I believe proper systems have been installed and they only need to be maintained. I would like to carefully and meticulously explain the past erosion problems, the latest control systems, and propose an evaluating system. Past history: Over many years uncontrolled surface water slowly eroded a gully, moving slowly in an easterly direction toward the new residence of Mr. Ike King. Eventually a 25' to 30' bank over a very tough and compact "glacial till" soil developed to the west of King's and north of our site. Since installation of the major 12' culvert pipe, only two washes of any consequgnces have occured. Both washes involved constricting water flow into the 12' culvert which was installed approximately 15 years ago. In approximately 1972, the line was out and a swimming pool drain was crudely installed and connected into the side of the 12' culvert. The system eventually plugged and resulted in storm water washing over the bank. Last winter the easterly 12" open vertical pipe end was plugged with a wooden barrel bottom and resulted in surface water wash that finally plugged the second 12' horizontally grilled water collector. Water then ran over Mr. King's roadway, down his side yard and finally over the 25' bluff. This damaged Mr. Kings newly landscaped yard and flooded part of his finished basement. Present and new control systems: All past storm water originating from the south- east side of the gully ran unchecked down a private road and crossed our lot in a northwesterly direction to finally flow over the bluff in front of Mr. King's residence. All of the storm water runoff is now picked up in four separate systems and directly piped down the south side of our lot (away from King's bluff) to the railroad ditch. All road water is now collected in three separate catch basisns and tightlined In 6" and 4" pipe to the Burlington Northern tracks. All roof and foundation Mr. Harold Reeves November 30, 1981 Page 2... water is tightlined to the tracks, and finally, we have installed a French drain 10' back from our north bluff and tightlined the same to the south lot side and down to the tracks. In the past storm water originating above Olympic View Drive (north and east of the gully) which ran into the one open end 12" culvert collector now is backed up by a major grilled collector in front of King's home. King also installed a new tightline surface water drain system, just this past summer to gather any possible future overflows down his sideyard. Mr. Bob Franklin, Redmond City Engineer and past City of Edmonds Engineer, mentioned that there are several new plats with improved storm water collection systems east of Olympic View Drive which will result in less future storm water volume to our area. Also, a past problem was brought to light by the letter from Mir. James Adams to Mr. Jerry Morey, the easterly adjacent neighbor to Mr. King and to me. The certi- fied letter states, "the need to keep the culvert installed on your property clear of obstructions and fully operational," and "it is your responsibility to maintain it in a properly working order." The notice to Mr. Morey should result in additional awarness and caution on his part to keep the 12" culvert open. Further, Mr. King and I, who reside along the gully are going to be closely moni- toring the culvert entry area. If any materials plug the open entry or the secondary grilled entry or the third line back-up system, we will certainly be ready to take immediate action. Mr. Hemphill, Soils Engineer, informed us our homes would remain very secure and safe even in the most severe of conditions. Our portion of the bank is being covered with ivy and other protective fauna, and additional plants and seedlings are planned by our landscaper for spring installa- tion. We have had several record storms with very heavy rains in October and November of this year. All the runoff water from our side of the gully has been totally elimin- ated from the bluff and Mr. King's and the City of Edmonds drainage systems have easily carried the remaining gully water. Evaluating Systems I would like to recommend that the City and I record bench marks in the gully in front of Mr. King's property and along the north bluff. Thus any future erosion could be measured and evaluated. If it develops that "uncontrolled" storm water runoff still exists as you suggest, then we would be able to scientifically measure and evaluate the resultant damage. At that time, optional property protection measures could be designed and activated. f� Since the property has been developed into permanent homesites and represent very large financial investments to both Mr. King and me, any erosion problems that may develop will obviously be corrected promptly. I very firmly believe only protective measures are now required, not corrective. If the erosion measuring and evaluation system is acceptable, we will measure four or five key bluff and gully depth points and with the City's blessing occupy our new home on December 10, 1981. �James nc A. The purposes of this study are to investigate slope stability conditions ano to recommend foundation design parameters SITE CONDITIONS J�' The topographic features noted on site are as follows; a) Rolling upland terrain b) Steep bank slope with an approximate angle of 50 k;1A degrees from the horizontal towards the railroad track at the toe of the