Below is a list of the comment response documents addressing the comments and requests: Planning Review: Mike Clugston, July 31, 2018: 1. Sheet SP-01: a. Update the site address as 9221 Park Road. Response: Address updated on a// plan sheets as requested. b. Update 'Site Data' address, tax ID (just the parcel ending in ... 200), and acreage as 8,088 sq. ft. Response: Site data updated as requested, see updated sheet SP-01. c. Update 'Benchmark' to describe location of datum as shown on plan (shown at SE corner of intersection rather than 'SW quadrant'). Response: Benchmark updated to SE quadrant, see updated sheet SP-01. Update 'Legal Description'. The site appears to be Lot 2 of Bowdoinwood only. Response: Legal Description corrected, see updated sheet SP-01. 2. Sheet TP-01: a. it is uncertain why the trees at the Bowdoin street front are to be removed when the existing rockeries along that property line are to remain. Per ECDC 18.45.050.13, trees are to be retained to the maximum extent feasible. Unless site improvements are being made along that property line, or if the trees are identified as hazardous, show retention of those trees in accordance with ECDC 18.45.050.H. Response: Some of the "pre-existing" trees have recently been removed on site along Bowdoin Woyfrontage in conjunction with the utility pole relocationlreplacement currently under construction. Trees that have already been removed have been removedfrom the plans and additional existing trees to remain hove been shown (with tree protection measures). Additional discussions should be had with the City on timing of each of these projects and sequencing of construction. Depending on the approval/issuance of permits for the single family at 9211 Park Rd and the short plat for 9215 Bowdoin, some of the comments below may not be applicable and/or additional requirements may be established. Response: Discussions with City Staff have been made; the existing SFR and driveway for 9215 Bowdoin Way will be removed. Site redevelopmentfor 9215 will stand alone and not impact 9221 Park Rd SFR. 2) It appears that the address for this site is 9211 Park Rd. Please verify the address and revise the plans accordingly. Response: Address has been revised on plan set as requested. 3) Please add the building permit to the plans, BLD2018083 1. Response: Building permit number has been added to plan set. 4) Submit ROW 11cirnit Apolication form. Response: ROW permit application will be made by applicant. 5) Submit Sldc Scx\ ci Permit Applicatiol form. Response: Side sewer permit application will be made by applicant. 6) A Storinwater Covenant is required to be recorded against the property based on the proposed storiliwater facilities for (he project. Please complete the covenant, including notarization and any required exhibits and submit to the city. Ensure the storinwater covenant meets Snohomish County Record Drawing requirements. The document must be complete, but will not be recorded prior to permit issuance. Prior to construction, final location of facilities are to be verified (by field inspection and asbuilt) and then the covenant will be recorded. Response: See attached signed Stormwoter Covenant. 7) Show all private easement information within tile plan sets. Note AFN's for existing easements. Response: AFN added to existing easement along Park Rd, see revised sheet SP-01. 8) It appears that the property at 9215 Bowdoin uses the subject site to access their property. Please show how access will Occur for 9215 and that there is a minimum of 2 parking stalls built to City standards within 9215's property. If desired, the proposed water meter mav be reduced to a 3/4" water meter with a I" water service line. Tracer wire is still required. Please keep in mind that general facility charges will be based offof the meter size. Response: Water meter sized revised to 314", see revised sheet SP-01. 2) Add a note to the plan,, indicating where the landscape i1rigation backflow assembly will be located (if one is proposed). Response: No lcindscapemeterlbackflow proposed. S EIVVE R 1) Label the rim and invert elevations for all sewer cleanouts to verify the minimum 2' cover and minimum 20/'0 slope. The cleanout near the house is currently unlabeled. Response: Sewer rim and cleonout elevations added to plan, see revised sheet SP-01. Page 3 of5 2) Please note that the existing rockery along Bowdoin Way (that is located on private property) does not meet current City Code. As such, any revisions to this rockery would require the rockery to meet cuiTent City code or be removed and replaced with a retaining wall. Please note, the plans currently show the proposed sanitary sewer line through the existing rockery, which would trigger replacement of the rockery in that specific area to be brouOit into code compliance - Response: Rockery not proposed to be replaced, note new sewer connection near northeast comer of site, see revised sheet SP-01. STORTNI 1) Provide invert elevations and run elevation for all cleanouts. Please note that a minimum of 2' of cover is required for all pipes located tinder driveable surfaces and U of cover under landscape areas. Response: storm rim and cleanout elevations added to plan. Note new sewer connection near northeast corner of site, see revised sheet SP-01. 2) There is a note to install CPEP pipe tinder the drainage notes. Please remove this comment. C Response: Note removed, see revised sheet SP-01. 3) As parking stalls/driveway are added/replaced to 9215 Bowdoin, the impervious surface requirements must be met. Any impervious surfaces added to 9215 will be required to be mitigated since the project is looked at asa whole and not per individual lot. Therefore,, if the amount of hard surfaces added to both 92 15 and 9211 exceed 1000 sq ft they will be required to be mitigated. Response: 9215 Bowdoin Way SFR and driveway will be removed in conjunction with the project, no additional impervious will be added to 9215 Bowdoin Way. DRY UTILITIES 1) Per the plan shown, power and cable lines end at the gas line. Please clari(y the power and cable utility connections. Response: Existing driveway cut removal note added to sheet SP-01. 2) Please clarify if the existing mailboxes on Bowdoin Wayare to remain of be relocated. Response: Mailbox relocation along Bowdoin Way has been added to sheet SP-01. 3) It is difficult to distinguish between the utility lines and the curb line. Please revise to L_ - clearly show the curb line. Response: Line type and weights have been adjusted to help distingquish between utility lines and the curb line, see revised sheet SP-01. 4) The current ramp at the comer of Park Rd and Bowdoin does not meet ADA standards and will need to be replaced. Please show a site specific ramp that is consistent with WSDOT standards. Response: ADA ramp replacement shown on sheet SP-01. 5) Please verify that the sidewalk along the frontage of the property is a minimum of 5' in width. If it is not, the sidewalk, will need to be replaced to tneet the 5' requirement, Response: All sidewalks along Bowdoin Way were a minimum 5 ft wide. 6) Add a note to the plans stating existing falling, damaged or lion-ADA compliant frontage improvements sliall be removed and replaced as detennined by the City Engineering Inspector. Response: Note added to plan on sheet SP-01. 7) Utility patches -,hall be combined and full width or half width overlay will be required depending on the extent of disturbance. Where utilitypatclics fall entirely within one travel lane, the overlay sliqll extend to the centerline of roadway. Where utility patches extend into both travel lanes then a full width overlay is required. Response: Overlay note added to SP-01. STORAIWATER ENGINEER REVIEW No additional comments.
