This letter outlines the revisions and corrections made per planning and engineering review comment
letters dated August 1, 3, and 23, 2018. Below is a list of the comment response documents addressing
the comments and requests:
Planning Review: Mike Clugston, August 3, 2018:
1. Sheet SP-01:
a. Label the datum point used for the height calculations or select a temporary
bench mark on or near the site as a permanent point of reference such as a fire
hydrant bolt, manhole rim, or water meter cover. Update the calculations if
necessary on the site plan and elevations (Sheet Al).
Response: Datum point added to sheet SP-01 as requested.
Engineering Review: Jennifer Lambert, August 23, 2018:
DENIQ (BI,D20180947)
1) Show how the runoff from exposed soils of the portion of asphalt driveway that is to be
removed will remain on site. If it is intended to use the existing driveway as a construction
entrance for the construction of the new SFR (BLD20180948), please note as such on the
plans and revise plans for permit BLD20180948 to be consistent.
Response: Exposed soils will be protected per TESC EIMPS, notes added to plan. House will have
separate construction entrance. See Lot 1 plan TP-01.
2) Show the sewer cut and capped at the property line or a minimum of 20' from existing home
foundation if the sewer is to be reused.
Response: Sewer system for Lot 2/short plot constructions is located within 20ft, new stub will be
provided with short plot construction.
3) Show the water service line cut at the property line with an AVB installed.
Response: A VB note added.
4) Please note how the site will have access to water during demo of the single family.
Added note for water service shall be maintained throughout project with AVB at property line.
GENERAL
5) Please add the building permit number to the plans, BLD20180948.

Response: Side sewer permit application will be mode by applicant.
7) A Stormwater Covenant is required to be recorded against the property based on the
proposed stormwater facilities for the project. Please complete the covenant, including
notarization and any required exhibits and submit to the city. Ensure the stormwater
covenant meets Snohomish County Record Drawing requirements. The document must be
complete, but will not be recorded prior to permit issuance. Prior to construction, final
location of facilities are to be verified (by field inspection and asbuilt) and then the covenant
will be recorded.
Response: See attached signed Stormwater Covenant.
8) Show all private casement infori-nation within the plan sets. Note AFN's for existing
easements.
Response: AFN added to existing easements.
9) Please note that the driveway can be concrete up to the existing asphalt driveway if you
choose since this is a private driveway.

NOTES
1) Remove note #2, since it does not apply to this project.

SIDE SEWER NOTES
1) Remove, since it does not apply to this project (this would have been addressed during the
short plat).

STORM DRAINAGE NOTES
1) Please remove the 2"d sentence unless this note becomes applicable as changes are made to
the plans.

WATER
1) Clearly distinguish between what was/will be installed with the short plat and what is being
installed with the single family residence.
Response: Revised line weights and callouts to clearly distinguish between SFR and short plat
construction.
2) Add a note to the plans indicating where the landscape irrigation backflow assembly will be
located (if one is proposed).
Response: No landscape meter proposed.
SEWER
1) Per the finished floor elevations it appears that the sewer will not have a minimum of 2' of
cover. Please revise the plans accordingly.

2) The 12" cast iron lamphole cover is not required at this location, but is required at the
property line (adjacent to 801h — which would be addressed during the short plat). Please
revise the plans accordingly.
SSCO removed as port of new sewer layout.
STORM
1) On CB2, please callout which pipe will receive a riser.
Response: Riser collout added to southeriv invert as requested.
2) Show an observation well on the infiltration system consistent with Standard Detail, SD —
636.
Response: Observation well added to plans as requested.
3) The surface water runoff for the new driveway shall be collected and mitigated; however,
based on the proposed slope of the driveway and the location of the trench drain, there is a
significant portion of the driveway not being mitigated. Please revise the plans accordingly.
Response: Trench drain relocated to collect additional driveway area.
4) The yard drain/CB shown in the new portion of the driveway (to be installed with short plat)
will need to be a solid lid or relocated so that areas that are required to be mitigated
discharge to the appropriate stormwater systems.

5) Please add a note to the plans that the existing driveway is to remain. If it is determined that
the existing driveway is to be replaced, a stormwater management system will be required.

6) Show where the retaining wall drainage will discharge to if drainage is to be installed.

Review Comments:
1. It appears that a majority of the driveway (asphalt portion) is downslope of the
proposed collection points and therefore is not mitigated; update plan as needed
collect and mitigate runoff from the driveway surfaces.
Response: Trench drain relocated to collect additional driveway area.
2. If any new plus replaced impervious surface is to drain to an existing yard drain
or CB, provide elevation information for the existing driveway and structures
enough to verify that drainage will flow to collection points as intended.
It appears that curb removal is needed and not noted on these sheets;
ensure curb removal is on plans for demolition permit if not on this plan.
Response: Curb removal note added to plans as requested.
3. Identify where the concrete retaining wall footing drain will outlet, and/or provide
details for construction of the wall and drainage system (or lack thereof if not
proposed to have drainage).

4. Provide a legend identifying the hatches used for various pavements.
