The purpose of right -in and right -out access at the subject site is to prohibit vehicles from turning left into or out of the site due to safety or other traffic concerns. We restricted access to right -in and right -out for several reasons. With the close proximity of SR104, the road geometrics, high volumes of traffic in both directions on 761h Avenue West and the vertical curve on said road, any attempt to create a left turn pocket for the subject address would create serious traffic hazards. The existing southbound left turn pocket is too short as it is, and creating a turn pocket just for the business would not only shorten the southbound pocket, but would also create additional traffic backups. In addition, people turning left into the business would create a traffic backup toward SR104. This would create a dangerous situation due to the proximity of SR104 because people coming over the vertical curve would have little reaction time to stop if traffic were stacked. Also, any backup toward SR104 will affect the eastbound SR104 traffic and those turning left onto 76th Avenue West. Any congestion near that intersection could have significant impacts. With regard to people tuming left from said business onto 76th Avenue West, that too would create traffic problems. With limited sight visibility and heavy traffic, people will tend to accelerate across 76lb Avenue West to beat any oncoming traffic; this could create serious problems. Although there isn't an ideal solution, vehicles may take an alternate route, via Highway 99, to 76th Avenue West to reach the site.
