Dear Mr. Reeves:
Upon request from Bill Heide, B & H Design, I examined the rockery wall con- a
structed at 18510 Olympic View Drive.
The following observations were made. The rockery wall is constructed with
large three to four man quarry rock. The rock appears to be strong, dense,
durable weather resistant ledge rock similar to Monroe Quarry rock. Most of
the bottom rock was placed 8-inches to 12-inches below the existing surface.
The area behind the rockery was filled with clayey type soil varying in depth
from 2 to 5 feet at the rock wall to approximately 1 foot of depth 40 feet i
east at the base of the slope from Olympic View Drive. Directly behind the ID1
rockery on the fill side 2-1/2 inch minus crushed quarry rock was placed. ByI
scratching the top it appears that the 2-1/2 inch rock was at least 18 inches
thick extending to the bottom of the rockery.
In examining the placement of the individual rocks generally they are satin- _ $
factorily seated except in some instances a better selection of rock shape �� ,
may have been used. Due to the limited number of rocks needed for the wall v
selection is minimal. A few top rocks were put on point loading which caused
k
them to rock It was sug4ested that they be shimmed uo to stabilize them,
more to correct an unsafe condition than for structural value.
Past experience with several hundred ton of rockery placed in the City of
Edmonds, it is my opinion that the rockery wall is more than adequate to
support the fill behind it.
Since the construction was not witnessed by me, this conclusion is based on
the premise that a minimum thickness of 12 inches of gravel was placed behind
the wall along its entire length to the full depth of the rock wall and;.,th,atM I

SUBJECT: 18510 OhYMPIC VIEW DRIVE
We were requested by San Juan Pool Co. to inspect
the above site. The rockery supporting the southwest corner
of the.pool area was already in place.
Pat Wilson, Assistant City Engineer, figured calcu
lations on rockery stability and was not satisfied with the job.
His recommendation on this job reads as .follows:
"The second and third courses appear to be improperly
rc
keyed into the base course and into each other. This poses a,
potential hazard to the property immediately downhill from the
site. We, therefore, strongly suggest that the applicant fur-
nish for our review a licensed Civil Engineer's certification'..
calculation for the stability of the rockery."°.
To confirm our recent telephone coversation, the pool cover'
at the above address requires a building permit) and a variance
if it does not meet the zoning setbacks.%
The property is zoned R5-12 which requires the setbacks of;
front - 25', side - 10', and rear - 251..:

Dear Mr. Taylor:
Building Division records indicate that you have been repeatedly
notified of your building permit which has expired without final
inspection. Section 305 of the Uniform Building Code, as adopted by
the City, states, "it shall be the duty of the person doing the work
authorized by a permit to notify the Building Official that such work i
is ready for inspection... there shall be a final inspection and
approval on all buildings and structures when completed and ready for
occupancy or use."
Please notify the Building Division within 15 days date of this letter
to schedule for a final inspection. If we do not receive a response

City Codes, as adopted from the Uniform Building Code, must have a
final 'approval on the completed work.
