Previous letters in our file, dated 9-18-72 and 11-27-72, have noted that fill permit #710347 has expired and that in order to continue filling operations a new permit must be obtained. 2. Evidence of continued filling on the property and complaints in regard to the site conditions were investigated by this depart ment. The following was noted: a) Much of the fill material is unsuitable for use as fill. b) Some of the fill is endangering a storm drainage channel. 3. 'She responsibility for control of illegal dumping on private property rests with the owner. 4. Please take steps to comply with the provisions of Chapter 70 of the Uniform Building Code prior to March 1, 1973. Very truly yours, EDMONDS BUILDING DEPARTMENT HMW/ae cc: Ron Whaley, CAO Harry M. View An inspection on March 23, 1973, revealed that no attempt has been made to clean up the conditions that exist at the above site, where trash, garbage and illegal dumping and land fill without permit is creating a condition that has riot only brought a rash of citizen complaints but a hazard to a -storm drainage channel. Our letter of March 22, 1973 outlined the problem. If no steps are taken to correct it before April 6, 1973 this matter will be referred to the City Abatement Committee to institute legal action. Some amount of fill has sloughed into the stream bed. We must ask that prior to the depositing of any more material that the stream bed be cleared and that a slope of two horizontal to one vertical be created and maintained.
