Itemized below is our response to the engineering review comments in the July 12, 2018 letter for the above
referenced project. Our response appears in bold.
GENERAL
1. Provide an itemized engineer cost estimate for both on -site and off -site (right-of-way)
improvements, including traffic control and all utility installations. Use the King County Bond
Quantity Worksheet (available on the county website) and utilize "write-in" sections where
appropriate.
a. The amount of the bond will be based on 120% of the City approved estimate for the off -
site improvements.
b. A 3.3% inspection fee is calculated for the project based on 120% of the City approved
estimate for the entire project improvements.
Noted. included with submittal.
3. 7/12/18 — Comment was addressed; however, it is unclear how vehicles will turnaround. If it is
possible, please show the construction vehicles utilizing the south property to turnaround. if this
is not feasible, please show what route vehicles are proposing to take.
Construction entrance moved, and turnaround lane added to C2.1.

11. Please show the removal of the old tank and conveyance line from the City's right-of-way as
depicted in the Environmental Media Management Plan dated 5/11/18.
12. Please test for contamination of soils to determine if removal of soils will be required within
the right-of-way.
13. Please revise the Environmental Media Management Plan to include cleanup within the right
of way adjacent to the subject site.
Developer Response (Comments 11, 12,13):
The site has 9 groundwater monitoring wells which have been sampled 3 times and tested for:
• Gasoline -range TPH
• Diesel -range TPH
• Oil -range TPH
• Acetone
• Benzene
• Sec-Butybenzene
• 1,2-Dichloroethane (EDC)
• Isopropyl benzene
• Trochloroethene (TCE)
• Tetrachloroethene (PCE)
• N-Propylbenzene
• 1,2,4-Trimethyl benzene
• Other VOCs
The report dated August 2, 2018 states,
• "None of these contaminates were present above the Cleanup levels (CULs) established by
chapter 70.105D RCW and its implementing regulation, the Model Toxics Control Act (MTCA)
Chapter 173-340 WAC.
• "In addition, the cumulative results and groundwater migration trends suggest that at no point
have contaminated impacts resulting from the on -Property release extended beyond the
property boundary."
The tank in the right of way was closed in place in 1998.
* The inspection for condition found the tank to be in good condition, structurally sound with no pin -
size holes or pitting. There was no evidence of leaking.
* The tank was triple washed and filled with concrete
* Soils around the tank were tested in two locations (NW and SE corners) to a depth of 7 to 8 feet.
* No petroleum contaminated soils (PCS) at concentrations exceeding Model Toxics Cleanup Act
(MCTA) Method A Cleanup levels were found in the area of the tank in the ROW.
No PCBs or volatile organic compounds (solvents) were detected.
• Nevertheless, 216 cubic feet (13 tons) of soil was removed from around the tank.
• The actual test results are in this table (ND = Not Detected):

Sheet C3.1 —GRADING AND DRAINAGE PLAN

13. Show the crosswalks on this plan sheet

14. Show that CB #6 is not located within the crosswalks.
Crosswalks added, CB #6 not in crosswalks.
15. Revise the note for CB #6 to say vaned grate instead of solid.
Revised. See C13 schedule.
16. The footing drains shall drain to CB #6 or the outfall line of the detention system (where
connection is on private property). Please revise the plans accordingly.
Connection to CB was removed. CB 6 is too high to connect to via gravity. The footing drain outlet is
now only at the southwest corner.
17. The footing drains are extremely close to being located within the City right of way. Please
make sure that all private storm line are located on private property.
The footing drains are shown as they are for graphical purposes. in reality, they will not be offset
from the building as they are shown. They will be close to the footing as shown in the detail, on the
shoring sheets, and on structural sheets. Please see structural sheets if more clarification as needed,
as there are several different circumstances around the building. We have moved the drains around
the perimeter of the building to the basement plan for more clarity on the plan sheet. There is 2'
between the walls and the property lines.

18. Change the note on the existing CB 'Replace CB if required by City Inspector' to
'Replace/Relocate CB as needed to collect flows from the gutter'.
A new CB is added in the gutter per Zack Richardson's comments.
Sheet C3.3 - ENLARGED GRADING AND DRAINAGE PLAN (New plan sheet)
7/12/13 - New Comments
1. Detail 1 needs to be clear enough that it is easily constructable:
a. Clearly show the 4'x4' landing and that the slope does not exceed 2%
b. Show the truncated domes.
c. Show the crosswalks, so that it is clear that the CB is outside of the pedestrian path.
d. Label the bottom of curb.
e. Clearly show the ramps.
f. Clearly show the landscape area.
Added all of these things as noted. The landing is the entire corner, as we need to be 2% max in all
directions as a potential wheelchair pedestrian is changing directions in the sidewalk. Lines are
provided and called out showing this. The sidewalk isn't ramping down to this area at the
intersection as much as it is slowly blending towards it, as is common on several intersections in
downtown Edmonds.
2. Details 2 & 3:
a. Rename the details to 'Alley Approach - Main St', and 'Alley Approach - 2nd Ave'.
b. Label Main St on detail 2.
c. Dimension the driveway approaches and note the width of the alley paving and sidewalk
widths.
d. Refer to City detail TR-543.

Sheet C4.1 - WATER AND SEWER PLAN AND DETAILS
1. 7/12/18- Comment was addressed; however, it does not appear that the 5' minimum separation
from the sewer and water can be maintained. Please revise the plans accordingly.
Moved fire hydrant slightly to get appropriate separation.
3. 7/12/18 -Comment was addressed; however, the sewer is at an angle. The line must connect to the City
sewer main at a perpendicular connection. The city will not allow an angled crossing. Please revise the
plans accordingly.
Revised.
9. 7/12/18 - Comment was addressed; however, the labeling of the City's standard details have
changed, please revise the note to WA-180 instead of E7.18.

For work in intersection, Detail 6 and note should cover the traffic control needed. At a minimum,
one lane will be closed for the pipe connection. Traffic control detail can be used with
channelizing devices spaced farther out. If further work is required, traffic control sub will be
hired in construction.

STORM WATER ENGINEER REVEW
REVIEW COMMENTS:
1. C2.1: Update: More information/detail needed about the disconnection of the alley
system and how it will be managed during construction:
a. Use a hatch (or other mechanism) to show limits of removal,
b. Address flows during construction from the disconnected upstream public
system (i.e. bypass system),
c. Address how the CB on the parcel to the south (which is being
reconnected in the final condition) will be blocked or bypassed during
construction.
d. Add a note for additional inlet protection downstream of property to south
(not shown on plan limits; plans limits do not need to be extended).
Revised. Dashed box is now shown around the extents of the disconnect and added "Alley Storm
Drain Replacement Sequence".
3. C3.1 Update: Revise note at existing CB to "adjust structure and grate to gutter flow
line", and Add dimensions to the blow-up on C 3.3 to show a 4' min pedestrian path within
the limits of detectable warning surface on either side of the limits of the
proposed CB.
Existing CB before "bulb -out" is now shown as a new CB and note added to "install at low point in
gutter before bulb -out". C3.3 now shows the pedestrian path more clearly.
8. C3.2 Update: Include actual bedding requirements; copy text from geotech report if
provided by geotech (not just a reference to the report).

conditions found on site; ensure SWPP is consistent with the Environmental
Media Management Plan (ZipperGeo, 5/11/2018).
