Thank you for double-checking with us about upcoming projects on SIR 99 that involve ground and
pavement disturbance. WSDOT does not have permitting jurisdiction over SIR 99 inside city limits,
but cities are responsible for complying with WSDOT trenching and restoration standards under
RCW 47.24.020(4)(5) and the Utilities Manual Section 120.02 (see links below), and WSDOT does
have general comments for you down below, pertaining to boring and potholing activities that
disturb pavement.
If the City has concerns about a specific soil investigation or utility work plan, WSDOT would be
happy to review and comment, but we will need to set up a charge code so that we can be
accountable for our time spent on review.
WSDOT does want the opportunity to review monitoring well installations in WSDOT-owned ROW.
WSDOT's main concerns with monitoring wells pertain to minimizing safety hazards posed to
workers and the traveling public, preserving the integrity and intended lifespan of the pavement,
and minimizing conflicts on paving improvement projects.
For pavement disturbance measuring *12 inches or less* in diameter, such as soil borings and
potholing activities, please:
0 Minimize the number of borings to protect the integrity of the pavement.
0 Core paved surfaces prior to augering, probing, or potholing to prevent damage from the
drilling equipment action.
0 Do not locate boreholes, probes, or potholes in the wheelpath, where pavement conditions
deteriorate fastest. The center or edge of lane is preferred.
0 Comply with the minimum standards set forth in WAC 173-160-400 (borings) or the
attached restoration detail (potholes).
0 Restore surface to match existing pavement profile (e.g. concrete, pavement, or pavement
over concrete) in accordance with WSDOT Standard Specifications.

Hello Chris —
Regarding authority of traffic control —the City of Edmonds has authority to approve unless it is
involving or affecting a state owned and operated signal. Then WSDOT would review and approve.
As for the utility work within the state highways of SR 99 — I have included our Utility Engineers who
are better equipped to answer that question.

Bonnie,
Just wanted to reach out to you regarding proposed 8" coring within Hwy 99, adjacent to 22625 Hwy
99. The gas station at that location needs to have the soils inspected. It has been my understanding
that traffic control/work completed within non -limited access areas were to be reviewed solely by
the City of Edmonds and with issuance of the permit we require that the contractor inform
WSDOT/you of the proposed work 48-72 hours ahead of construction. (We also happen to have a
separate permit application from PSE, proposing to bore gas service from the sidewalk along the
west side of Hwy 99 to the east side of Hwy 99 to provide service to 22019 Hwy 99.)
With submittal of the proposed 8" coring questions were asked, were we the city to be issuing
permits for traffic control within the state routes, though limited to just traffic control and when
actual cuts (coring, boring or open excavating) into the paved road are proposed, a permit is also to
be obtained through WSDOT? The difference being the fact that cuts are involved in a state route
and making sure WSDOT standards are being met at time of backfill or at time of final restoration. I
believed that we had been running inspections for backfill and final restoration, though I may not be
remembering that correctly. Anyway if you could help clarify when a WSIDOT permit is required or
not would be appreciated.
