During review of the above noted application, it was found that the following information,
corrections, or clarifications are needed. Please redline plans or submit three (3) sets of revised
plans/documents with a written response to each of the items below to Theresa Umbaugh.
City of Edmonds handouts and standard details can be referenced on the City website under
Development Services Department, Engineering Division.
GENERAL
1. Please provide an itemized cost estimate for both on -site and off -site (right-of-way)
improvements, including traffic control.
o A bond is required to be placed for all right-of-way improvements. The amount of the bond
will be based on 120% of the City approved estimate for all right-of-way improvements.
The City will inform you of the appropriate bond amount after review of the cost estimate.

o Inspection fees for this project will be calculated at 2.2% of the 120% City approved
estimate for all improvements.
2. Clearly show all easements on the property, on all pertinent plan sheets, and provide copies of
the recorded documents for each. All new easements shall be recorded and copies provided to
the City prior to issuance of the building permit. Easements shall include provisions for
installation, maintenance & repair.
3. Parking stall layout and sizing, fire lane striping, signage and trash enclosure details should be
included with the civil plan set. Please reference architectural site plan and parking lot layout
plan within the civil plan set or provide copies as part of the civils.
STORM DRAINAGE REPORT & CALCS
1. Water quality for new pollution generating impervious is required, designed for the 6 month
storm. Dead storage is not a preferred alternative. Please provide an alternate design.
2. Detention Calcs & Design Specs of Detention Volume Worksheet:
a. Show time of concentration calculations and/or path. Minimum TC is 10 minutes.
Otherwise, methodology is good
C1.1— COVER SHEET & GENERAL NOTES
1. Please revise the General Notes as follows:
#16: End of sentence appears to have been cut off.
#27: End of sentence appears to have been cut off.
C2.1— TEMPORARY EROSION CONTROL PLAN
1. Revise sheet title to also state "Existing Conditions"
2. Please note requirement to post a temporary address sign at the entrance on 70th Ave W.
3. Indicate Railroad Ties as TBR.
4. Show staging area for materials, equipment & construction parking.
5. Show location of temporary chain link fence.
6. Construct rock entrance in a manner that allows for on -site turnaround.
7. Provide top and bottom of wall elevations.
8. Please clarify the second set of dashed lines along the west and north property lines.
9. Please indicate ownership of the existing detention and storm system located on the subject
property.
C3.1— GRADING & DRAINAGE PLAN
1. Please remove landscaping/features that are "TBR" from this plan sheet.
2. It appears as though the retaining wall along the south property line will have a surcharge from
the parking lot. Has the wall been designed to support a surcharge?
3. Is there an existing drainage easement along the north property line?
4. Please revise note re: installation of the by-pass storm system to state the system shall not be
activated until the City has inspected and approved.
5. The plans call out routing of the footing drains to CB #5, which drains to the existing detention
system. Footing drains shall connect to the outfall of the detention system or to the new
detention system if designed for such.
6. Provide RIM and invert elevations for all storm structures on site as well as for existing CB#3 in
the City right-of-way.
7. Please note the requirement for solid lids on the existing storm detention CB's as well as NEW
CB #1.
8. There are sections of an existing storm system shown along the south property line. Please
indicate what the purpose of this storm system is and if it is a functioning system. Will it be
abandoned with the construction of the new storm system and/or are additional easements
required? (Components shown on the plans: Existing CB, 12" CMP, 15" CMP, exist CB #2)

C3.2 — GRADING & DRAINAGE DETAILS
1. Please remove "grading" from the sheet title.
2. Refer to drainage report comments provided above. 0.5' dead storage is not adequate for water
quality.
3. Ladder rungs shall be polypropylene.
4. The detention system is proposed to be located under the driveway surface and therefore, 2' of
cover shall be provided.
5. Please call out detention pipe material.
6. Show location of inlet from CB #4. Will this inlet be pre -fabricated into the arch pipe?
7. Show inlet from CB #1 into CB #2.
8. Provide invert elevations for all inlets to the detention system.
9. Shear gate lift handle shall hook on ladder steps when shear gate is in the closed position.
C4.1— FIRE LANE STRIPING, WATER & SEWER PLAN
1. Please remove "fire lane striping" from the sheet title. Fire lane striping shall be shown on the
parking lot layout and striping plan.
2. Please remove landscaping/features that are "TBR" from this plan sheet.
3. All cleanouts shall be called out as 6" with 12" Cl lamphole covers where located at the edge of
the right-of-way and/or in asphalt/concrete surfaces.
4. Sewer lateral connection at the main shall be per City standard detail #6.4. Please revise plans
as required and reference and incorporate this detail into the plan set.
5. A 4" storz adapter shall be installed on the existing fire hydrant if one does not presently exist.
R2.00 — TRAFFIC CONTROL PLAN
1. Please revise sheet title to also state "haul route plan".
2. The traffic control plan should be part of the civil construction plans. Please renumber sheet and
incorporate into civil plan set.
3. Please revise NOTES as follows:
#3 - Entire street closures on 70th Ave W are not permitted. Please revise note as required.
#4 — Remove note.
4. Please clarify the placement of cones at entrance to site. Trucks that are hauling and/or
delivering materials to the site shall enter the site completely.
5. Please revise the traffic control plan to include set up for sewer crossing in 70th Ave W.
a. Show work area
b. A lane closure will be required. Entire closure of 70th Ave W will not be permitted.
c. Show placement of cones and additional signage required for lane closure.
P1.00 — PARKING PLAN
1. The parking plan shall include all required striping, signage, stall dimensions, etc. The
information provided here is in part already shown on the architectural site plan A1.1. Could the
two sheets be combined?
2. Show the limits of the asphalt paving.

3. Show the location of the required fire/aid address signage
4. Dimension parking stalls.
a. Standard, perpendicular parking stalls shall be 81/2' wide by 161/2' in length.
b. Parallel parking stalls shall be 81/2' wide by 20' in length.
5. Parking stall striping has been shown perpendicular to 70th Ave W on the property to the north.
Please note, a separate permit will be required to seek approval to stripe this area for on -site
parking. Also, for your information, there is a letter in the City files dated 11/29/00 that states
the parking stalls shall be removed. There is another letter dated 6/27/02 stating there is unsafe
parking of vehicles on the east side of 701h
6. Fire Lane dimensions and location shall be per the direction of Mike Smith, Acting Fire
Marshall. Fire lane striping shall be as follows:
a. 4" yellow perimeter striping identified with words "FIRE LANE — NO PARKING".
b. Letters shall be 12" high and 1" wide.
c. Wording shall be spaced 50 lineal feet on alternating insides of the lane.
A1.00 — ARCHITECTURAL SITE PLAN
1. Show all easements, existing and proposed, encumbering the property.
2. Call out building encroachment at SW corner of the property.
A1.10 — LANDSCAPE PLAN
1. Will a landscape irrigation system be installed? If so, please show the location of the meter and
the required backflow assembly on this plan sheet as well as the water/sewer plan.
