COtiTINUED AGENDA ADB-20-74 ALASKA PUBLISHING - Landscaping at 141 Dayton St. (BC) Attorney Chet Bennett was present to represent the applicant. He revievied the background of this application and introduced attorney Hugh Pickel who represents the total Alaska Publishing Company (Mr. Bennett representing the local company) and Dewey Caudle who is�in charge of the whole maintenance program at the building Mr. Bennett said the Board had outlined various requirements ihey felt were appropriate including certain plantings and a stone facing on the existing structure to the east side of the new structure. Mr. Bennett said some of the required plantings had not lived but they had been replaced and the applicant had gone beyond the requirements of the Board. He presented photographs to illustrate this. Mr. Caudle des- cribed the plantings used. Mr. Bennett said they were asking for acceptance of the amended landscape plans and the plantings, waiver of the stonework requirement inasmuch as the plantings would conceal it, and release of their bond. A short discussion followed. MR. WESTLIN MOVED, SECONDED BY MRS. BERNHOFT, THAT THE AMENDED LANDSCAPE PLAN BE ACCEPTED AND THAT THE REQUIREMENT FOR THE STONE FASCIA BE DELETED. MOTION CARRIED. The City Attorney left the meeting after this hearing. ADB-19-76 JON H. DECKER Site Review for Medical Office Building at 21713 - 76th 7Vv_e_.7,T__(_RML Mr. LaFon asked to be eycused from this discussion as he is associated with Mr. Decker in business. He left the Council Chambers. Mr. Decker said the location of this site is just south of Stevens Memorial Hospital. The preliminary plans had been reviewed before, but there were some changes in them. The building area remained the same at 22,000 sq. ft. It will be three stories and has been moved slightly to the east which allows better parking and access to the new emergency room addition at the hospital. Mr. Decker said the parking had been laid out to save all the trees, and there are 110 parking stalls. The building exterior will be a cbmbination of masonry and cement plaster --it had been approved as an all brick building previously. MR. WESTLIN MOVED, SECONDED BY MRS. VAN DRIEL - Sign at 1300 Olympic View Dr. (BN) The applicant said his sign had been approved at the last meeting, but his sign maker had made an additional sign which the applicant had now asking for approval as installed. MUSLAND__CKR_S0L) - Addition to existing building at - 311 — — — — T — W-ay-TC-WT Admiral Mr. Selvidge excused himself from this hearing as he does business with the applicant,and he left the Council Chambers . Mrs. Block said the applicant was requesting an additional building approximately the same as the one that was approved last. . year. It is a temporary building, and the applicant app6ared before the Board of Adjustment in November to get an extension of his Conditional Use Permit on the first building aW to ask for inclusion of this proposed building. The Board of Adjustment had granted him a Conditional Use Permit extension of 21-,. years. He had requested a temporary building because there was no certainty about how long he would be allowed to stay at that location. The development of the port area is unsure at present. fir. Musland said the port had purchased the property from Burlington Northern but has not indicated what will be done with it. Mr. Musland said he would like to get a long-term lease if possible in order to have a more desirable building. He presently has only a 30-day lease so temporary buildings are necessary. MR. LaFON MOVED, SECONDED BY MR. WESTLIN, TO APPROVE ADB-1-77. The question of painting the buildings arose during discussion and Mr. Musland said the metal was available,in colors and that he could have the new building built of a colored metal and paint the other building to match it. MR. WESTLIN THEN MOVED SECONDED BY MRS; BERNHOFT, TO AMEND THE MOTION TO INCLUDE PAINTING THE ULVANIZED METAL BUILDING NOW EXISTING AND PAINT THE NE14 ONE OR SELECT MATERIAL OF A MATCHING COLOR. It was requested that the Planning Department be given the color samples to evaluate, and Mrs. Block then asked that eight color sample folders be submitted and she would send them to the Board members, THE MAIN MOTION, AS AMENDED, THEN CARRIED. Mr. Selvidge returned to the meeting. MAJESTIC PROPERTIES - Sign at 535 Main St. (BC) Mrs. Block displayed a colored drawing of the proposed sign. The application was for a double-faced, interior -lighted sign, to extend over the sidewalk. However, during the discussion Noel Freedman, the applicant, said lie would not object to reducing the sign to about 3' x 4' and mounting it over the doorway and flush against the building. It was suggested that the yellow in the sign was rather bright and could be muted. M11S. BERNHOFT MOVED, SECONDED B� MR. (CG) Mrs. Block said these plans had just been received this evening and had not yet been reviewed by the Planning Department. Mr. LaPierre said the building is smallerand more parking per unit is allowed than on the plans previously submitted. He said there are only three large trees, and they will be kept. This was a preliminary review. MR. 4 WESTLIN MOVED, SECONDED BY MR. LaFON, THAT ADB-3-77 BE ACCEPTED AS PRESENTED IN ITS PRELIMINARY CONCEPT, SUBJECT TO COMPLIANCE WITH ALL ORDINANCES. MOTION CARRIED. ADB-6-77 EDMONDS TRAVEL - Sign at 409 Main St. (BC) Eric Faste, the applicant, said the sign would be of wood and would be painted blue and white. Mrs. Block said it is within the size allowable and that there is an existing sign on the building which will be removed. MR. LaFON MOVED, SECONDED BY MP. SELVIDGE, THAT ADB-6-77 BE APPROVED AS SUBMITTED, WITH THE PROVISION THAT IT REPLACE THE EXISTING SIGN. MOTION CARRIED. ADB-7-77 ARTISAN CONSTRUCTION CO. - Site review for 4-Plex at 7430 - 218th S.W. (RML) Mrs. Block said the area is adequate for the number of units, the parking is adequate, and it appeared that the landscaping would be adequate but it is preliminary. Jeff and Tony Lilleskard, the applicants, said open dry wells will be used for downspout drainage in the total landscaping. They were advised that the landscape plan would have to have the plant sizes indicated by size --not by container size. The plans were examined by the Board. MR. WESTLIN MOVED, SECO14DED BY MR. He then asked to be excused, and he left the meeting. The Board examined the plans, and Mrs. Block inquired about recreation area as none was indicated. She advised that 2,400 sq. ft. would be required. Discussion followed regarding possible location for a recreation area. The general concept of the proposal appeared to be acceptable. MR.