slope J Steep landslide scarps Although, the landslides are mainly confined in the adjacent property located north of tne subject property, the slides are heading towards the subject property. Some parts of the slides have already encroached into your lot. The vertical bluffs in some locations are as high as 30 feet. The total height of the bank is approximately 90 feet. Lovell Sauerland and Associates have conducted topographic surveying on the site as shown in Figure 1. A slope profile was developed based on the topographic measurements, as shown in Figure 2. As is evident from Figure 2, the slide debris composed of loose sand still exists on the slope, indicating that the debris movement could occur at anytime. A storm drainage line constructed with corrugated metal pipes is located along the north side of the property. The outfall of the pipe is directly discharging at the toe of the slope, causing slope washing and undercutting the bank. We have advised Mr. J. Smith that this condition should be stopped by placing riprap and chute, since another slide could occur when the erosional condition persists in the area. We believe that the erosional undercutting was the major cause of the landslide in this area. You should contact adjacent property owner and discuss the problem as soon as possible. So far the main slide occured in your adjacent property located north of the subject site. II. . SUBSURFACE SOIL CONDITIONS The soils examined on the basis of soil exposures on steep slide scarp indicated that the on -site subsoils were mainly composed of compact to dense fine to medium sand(Esparance sand unit). Some groundwater seepage was noted from the sand layers. It should be realized that the sand layer exposed on the weathering can erode very fast. " - 2 - III. RECOMMENDATIONS 3.1. CAUSE OF SLIDE The major slide in the area occured from the surface water erosion. Urbanizations along the steep slope in the vicinity of the subject property would have increased the storm water runoffs to the slope. The concentrated runoffs were discharged on a relatively steep slope. Consequently, the slope erosion would have inevitably occured, to cause gullying, undercutting, and sliding. Presently a tight -line carries water from the top of the bank to the toe of the slope where Burlington Railroad track exists. It is our opinion that, before the construction of the line, the slope was scoured and slided at very fast rates from the uncontrolled runoffs for a long time. After the construction of the tight -line, the rate of slide would have been decreased at a very slow rate. But the undercutting still occurs at the outfall of the tightline. In the future, if uncontrolled runoffs occur from any erosion such as storm drainage failure, or water main failure, there will be another big loss of the ground. 3.2. FUTURE SLOPE CONDITIONS The slope angle will eventually recede to a 45 degree angle from the horizontal in the future, if the slopes are adequately protected from the surface water runoff. erosion. To control the runoffs, the surface water should be collected, and flow through a tight line to the toe of the slope. The existing storm drain outfall from the existing pipe tend to cut the slope in the toe area of the bank. Therefore, riprap should be constructed to prevent the future erosion as soon as possible. - 3 - seeded or planted with vegetation so that no soil particles are consistently washed away by the rain. The owner should consult with landscape consultants to obtain a vegetation type and a method of planting. If, after the building construction completion, another major erosion occurs due to uncontrolled runoffs, then the damaged slopes should be restored by properly engineered structures such as gunite walls or bulkheads to prevent further erosion. To prevent the excessively expensive restoration work as described above, all the storm drainage systems in the area have to be inspected periodically. Any siltation in the drainage system should be cleaned out so that the storm drainage systems are not clogged up. No existing vegetation cover on the slopes should be disturbed. In the slide area, the vegetation should be restored to alleviate future erosion. All the roof drain and surface water should be collected into catch basins and tight -line down to the slope. In our opinion, gunite walls or bulkhead are not required at this time, if the slide preventive measures described above are applied. 3.3. FOUNDATION DESIGN PARAMETERS If the slide preventive measures discussed in the previous section are performed in a satisfactory manner, a building can be constructed with the following recommendations: a) The foundation should be set back at least 40 feet from the bluffs, providing that the bluffs side of the building be built on drilled piers as shown in Figure 2. 