We are pleased to submit this letter along with the accompanying plans/reports for further technical
review and approval. This submittal package is submitted in response to recent technical review letter
issued by the City's Engineering Division on October 2, 2019. The review comments from that letter are
provided below (plain text), along with a brief response (bold italics) indicating how each comment was
addressed.
GENERAL
Provide an itemized engineers cost estimate for both on -site and off -site (right-of-way)
improvements, including traffic control and all utility installations. Use the King County Bond
Quantity Worksheet (available on the county website) and utilize "write-in" sections where
appropriate.
a. a. The amount of the bond will be based on 120% of the City approved estimate for the
offsite improvements.
b. A 3.3% inspection fee is calculated for the project based on 100% of the City approved
estimate for the entire project improvements.
The requested estimate has been provided
2. Olympic View Water and Sewer District shall have their own approval block on pages specific to
their review and approval. The applicant will be required to obtain OVWSD project approval prior
to final approval of the civil plans by the City. Please allow time for the city to review for
consistency.
Comment noted. Separate plans submitted to OVWSD. Approved plans will be
forwarded to the City once they are obtained.

Sheet C1.1 — GENERAL NOTES
1. Revise note #19, or show footing infiltration on plans.
Note #19 has been corrected.
Sheet C2.0 — TESC PLAN
1. Tree protection measures are to be shown on this plan. Where trees are to be maintained barrier
fencing shall be placed at the drip line of the tree in order to protect the root system. Please use
"X" to indicate trees to be removed.
Plan revised as requested.
2. Call out existing telephone pole and add note that it will be relocated.
Note has been added to relocate existing franchise utilities as needed, with a leader
pointing to the utility pole. It appears that there may be other utility drops here in
addition to power & phone.
3. Show existing utilities and note where utilities will be cut and capped
Notes added to call out removal of existing water meter and relocation of franchise
utilities.
4. Add note: All disturbed areas to be compost amended per 2014 SWMMWW BMP T.5.13
Added as note #2 on this plan.
Sheet C3.0 — SITE LAYOUT
1. Sidewalks shall be held at a consistent grade across both drive accesses. There should not be
any sidewalk ramps. Grade transition for access shall take place within the 4 ft adjacent to the
landscape strip. Please revise plans.
After further correspondence with the City, the prior entry configuration was determined
to be acceptable. Removing sidewalk ramps and adding aprons is expected to hinder
access for fire and trash -removal.

Please replace standard detail TR-505 with TR-543, it is much more representative of the
planned approaches.
After further correspondence with the City, the prior entry configuration was determined
to be acceptable. Removinq sidewalk ramps and addinq aprons is expected to hinder
access for fire and trash -removal. Detail TR-543 (apron detail) not added.
2. Please replace standard detail TR-520 with TR-521 and add note that vertical curb is to be
installed. Also add note "Two foot sawcut may not be required by WSDOT, confer with
Engineering inspector prior to beginning work.
Detail replaced as requested.
Sheet C4.0 — GRADING AND DRAINAGE PLAN
1. The detention vault plan needs to be reviewed by the City's structural consultant. Please
provide the structural calculations for review.
Comment noted Structural plans & calculations to be provided separate from this letter.
Sheet C4.2 — GRADING AND DRAINAGE DETAILS
1. ADA ramps at access points will not be needed. See Sheet C3.0 comment above.
After further correspondence with the City, the prior entry configuration was determined
to be acceptable. Removing sidewalk ramps and adding aprons is expected to hinder
access for fire and trash -removal. ADA ramps remain on the plan but have been revised
to reflect the sidewalk's slope away from the fronting road, which is proposed to address
drainage concerns.
Sheet C5.0 — COMPOSITE UTILITY PLAN
1. Hydrant shall be shifted to the west slightly to accommodate street tree
Hydrant location revised as requested.
2. Please add note to plans: "Utility patches with less than 20-feet of separation shall be combined
and full width or half width overlay will be required depending on the extent of disturbance.
Where utility patches fall entirely within one travel lane, the overlay shall extend to the centerline
of roadway, Where utility patches extend into both travel lanes then a full width overlay is
required."

3. The city shall receive water and sewer plans approved and signed by Olympic View Water and
Sewer District prior to the final city engineering review of the project.
Plans provided to OVWSD for review and will be forwarded to the City once they are
approved.
Sheet X of X — TRAFFIC CONTROL
1 . Please submit a traffic control for review and approval.
Traffic control measures have been added to the TESC plan (now called TESC & Traffic
Control Plan).
2. Disruption fees will be charged for closure of sidewalk areas (over 48 hours). If proposed, clearly
specify areas of closure and indicate the approx. number of days the closure will be necessary.
It will be difficult to maintain pedestrian access across the site's frontage while the
sidewalk is being replaced without disruptions greater than 48 hours. Notes have been
added to the TESC plan calling for coordination of the sidewalk replacement with City
inspection staff to determine an efficient means of replacement that minimizes pedestrian
disruption.
Sheet L1.0 — LANDSCAPE PLAN
Landscaping comments to be addressed by others.
