This letter outlines the revisions and corrections made per planning, building and engineering review
comment letters. Below is a list of the comment response documents addressing the comments and
requests:
Planning Review: Mike Clugston, September 5, 2018:
1. Sheet SP-01:
a. Label the elevations of the existing ground contours (and on Sheet TP-01).
Response: Ground contour elevations added.
b. Verify that the structural lot coverage for the site includes the existing detached
400 sq. ft. garage and that the total amount proposed is less than the 35%
maximum coverage allowed for the site.
Response: Square footage listed in lot coverage includes existing garage.
Building Review: Eric Evensen, September 18, 2018:
A3:
1. Holddown Schedule, Mark T-5 lists 7/8" diameter anchor bolt. Please clarify the
required embedded hardware.
Response: See architect plans.
Engineering Review: JoAnne Zulauf, September 7,2018:
GENERAL
1) Submit ROW Permit Application form
Response: ROW permit application will be made by applicant.
2) Submit Side Sewer Per�i�it Application form
Response: Side sewer permit application will be made by applicant.
3) A Stormwater Covenant is required to be recorded against the property based on the
proposed stormwater facilities for the project. Please complete the covenant, including
notarization and any required exhibits and submit to the city. Ensure the stormwater
covenant meets Snohomish County Record Drawing requirements. The document must be
complete, but will not be recorded prior to permit issuance. Prior to construction, final RESUS
location of facilities are to be verified (by field inspection and asbuilt) and then the covenant
will be recorded. OCT 2018

4) Please add note: "Utility patches shall be combined and full width or half width overlay will
be required depending on the extent of disturbance. Where utility patches fall entirely
within one travel lane, the overlay shall extend to the centerline of roadway. Where utility
patches extend into both travel lanes then a full width overlay is required."

5) Please correct the north driveway note to state "install" instead of "installed".
Response: Note was corrected.
6) Add top of wall elevation and toe of wall elevation to plans.
Response: See TP-01 for wall top & toe callouts.
TESC
1) Orange protective barrier fencing shall be placed at the drip line of trees to remain.
Response: No onsite trees to be retained. Added notefor all trees to be removed.
SEWER
1) Please correct the sewer call out to state "install" instead of "installed".
Response: Note was corrected.
STORM
1) Provide invert elevations for drain drywell trenches.
Response: Added invert elevations to callouts on sheet SP-01.

Stormwater Engineering Review: Zach Richardson, PE, September 10, 2018:
Review Comments:
Geotech Report: The subsurface text section does not appear to match the
boring data or is missing some info; revise report text to reflect the LOAM layer
found in the borings and clarify if the moisture sensitive soils are the fill material
or the loam material (or if the loam material is the fill?). Update drainage BMPs
to reflect updated info as needed.
Response: See attached clarification emailfrom Geotech.
2, Provide enough information to verify that a minimum of 2'of cover is maintained
over the driveway culvert, or revise/replace as needed.
Response: Replaced pipe with ductile iron pipe and made connection to
west storm drain intake pipe with catch inlet. 2'cover cannot be achieved.
4. Provide information or written response to verify the additional driveway fill is not
going to impound runoff from the east from the ROW and adjacent private parcel,
Response: Addedflow arrows to show existing and proposedflow patterns.

5. Provide enough grading information or notes as needed to ensure surface runoff
from the driveway is direct to the ditch line to the west (and not out into the
roadway).
Response: Added spot elevations & flow arrows to show drivewayflow. Added riprap pad to
prevent erosion from driveway runoff.
6. TP-01: Add a wattle/temp check-clam/etc just upstream of the pipe inlet for
sediment control within the existing ditch on 214th.
Response: Added wattle in ditch.

Mr. Richardson,
ESNW has reviewed the Geotechnical Evaluation letter for the subject site located at 21423 — 98th
Avenue West, the review comment, and an email from you with clarification. Based on the
observed conditions at the subject site, it is our opinion the subject site would not be favorable
for infiltration as native glacial till soils would restrict infiltration and create saturated soil
conditions within the upper soils.
Glacial till is generally compact, coherent, and is commonly termed "hardpan" in western
Washington. Glacial till is comprised of a nonsorted mixture of clay, silt, sand, pebbles, and
cobbles in varying amounts. The material is typically very dense and weakly cemented resulting
from glacial overburden. The upper, medium dense deposits observed between two to four feet
below the existing grades may be characterized as "weathered", and the underlying, dense
deposits may be characterized as "unweathered".
The unmentioned 2' layer of loam shown at the test pit locations is the weathered glacial till
layer. The identified "till" layer marks the transition between weathered and unweathered till.
Based upon the results of USDA textural analyses performed on representative soil samples,
native soils may also be primarily classified as gravelly sandy loam and slightly gravelly
loam. Additionally, the USCS classification for the sits soils was classified as Silty sand (SM) with
gravel, typical of glacial till.
