This letter outlines the revisions and corrections made per planning and engineering review comment
letters. Below is a list of the comment response documents addressing the comments and requests:
Engineering Review: JoAnne Zulauf, September 6,2018:
GENERAL
1) Please note that all standard details have been updated and have new ref'eretICC numbers.
Review the changes on the city website and update plans.
Response: All detail and reference numbers have been updated to new City standard details.
2) Submit ROW Pennit Application form
Response: ROW permit application will be made by applicant.
3) Submit Side Sewer Pcn-nit Application form
Response: Side sewer permit application will be made by applicant.
4) In the General Construction Notes, please change the WSDOT/APWA version to the current
year.
Response: Side sewer permit application will be made by applicant.
5) A Stormwater Covenant is required to be recorded against the property based on the
proposed stormwater facilities for the project. Please complete the covenant, including
notarization and any required exhibits and submit to the city. Ensure the stormwater
covenant meets Snohomish County Record Drawing requirements. The document must be
complete, but will not be recorded prior to permit issuance. Prior to construction, final
location of facilities are to be verified (by field inspection and asbuilt) and then the covenant
will be recorded.
Response: See attached signed Stormwater Covenant.
6) Existing driveway approach is not reusable, it is cracked and has grass growing in it. Please
show the entire driveway approach to be new asphalt.
Response: Grind and overlay addedfor pavement repair.
7) Please add this note to plans. A cut may be required if the lateral cannot be approved for
reuse. "Utility patches shall be combined and full width or half width overlay will be
required depending on the extent of disturbance. Where utility patches fall entirely within
one travel lane, the overlay shall extend to the centerline of roadway. Where utility patches
extend into both travel lanes then a full width overlay is required."

STORMWATER ENGINEER REVIEW
Refer to separate plan review comments by City Stormwater Engineer, Zachary Richardson.
Response: See responses below.
Stormwater Engineering Review: Zach Richardson, PE, August 7, 2018:
Review Comments:
It is unclear why all dispersion BMPs were considered infeasible; update report to
clarify why dispersion is not feasible or update plan to utilize dispersion.
Response: A dispersion system is feasible, report and plans updated.
2. The contours on the topo suggest runoff currently flows north-east so that a
majority of the runoff flows to the north-east corner where it runs east out to the
public system along the property lines between the adjacent east lots; however,
the proposed plan appears to truly direct the runoff due east, toward the existing
structure. Update plans and report to address/clarify this condition as needed.
Response: The dispersion trench has been moved and reoriented along the southerly property
line. The new location will maximize the flow path and meet storm water LID BMP criteria; a
north/northeasterly flow path will be maintained. See updated plans and report.
3. It appears that stormwater mitigation can be improved by pulling the dispersion
trench west to maximize the flow path and, subsequently, the amount of storm
water mitigation achieved. If trench location is to remain, engineer shall justify
location as necessary and state that mitigation is to the "extent feasible".
Response: Dispersion trench moved along the southerly property line to moximizeflow path, see
updated plan and stormwater report.
4. Update plans and report as needed to ensure that the downstream flow path
meets the requirement for a vegetated flow path (sloping and vegetation).
a. The vertical wall does not meet sloping requirements and creates a
potential erosion nuisance; relocate BMP to extend flow path as needed or
update plans as needed to address concern if to remain.
Response: BMP relocated to provide 25'minimum vegetatedflow path.
5. Update plans as needed to address drainage of the frontage area and ROW;
maintain thickened edges and AC berms where they exist.
a. If altering current flow path (ie. adding curb, berming, etc) then the report
must be updated to address impacts of modification (ie. point discharge at
end of improvements).
Response: No thickened edges andlor AC berms exists or proposed. Minor flow path modification
will be made with new driveway; someflowsfor thefrontage areas maybe collected and routed
through the dispersion system onsite. The newly proposed spreaderldispersion system will
dispersion the minor ROW collectedflows. See updated stormwater report.