4 - -y: b) The back side of the building can be supported on spread footings with shear keys at 5 foot minimum depths. c) The shear keys and piers should be structurally connected at the floor slab level so that should any potential lateral movements of the piers occur, the movements can be restrained by the structural connections between shear keys and piers. d) Spread footings can be designed on the basis of a bearing pressure of 2000 psf. e) The drilled pier with 18 inch•in diameter can support 20 tons The piers should be reinforced. IV. ADDITIONAL RECOMMENDATIONS The analyses and recommendations are formulated based on the site conditions as they presently exist. If, during construction, the site conditions are different from those encountered in this investigation, we should be notified so that we can review these conditions, and reconsider our recommendations wherever necessary. The owner should accept that any building built near the bluffs or steep slope involves some risk, during the service lifetime of the building. These unexpected conditions frequently require an additional expenditure to attain a properly constructed project. Therefore, some contingency fund should be made available to cover potential extra costs. This report is prepared for the exclusive use of the engineer, architect, and contractor, for specific application on this project in accordance with generally accepted soil and foundation engineering practice. Subject: Soil and foundation investigation On 18 August, 1981, at the request of James Smith, Dale Hemphill of HEMPHILL ASSOCIATES investigated the site of the proposed house to be located at Lot 2, Block 2, Plat of Seahurst in Edmonds, Washington. The purpose of the investigation was to determine the stability of the slopes adjacent to the proposed house and the adequacy of the existing foundations. Geologic research and a soil investigation at the site revealed that the soils are composed of silts, sands, and gravels that have been glacially compacted. The slopes to the west above the railroad tracks are approximately 30 to 40 degrees, are tree and shrub covered, and appear to be fairly stable. There is no evidence of any instability. The steepest slopes at the site are to the north and northwest in a gully that had been formed by concentrated stormwater runoff. Some slopes in the gully are vertical and expose glacially compacted silts, sands, and gravels. Control of the stormwater runoff will nearly eliminate any future heavy erosion in the gully. Minor erosion will continue to occur due to freezing and thawing and wetting and drying. The minor erosion will be a slow process. The eroded soils and any minor slides resulting from undercutting of the slopes will eventually build up a pile of protecting slough. The protecting slough will protect the slopes against the weathering processes. HEMPHILL estimates that under the worse conditions the eroding slopes will never reach the proposed house unless the protecting slough is allowed to be washed away by uncontrolled stormwater runoff. The natural type of erosion processes of the slopes in the gully will be slow, and any undesireable loss of the adjacent yards can be prevented in the future by several methods of protecting the slopes. n r T 12 pr:M . SMITH and MYRTLE ANNE SMITH, husband and wife, hereinafter "Smith." RECITAL: 1. The City of Edmonds is the beneficiary of a "Notice of Easement and Maintenance" recorded in Snohomish County under Snohomish County Auditor's No. 2165355. 2. Smith desires to install a water line on an easement granted pursuant to the terms of an Easement and Maintenance Agreement recorded in Snohomish County under Snohomish County Auditor's Receiving No. 8105290195, which water line shall also run over, across and through the South 10 feet of the real property which is the subject of the easement described in number one above. NOW, THEREFORE, the parties hereto agree as follows: 1. The City of Edmonds does hereby grant to Smith and all future owners of the real property described in Exhibit A attached hereto, the non-exclusive right to install, operate and maintain a water line over, across and through the South 10 feet of the real property which is the subject of an easement recorded under Snohomish County Auditor's Receiving No. 2165355; provided said use does not interfere with existing uses. The rights herein granted are intended to be a permanent right and a covenant running with the land. 2. The rights herein granted by the City of Edmonds are granted in consideration of Smith and all future owners of the real property described in Exhibit A, agreeing to be responsible for the installation, operation and maintenance of said water line. Further, Smith and all future owners of said real property shall -1- 5 a restore said real property, after installation and construction of a water line, to its present condition and shall be responsible to maintain the same in its present condition from any disturbances caused by the maintenance and construction of said water line thereon. Smith and all future owners of the real property described in Exhibit A attached hereto shall release, indemnify and hold the City of Edmonds harmless from all claims and costs, including reasonable attorney's fees, from the installation, operation and/or maintenance of the water line installed pursuant to the terms of this agreement, including any claim arising out of the issuance of any building and/or occupancy permit for the single-family structure on said property, and shall name the City of Edmonds as an additional insured on their homeowners policy maintained to insure against fire and other casualty, including extended coverage in an amount not less than $300,000.00, to protect the premises described in Exhibit A attached hereto from the risks set forth herein, and shall provide the City of Edmonds with proof of the existence of such insurance at reasonable times.
