Please redline plans or submit three (3) sets of revised plans/documents with a written response to each of the items below to Marie Harrison. City of Edmonds handouts and standard details can be referenced on the City website under Development Services Department, Engineering Division. Several of these items were brought to your attention in the pre -application comments for this project. GENERAL 1. Please provide an itemized cost estimate for both on -site and off -site (right-of-way) improvements, including traffic control. o A bond is required to be placed for all right-of-way improvements. The amount of the bond will be based on 120% of the City approved estimate for all right-of-way improvements. The City will inform you of the appropriate bond amount after review of the cost estimate. Bond forms can be obtained from Marie Harrison, Permit Coordinator — 425-771-0220 or Harrison @ci.edmonds.wa.us o Inspection fees for this project will be calculated at 2.2% of the 120% City approved estimate for all improvements. 2. Please submit a traffic control and haul route plan for review and approval. A separate encroachment permit is required for all projects and/or permanent structures to be located within the City right-of-way. Please refer to handout #E26 for more infon-nation. Plans shall clearly show all areas of encroachment. 4. A separate street use permit is required for all temporary/movable objects to be placed within the City right-of-way. Please refer to handout #E75 for more information. Plans shall clearly show all areas in which a street use permit will be required. Sheet 1 of 2 — Development Plan I . A temporary erosion control and sedimentation plan should be provided to clearly show the location of the rock entrance, filter socks in CB's and silt fence placement. Or TESC measures need to be clearly identified with hatching or some other means so it is clear what is required as part of the TESC plan. 2. Please show the location of both the existing and the proposed 3 x 3 tree grates and trees along the frontage of the property. 3. The existing curb, gutter and sidewalk along the frontage of the property shall be removed and replaced per City standards. Some of the existing improvements are failing and the work to be done in conjunction with this project (water meter removed, new meter installed, fire line connection, new tree & grate) will disrupt the entire frontage. Please revise plan notes accordingly and reference City standard details E2.8 — curb/gutter and E2.13 — concrete sidewalk. 4. Please note that the existing white paint stripe (outside edge of on street parking) shall be repainted after frontage improvements are complete. 5. Show the location of the existing 3 hour parking signs, including the hanging flower basket. 6. Please make contact with the Edmond Lions Club regarding placement of flag sleeves along the frontage of the property. Will flag sleeves be installed with this project? 7. The fire line and domestic service connections on the City water main shall be constructed per City standard detail E7.18, which requires a valve cluster to be installed. Two valves are required in -line on the existing City water main and one additional valve is required in -line on the new 4" fire line. A valve is not required on the domestic service line unless it is sized at 2" or greater. 8. A separate Fire Department Connection (FDQ permit is required and shall be submitted prior to issuance of the civil plans and building permit for this project. 9. The trench backfill in 5 Ih Ave S shall be CDF as noted on the plans. Please also reference City standard detail E7.18 for placement of ribbed PVC around the valves prior to backfill with CDF. 10. The new domestic water meter shall be placed in the sidewalk at the west edge of the right-of- way. An RPBA shall be located on this service line immediately inside the building. 11. A double check detector assembly is required on the fire line and can be located immediately inside the building. A TRPL remote read shall be installed on the outside wall of the building. Show the location of the DCDA on these plans. The size of the DCDA will be approved under the FDC permit. Page 2 of 5 Nordic Center — M20080319 12. The City's Public Works Department has confirmed the existing water service to the meter box located in the sidewalk has already been abandoned. Please remove the requirement to turn off the corp at the main. 13. Please show the location of the floor drains in the garage and reference note #2. 14. The 6" sanitary sewer cleanout, as shown off the alley, is to be located on the right-of-way side of the property line. 15. Show the sizing (provide dimensions) of the storm detention vault consistent with what is detailed in the Engineering Drainage Report and/or with what is actually going to be constructed. 16. Show tightline connections to the storm detention vault and/or CB #1. 17. Please show the existing CB at the west edge of the alley that is currently collecting storm water runoff from the alley and discharging it to the existing CB on the east side of the alley. The existing CB on the east side is shown on the plans. 18. Revise invert elevations for the existing CB to also include the inlet from the west. 19. Provide topography elevations along the west side of the alley. Based upon a visual inspection of the alley, it appears as though the alley slopes to the west. Please revise Section A -A to include the elevations on the west and east sides of the alley and show the slope of the alley. The cross slope is not to exceed 2%. 