Project: 5 1h Avenue 8 Units (6 Unit and 2 SFRs) — Grading/Shoring
Project Address: 215 5�h Ave N
During review of the plans for the above noted project, it was found that the following information,
clarifications or changes are needed. Provide written responses to each comment and where
changes can be found on the plans. Please resubmit to Theresa Umbaugh, Permit Coordinator.
1. Complete the enclosed Special Inspecton and Testing Agreement. Have all parties sign the
agreement and return for City approval prior to permit issuance. Provide Statement of
Qualifications for soil nail special inspector(s).
a. Excavation, Grading, Site Preparation
b. Soil Nail Installation, Drainage, and Monitoring
2. The survey shows 2 buildings encroaching onto the subject lot. Provide a letter from the
property owner stating what he/she is doing about this condition.
3. For temporary grading that will take place on adjacent lots to accommodate the construction, the
following must be provided:
a. Separate grading permits are required for each lot if the grading is 50 cubic yards or
more. Permit applications must be signed by the property owners, or if an agent is
acting on behalf of a property owner, a letter must be submitted to the City signed by
the property owner designating the agent to act on their behalf in the matter.
b. Where grading on each adjacent lot is less than 50 cubic yards, a temporary
construction easement must be submitted to the City for each affected lot, signed by
the lot owner(s).
4. On Sheet C4, revise ramp slope to read 1: 12 max (rather than 12: 1).
5. Provide top and bottom wall elevations and construction details for all site retaining walls.
Cross reference on the plans where the details apply.
6. Show exit stairs from Buildings B & C on the civil plans.
City Consultant Comments:
General Site and Specific Comments
1 - The Geotechnical Report — Proposed Townhouse Development, Project N' 90589 by
Kleinfelder Company complies with the minimum requirements of Section 1802 except for
the seismic lateral soil pressures. Sections 1802.1 and 1802.2.7
2. The supplemental February 26,2008 Report also by Kleinfelder entitled "Soil Nailing Design
and Drawings" and the accompanying plans, "Temporary Soil Nailing Shoring Walls"
comply with Sections 1703.4.1, 1711, 1713 and 1714 for alternate materials. However, the
soils engineer must establish the seismic lateral pressures. Sec. 1802.2.7
3. Specifications given on Sheets 6 & 7 require modifications to comply with the IBC:
a. The reference to "Owners Representative/Soil Nailing Inspector" on sheet SN-6,
should be a "Special Inspector" and be approved by you. Since I don't think WABO
has such a category at this time, this person has to provide you their credentials.
b. Notes 1.2, A-D require a Statement of Responsibility before working. Section 1706
c.There are no ICC Evaluation reports for soil nails; the manufacturer has to justify its
Quality Control procedures for claimed performance by submitting a Q.C. Manual,
credentials of the OC team, and an independent agency. Section 1703.4.1. 1 am
enclosing the ICC OC requirements as example. Secs. 104.11 & 2 subsections.
4. If they decide to use some other soil nail system, that company will have to provide similar
proof of Independent QC.
5. The Soils Engineer didn't determine or use a lateral seismic earth pressure as part of soil nail
design, but it needs to be considered as indicated in Comment " 2 above.
6. 1 tried to download "FHA's Manual for Design & Construction Monitoring of Soil Nail Walls",
but was unsuccessful since something was missing according to an error note. It would be
very helpful if a narrative is provided that shows what the equations used are and how in the
"GoldNail' computer program relate to them.
7. There is a relatively steep 5'— 6' high, 1:11/4 slope at the northeast side of the townhouse on
Sheet C4.0 of the WH Pacific drawings. The soils engineer should justify that issue. Section
1805.3.
a. The Kleinfelder Shoring plans dated 02/26/08, however, show such steep slopes on
parts of all sides of the site reaching 10' high in some areas. How will the adjacent lots
and this site actually be protected from failure of the slope? Secs 1805.3.1 & 1805.3.2
b. The design in the 02/26/08 Soil Nail Design, page 5 of calculations shows that these
slopes contain on recessional outwash or fill. How do those slopes stay stable?
c. The report also states is a supplement to the 01 /16/08 Soil Nail report, but I don't
understand the statement that cut faces can be covered with a minimum 2" flash coat
of shotcrete — does that mean it will basically be a concrete finish for the building's life?
How will such a thin layer of concrete be able to resist the elements for that time line?
8. How is drainage collected and drained from the west end of the property so that it doesn't
flow onto public property? Section 1803.3 and your local ordinances.
