Mr. Hintz asked for audience comments. Mr. Dick Beselin, owner of Harbor Square,
stated that ONB did receive approval to install their sign above the 14 foot level.
Sailor's Restaurant will be on the second level, taking up 75% of that level in
Building One. Because of the nature of the business, Harbor Square is permitting z
sign at that level to avoid confusion as to the location.
There being no further comments from the audience, the Chairman declared the public
portion of the hearing closed.
MR. PEDERSON MOVED, SECONDED BY MR. SELVIDGE, THAT ADB-83-83 MEETS THE CRITERIA
SET FORTH IN CHAPTER 20.10.060 OF THE COMPREHENSIVE DEVELOPMENT CODE AND SHOULD BE

PATRICK & LINDSEY ECHELBARGER - Review of plan to move former church structure to
PA_.5 u�nue,South and remodel for use as offices and/or retail. (BC)
Mr. Finke reported that the size of the retail space proposed is 2600 square feet
with 1800 square feet of office space. Exterior of building is narrow lap wood
siding. Waterbury cream color, with lx trim to be Alexandria beige color. The win-
dow and door trim to be Alexandria beige, with mullions and frames to be powder white.
Trellis beam with 10 square inch wood columns to be Kennebunk blue, with black
composition shingle roofing. Thirteen spaces are proposed for off-street parking
(6 for compact cars), 12 spaces are required. Two tandem parking stalls should be
"employee stalls", the opinion of both the planning staff and the engineering depart-
ment. The engineering Department requires that the existing alley be paved as indicated
on the plan. Sidewalk improvements on 5th Avenue should match the existing adjacent
walk, also required by Engineering. No information on proposed signs are indicated on
the plans. Future approval of signs by the ADB will be required. Mr. Finke stated
that landscaping as outlined on the proposal might be improved by a grouping of some
of the trees and shrub plantings to create strong accent points. He also said that
more dense landscaping to screen the parking area from view may be desirable and
additional landscaping appears to be needed on the north side of the building.
Three 150 watt downlights will be used over doors on the east face of the building,
two 150 watt floodlights on the west elevation of the building, two 150 watt spot-
lights over the rear deck on the west face, and one 150 watt downlight over door and
stairs on west face of building. The Engineering Department requirements also indicated
alley paving and drainage improvements are required, as established in short sub-
division S-51-79. Also, an on -site drainage system will be required with the building
permit application. (At this point, Mr. Beck withdrew from the proceedings and left
the room, because he owns property across the street from the proposed site.)
Mr. Finke continued with the report from the Fire Department, which stated the pro-
posed move and remodel of the subject building is acceptable. However, it should be
noted that there will be Fire Code and Life Safety Code requirements at the time of
building permit review.
Mr. Lindsey Echelbarger, representing the applicant, said that the summary given
covers the extent of their proposal. The move consists of one to one and a half
blocks from the present site to the proposed site just north of Shoreline Savings.
The changes outlined in the staff proposal are acceptable to the applicants. The
proposed height of the building is under the maximum of 30 feet allowed for a
pitched roof with 4" in 12" slope or greater.
Mr. Hintz asked for comments from the audience.
Mrs. Eugene Negy, 271 4th Avenue South, lives behind the proposed site. She ex-
pressed concern regarding the height of the roof. She would like to see the height
be limited to 25 feet rather than go higher. She said the higher roofline will ob-
struct the view of those persons across the street, the property values will also
be increased and with no view, their property will be very difficult to sell for
higher prices.
Louise Dwyer, 529 Holly Drive, asked if the pitch were not to give property owners
access to a view over the sloped roof. In looking at the pictures of the proposed
building, she said the pitch goes two ways making it like a straight 30 foot building.
Mr. Finke showed two transparencies and indicated the elevations of the building. Mr.
Echelbarger stated that the highest ridge of the roof is slightly over 27 feet,
measured from fie sidewalk on 5th Avenue. The dormer peaks are approximately 4 feet
lower, making them 23 - 24 feet above the sidewalk.
