Typically if there is an existing water service line from the watermain to the meter, the water service line/meter will not be the appropriate size and a new tap will be required. The applicant will be required to pay for the new tap on the main and the new meter. Please revise plans to include the following: a. Please add a note that a I" meter is to be installed b. Show the water meter located in the right-of-way, such that the back of the meter is on the property line, The water meter shall not be located within the driveway. Response: 1 " water meter callout added to plans. Water meter adjusted to property line and out of proposed driveway area. 2) Add a note to the plans indicating where the landscape irrigation backflow assembly will be located (if one is proposed). Response: No irrigation meter proposed. SEWER 1) Add the invert elevation at the stub (installed with the short plat). Response: Sewer stub invert elevation added to plans. STORM 1) Show where the retaining wall drainage will discharge to if drains are to be installed. Response: Retaining wall discharge connected to dry well as shown on plans. 2) The surface water runoff from the driveway shall not sheet flow over the sidewalk. Please show the surface water runoff from the driveway being collected and discharged to the onsite stormwater management system. Response: Per discussions with staff, driveway runoff across sidewalk is acceptable. Surface water collection is being provide by stormwater system shown on the Short Plat civil construction plans. DRY UTILITIES No Comments Sheet 2 of 3 — GRADING AND TESC PLAN TESC 1) Please show and add a note to the plans that filter socks will be added to any catch basins downstream from the construction site. Please reference the Edmonds Standard Detail. Stormwater Engineer Review: Zack Richardson, Comments dated September 20, 2018 Review Comments: The building permit is dependent on the plat design, which has not been finalized or approved at this time; accordingly, this building permit cannot be issued, as submitted, until the civil approval of PLN20180024 is issued. Alternatively, full design and construction details of the detention system could be included and reviewed with the current permit submittal, but this would likely be a duplication of effort as the detention system would also need to be reviewed with the plat civils. Response: Okay. Short Plat civil construction plan approval will be processed concurrently to avoud duplication. 2. The surface discharge of the perforated pipe is not permissible; reconfigure the outfall as needed. a. If discharge to a private system is proposed, the applicant must demonstrate legal rights to, and adequate capacity and condition of, the existing system. Response: Perforated downspout pipe connected to stormwater control tank system/stub provided by short plat development plan. b. Given the site constraints, the City will permit the perforated pipe connection to be placed in-serieslupstream of the detention system (despite previous City direction). Response: Okay. Runoffisurface flows may not be directed across public walkways; revise plans to collect runoff from driveway surfaces prior to flowing across the sidewalk. Response: Per discussions with staff, driveway runoff across sidewalk is acceptable. See update storm water memo with adjusted impervious surfaces per plan revisions.
