To whom it may concern,
On behalf of Blackfish Capital and the rest of the Project team, we are requesting a Pre-Appication
Meeting to review the preliminary design of a new multi -family development at the intersection of
Highway 99 and 236 1h St. The following is a list of questions the team would like addressed at our

upcoming pre-app meeting on June 27
• Confirm Highway 99 is primary frontage and 236 th is secondary.

• What are the glazing requirements on 236 .
• Confirm glazing requirements along the primary frontage (Highway 99)
o How would these requirements be applied to the South Building, considering its varied
proximity to the property line/street frontage?
• The team assumes the blank fagade requirements will apply to the exposed portions of the

garage elevations along 236
o Are there any other specific land use requirements for the 236 th fagade?

• Please confirm sidewalk requirements along 236
• Please Confirm Street improvement requirements along HWY 99
• the existing 4 curb cuts are proposed to be eliminated (all site access will be off of 236 th)
• Will any additional pedestrian amenities/improvements be required as related to the
intersection of HWY 99 and 236 th (i.e. crosswalk improvements, etc).
• Confirm Average Height calculation shown conforms with city standard.
• Are there any additional land use/design standards that may impact this project, as related to
the Highway 99 Development Corridor comprehensive plan designation?
• Please confirm that parking calculations and layout strategy are complaint with City
requirements.
• Confirm SEPA is required.
• Please note and discuss Fire lane and access planned along Eastern edge with a 24' wide fire
lane
• Per avg. grade plane will top occupied floor be considered high rise with access from fire
lane?
• Are there any other emergency vehicle access requirements that may impact this site
layout?
• What are the park impact fees for this project?
• What are the traffic impact fees for this project?
• What are the sewer connection fees for this project?
