revise note to either state Snohomish County or OVWSD for inspection of water services. Sheet 3 of 3 — Traffic Control Plan I . Please revise the traffic control plan to show the intersection at 801h Ave W. Flaggers will be required due to the proximity of the work area to the intersection. 2. Please include a haul route plan or state the haul route on this plan sheet. 3. The work area outside of the existing travel lane shall be protected by lighted barricades. 4. Traffic Control Plan Notes: #3: Revise: No street closures are permitted. #7: Revise: Traffic control methods shall comply with MUTCD standards. Sign spacing shall comply with ...