20. Show the existing driveways along the west side of the alley. 21. A speed bump shall not be constructed in the alley. Please remove from the plans. 22. A concrete valley gutter shall not be constructed in the alley. Please remove from the plans. An asphalt thickened edge can be used to direct storm water flows, if needed. 23. The plans call for a full -width asphalt overlay along the alley. The alley was recently overlayed by a project on the west side of the alley. The City will not require another full -width overlay unless this section of the alley is re -graded. Utility trenches shall be patched per City of Edmonds standard detail E2.3. Sheet 2 of 2 — Development Plan Notes & Details 1. Revise the detention system detail to show solid lids on both of the access ports. 2. Please note that all TESC details shall be per City standards: 0 Filter fence per E1.1 0 Rock entrance per E1.2 0 CB protection per E1.3 3. Revise General Note #11 to specifically state a 12" locking CI lamphole cover and to also require a lamphole cover in any paved and/or concrete areas, not just at the right-of-way line. 4. Revise the construction sequence as follows: #5 — what is sheet SS-l? It is not included with this plan set. Page 3 of 5 Nordic Center — b1d20080319 #14 -. . . when site is permanentl stabilized. Sheet TC1 — Traffic Control Plan 1. Night work is not approved for this project. Please remove item #'s 9 & 10 from the traffic control plan notes. 2. Revise the traffic control plan to include the following: a. Show sidewalks and sidewalk closed signage b. "No parking" signage will be required for closure of parking stalls. Show the location of all required signage. c. A note that states all traffic control operations shall be coordinated with the Old Milltown contractor at 201 5th Ave S. d. Show the location of the bus stop on the west side of 5 Ih Ave S in front of the bank. The bus stop shall remain open at all times. e. Entire closures of 5 Ih Ave S will not be permitted. f. Disruption to 3 hr parking adjacent to neighboring business shall be limited. g. An end taper, with delineators, shall be provided at the end of the work area. h. Provide a lane closure plan that shows the two travel lanes and the parking areas. i. As no road closures will be permitted, the plans shall clearly state that only one lane may be closed at a time. As street intersection and driveway locations differ for the east and west sides of 5 Ih Ave S, please provide two separate plans showing placement of signage and delineators. j. "Road construction ahead" signage shall be placed on Walnut, Alder & Maple streets. 3. Please note on the plans the duration of any closures intended for the sidewalk and/or on street parking areas. Closure of the sidewalk and parking areas for more than 72 hours will require payment of disruption fees. A-1.1 Site Plan 1. The existing water meter box is shown to be the datum or benchmark for this project. The water meter is located in the sidewalk on 5th Ave S. As this meter box will be removed during construction an alternate datum should be established, specifically for confirming height calcs. Please contact the building division with any questions. 2. Please revise the site plan key notes as follows: #2 — Revise to read: Existing Sidewalk See Civil #5 — Add reference: See Civil Page 4 of 5 Nordic Center — M20080319 #7 — Should this be 4" concrete slab instead of sidewalk? The reference is to the area in front of the trash enclosure 3. Add note that a separate encroachment and/or street use permit is required for objects shown to be located within the City right-of-way. 4. Please provide a section view from the driveway looking to the north at the planter area and to the south at the trash enclosure area. What is the height of the walls and/or curbing shown. A-2.1 Garage Floo I . A 24' wide drive aisle is required for 2-way traffic. The plans currently show a drive aisle width of 15'. Please revise accordingly. 2. Please confirm how many parking stalls are required for your development. Standard parking stalls shall be a minimum of 8 1/2' wide x 16 1/2' in length. Reduced width or compact stalls are to be a minimum of 8' wide x 16 1/2' in length. Some stalls shown do not meet the minimum requirements. Also, per the Edmonds Community Development Code (ECDC), you must first show/demonstrate all required full size (8.5' x 16.5') parking stalls can be obtained within the parking area. If this can be demonstrated the ECDC will allow for up to 50% of the stalls to be reduced width (8' x 165). A-5.1 Elevation 1. It appears as though the roof overhang at the front entry area, as shown in the East elevation, extends beyond the property line. Is this accurate? Please provide copies of any easements or agreements you may have with the adjacent property owner. A-S-3 Detnik 1. Please revise detail 12 to show the parking stall width for a standard stall to be 8 '/2' wide, measured from the face of the column to the center of the painted stripe. L-1 Landscape Plan 1. Please add a note that references the civil plans for tree grate location and requirements. 2. Also, add a note that a separate encroachment and/or street use permit is required for objects shown within the City right-of-way. Page 5 of 5
