650 Bell St. 4U.docxMEMORANDUM February 1, 2019 TO:Charles Von Goedert FROM:Steve Fisher, City of Edmonds Public Works, 425-771-0235 RE:Plan review of trash collection areas BLD2018-1634 – 650 Bell Street Townhomes, Edmonds This proposed plan shows waste carts flanking the south (alley) driveway but does not indicate any screening. Waste containers stored outdoors must be screened. Typical service for 4 residences would be 2 carts each equaling total of eight carts as shown. A standard minimum of a 10’ by 10’ enclosure has proved to be too tight for housing 8 carts since there is a need for adequate maneuvering room and access to each cart. A footprint of 12’ wide by 10’ deep would be more appropriate. Shared service for all residents would call for larger containers (One for garbage and one for recycle) and then that scenario would call for a minimum 10’ by 10’ enclosure. The most appropriate location for an enclosure would be adjacent to the alley. One consideration would keep each unit as individual subscribers. Then storage of containers would require a minimum 15 square foot contiguous area in each garage. Service from both Bell St. and the alley is available with cart service only. Cart storage in garages would need to be shown on the plan. Please let me know if you have any questions.
