As you mention in your plan review comments dated August 7, 2018 Fruitdale Creek is located to the southwest of the subject site. At its nearest point this stream appears to be approximately 100 feet from the property. Based on previous work and the available online resources, it appears that this stream meets the criteria for a Type Np stream in the City of Edmonds. This stream is depicted on the Snohomish County PDS Map Portal maps as a non -fish habitat seasonal stream. The Salmonscape maps produced by WDFW show this stream but do not depict any fish use. The City of Edrnonds Shoreline Master Program U2gate Shoreline Invento Characterisation (November 2007) discusses Fruitdale Creek on Page 62 with the conclusion that there is a lack of spawning and rearing habitat in the creek and that current fish use of the creek is unlikely. Finally, in 2004 while working at Wetland Resources I conducted a wetland and stream assessment on the nearby property located at 1551 10th Place N and determined that Fruitdale Creek was a Category 3 (non -fish bearing) stream. Given that the current house on this property was built in 2006, it appears that the determination of no fish was reviewed and approved by the City at that time. If fish were determined to be present in the adjacent reach of Fruitdale Creek this stream would then meet the criteria for a Type F non-anadromous fish bearing stream and would receive a 75-foot buffer. Even with a 75- foot buffer width, the buffer and associated 15-foot building setback would not extend to the subject site. I have attached a map showing the location of Fruitdale Creek in relation to the subject site as well as the Critical Areas Determination report from 2004 for the property located at 1551 10th Place N.
