A. Building Costs/Description
Counterpoint proposes to build a 15 bed group hone, or Congregate;` Care
Facility (CCF), for chronically mentally ill adults in SoutE Snohomish
County. It will be available to all clients between the ages of 18
x through 59 but will be more oriented towards serving. adults aged "25
to 40. This is only a guideline and not a limitation, the purpose of
setting this as a criteria is to provide a homogeneous;gpoup setting
which would enhance the rehabilitative nature of the program. The
purpose of a mental healthcongregate care program,is..prevent'hospxtaliza- '
tion of mentally ill persons, maintain such persons in a'safe, secure env-
ironment, arrange for medication and treatment services and: assist clients
who have rehabilitation potential to achieve greater independence.
Core to the program will be the concept that people can .change and need:
to be willing to commit to treatment in order to live :in the facility.
Each resident will have service plans required by the Washington
Administrative Code. (WAC). Facility staff will approve each resident's
treatment plan and consult regularly with treators`at Counterpoint
Clinic.
Snohomish Countv Housing Authority, as the project sponsor,.is applying,
to the State of Washington for $100,000 of a total $527,000 remaining'
of Referendum 37 monies assigned to Region III.. The referendum proiects
the sale of $25 million in state general obligation bonds to finance

Countv.service area, which has the highest population of any service area"in
the County, has no CCF-MI facilities.

Dear Property Owner:
Our firm represents the Housing Authority of Snchomish County
which is in the process of applying for a Conditional Use Permit'.
from the City of Edmonds. The permit would allow use of
property located at the northwest corner of 212th St. S.W. and
80th Ave. W. as a residential facility for mentally ill adults
who have made a committment to.treatment and are in the process
of transition to independent living back in the Snohomish County
community. This facility would house 10-15 residents and two,
counselors.
Presently, there is a dilapidated building on the property which
would be replaced with a new structure cf residential design'. The
site is zoned for multiple -family use which is consistent with
the proposal of the Housing Authority.
The program would be run by Counterpoint, which is a ncn-profit
community mental heath agency that offers a wide range of
services to residents of Snohomish County. Counterpoint
currently runs a cluster living program in Mountlake
Terrace that has been successful for many of its residents and
has proven to work well in the residential community. This
request is supported by local Mental Health Services and Stevens
Hospital and is justified by a needs assessment that was prepared
for the Snohomish County Mental Health Board.
We are now in the process of making application to the City for
the Conditional Use Permit. You will most likely be notified
by the City of a neighborhood meeting within the next two weeks.
While such a meeting is required by the Code, the Housing
Authority is committed to working with the area residents in
discussing this proposal and to involving the community early in
the permit process. For this reason, we are notifying residents
as soon as possible so that any concerns you night have are
addressed by the time we meet. We are eager to answer any
questions, so please feel free to call our office at 258-9308 and
