Dear Mr. Miller,
Below are my responses to your plan review comments for the Westgate Chapel Remodel project, dated
June 28, 2018. 1 appreciate your thorough review and have addressed the issues you raised, and made a
few other minor corrections. My comments below are numbered according to your original letter.
Sheet A1.02
1. (f). The floor plan is reconfigured to provide three changing rooms, allowing the door swing at the west -
most changing room to be modified to provide the required clearances.
Sheet A1.03
4., 5., & 6. We hired an electrical engineering firm, AWA Electrical Consultants, to address all the lighting
concerns. They have prepared a separate lighting plan, Sheet A1.03.1, and revised the energy code
compliance documentation. See also their attached correspondence for their specific responses to your
plan review comments.
Sheet A1.02 (Additional Comments)
7. (a). The Usher's area is reconfigured to provide the required door clearances.
7. (b). The doors are wider in order to provide the required clearances.
7. (c). The corridor leading from the south chapel exit is now noted as being 1 -hour construction, to the
point it connects to the 1 -hour construction in the existing building. The notes are revised to include the
specifications for the required rated assemblies. Penetrations' details are moved to sheet A1.01.
8. (a). Our structural engineer, Chris Bernards, P.E., S.E., reviewed the existing floor framing �it
original manufacturer and has approved the use of the floor framing. See attached documentatioRmSUB

9. We hired a mechanical engineer, Sider Byers, to assess our current HVAC system and address your
comments. See attached documentation from James Whigham, P.E. We will be replacing existing HVAC
equipment under a separate mechanical permit.
Sheet A1.03 (Additional Comments)
10. AWA Electrical Consultants addressed the lighting concerns on a separate lighting plan, Sheet
A1.03.11. See attached correspondence for their specific responses to your plan review comments.
Sheet A1.04 (Additional Comments)
11. The corridor leading from the south chapel exit is now noted as being 1 -hour construction, and
connects to the portion of the existing building that was constructed in 1999, which is of Type 111 -hour
construction. A near by stairway leads to the exterior.
WSEC Forms
12. & 13. AWA Electrical Consultants has revised the energy code compliance documentation to reflect
their lighting design. See attached revised WSEC forms.
Structural Engineering
14. Chris Bernards, P.E., S.E., has addressed this issue in his attached documentation.

On sheet A 1.03 — Reflected Ceiling Plans Interior Elevations:
4. Main Floor Reflected Ceiling Plan - Identify on the plans those lightingfixtures
required to be provided with emergency powerfor illumination of the means of egress
per IBC 1008.3. The response to the earlier plan review comment states: "The reflected
ceiling plan has been revised to show a new lighting fixture layout, referencing a
lighting fixture schedule.". None of the fixtures on the plans have been identified as
those required to be provided with emergency power for illumination of the means of
egress per IBC 1008.3. The note in the added 'Light Fixture Schedule' states the
requirement without identifying the specific fixtures necessary to guide proper
installation and inspection.

5. Provide on the plans a 7ightingfixture schedule' that includes the lightingfixture
wattage and a lighting control narrative to verify that the methods utilized in meeting the
applicable provisions have been identified on the plans per Washington State Energy
Code (WSEQ C103.2. The response to the earlier plan review comment states: "A
lighting fixture schedule is added, referencing new fixture locations on the reflected
ceiling plan, and indicating the fixtures required to be provide emergency power for
the means of egress. See also attached cut sheets for the fixtures listed on the
schedule. The electrical subcontractor will be securing the electrical permit and will
be responsible for providing any additional documentation required to demonstrate
compliance with applicable provisions of the HIC, NEC, and WSEC.".None of the
fixtures on the plans have been identified as those required to be provided with
emergency power for illumination of the means of egress per IBC 1008.3. The note in the
added 'Light Fixture Schedule' states the requirement without identifying the specific
fixtures necessary to guide proper installation and inspection. The electrical permit,
obtained through the 'Electrical Program' of the Washington State Department of Labor
and Industries, regulates the installation, alteration, and repair of electrical systems for
compliance with the National Electrical Code (NEC). Since the provisions of the IBC and
the WSEC regarding the various electrical elements that are part of a project are not
referenced in the NEC, are not typically known by those performing the work, and would
not otherwise be presented/verified due to the separately obtained permit, they are
required to be identified on the construction documents per WSEC C 103.2.

a. Indicate on the plans the required occupancy sensor controls per WSEC C405.2. 1.
b. Indicate on the plans the required time switch controls per WSEC C405.2.2. The
installation of occupancy sensor controls, although otherwise not required per
WSWEC C405.2. 1, is an acceptable alternative to time switch controls.

Commercial Buildings including R2, R3, R4 over 3 stories and all R I' worksheets:
12. On the 'Lighting Summary — LTG-SLTM' form
a. Interior Lighting Controls — Clarify on the form the selected 'Luminaire Level
Lighting Controls' lighting control compliance path. None of the fixtures/bulbs
listed on sheet 'A 1.03' — Light Fixture Schedule — or represented in the provided 'cut
sheets' appear to provide the functionality required per WSEC C405.2, Exceptions
5.1 through 5.4.
b. Interior and Exterior Lighting Alterations — Select on the form the applicable scope
of the electrical system alteration and provide the corresponding information on the
noted forms.
Changed Fixture A to LED fixture. Added/Revised Emergency fixtures.

13. On the 'Interior Lighting — Space -By -Space Method — LTG-INT-SPACE' form
a. Calculation Area — Clarify on the form the selected scope/area of work to be
evaluated for compliance. There does not appear to be a proposal for an addition to
the existing structure under permit BLD2018-0140.
b. Maximum Allowed Lighting Wattage
i. Clarify on the form the selected 'Space Type' and corresponding 'Allowed
Watts per ft2' for the 'Chapel' area. There does not appear to be a proposal to
install permanent seating represented on sheet 'A 1.02'. Typically, such areas are
accounted for using the 'Religious building: Fellowship hall' 'space type'
from the 'drop -down' menu.
ii. Account for on the form the area of, and the corresponding 'space type' from
the 'drop -down' menu for, the 'Changing' areas represented on sheet
'A 1.02'.
