This memorandum provides an analysis prepared for the proposed re -development of the 1 st
Security Bank in Edmonds, WA. Based on coordination with City staff, this memo addresses the
following elements:

Project Description
The proposed project would include the redevelopment of the 1 st Security Bank located on the
northwest corner of Edmonds Way / Paradise Lane intersection in Edmonds, WA. The existing
bank is an approximately 1,500 sf existing drive -through bank. The proposed re -development
would include an approximately 2,500 sf walk-up bank. Currently four driveways are used to
access the property, two on Edmonds Way and two on Paradise Lane. The proposed
development would close one access on Edmonds Way and one access on Paradise Lane. A site
plan of the development is shown in Attachment 1. The development is anticipated to be
constructed and occupied by 2012.
Trip Generation
This section summarizes the trip generation assumptions and methodology used for the proposed
Walk-in Bank (ITE LLI# 911). Trip generation estimates for this project are based on rates
summarized in the Institute of Transportation Engineers' (ITE) Trip Generation Manual (8 th Edition,
2008). The net new trip generation takes into c - onsideration the existing Drive -Through Bank (LU
912). The anticipated trip generation during the weekday PM peak hour for the proposed
development is shown in Table 1. It should be noted that ITE does not identify a pass -by rate for
Walk-in Bank, therefore no pass -by reduction was assumed.

As shown in Table 1, the proposed project results in 10 new trips during the weekday PIVI peak
hour. Since the project adds less than 25 peak hour trips to the site, no further analysis is
necessary based on City of Edmonds traffic impact analysis requirements.
Sight Distance Analysis
A sight distance analysis was conducted at the proposed site access driveways to determine if
adequate sight distance will be available to meet stopping and entering sight distance. The City of
Edmonds has adopted sight distance standards outlined within AASHTO. Stopping sight distance
was measured using an eye height of 3.5 feet and an object height of 2.0 feet. Entering sight
distance was measured using an eye height of 3.5 feet for both vehicles.
The posted speed along Edmonds Way is 35 mph, thus a design speed of 45 mph was used to
calculate stopping and entering sight distance requirements. The posted speed limit along
Paradise Lane is 25 mph, thus a design speed of 35 mph was used to calculate stopping and
entering sight distance requirements. Table 5 summarizes the results of the sight distance
analysis.

As shown in Table 2, entering sight distance is not met at
for left turns out of the site access driveway on Edmonds
Way. Currently a tree blocks the view at this location. If
the tree was removed it is anticipated that the sight
distance would increase to approximately 400 feet, which
is less than the 500 foot requirement in AASHTO.
Shrubs block the view for right turning vehicles out of the
Edmonds Way access. By trimming or removing the
shrubs, sight distance is anticipated to be met.

With entering sight distance not being met for left -turns out of the Edmonds Way driveway, it is
recommended that this driveway be restricted to right-in/right-out only access. In addition, shrubs
should be trimmed or removed east of the Edmonds Way driveway to meet site lines for vehicles
making a right -turn.
Impact Fee
An impact fee for the proposed development has been estimated based on City of Edmonds
Impact Fee Rates. For a change in use of an existing building, the impact fee is the applicable
impact fee for the ITE land use of the new use, less an amount equal to the applicable impact fee
for the ITE land use of the prior use, established at the time the prior use was permitted. Since the
original bank was developed prior to 2004, 2004 rates were used to determine the impacts
imposed by the existing use. Table 3 summarizes the impact fees for the proposed development.
