Edmonds, WA 98020 RE: BUILDING PERMIT #: 850505 @ 18606 OLYMPIC VIEW DRIVE Dear Mr. Adams: This letter is to clarify the correction notice of 1/2/86. A review of our records under the subject permit revealed no approved drainage plan. However, Jerry Hauth, the Drainage Engineer, indicates that a plan was approved. Possibly both approved copies were inadvertently released when the permit was issued. If you have an extra copy of the approved drainage plan, please return it to this office. Also in our records, is a red -marked copy of a combination unapproved drainage plan and temporary erosion control plan (one sheet) along with a topographic plot plan. The topographic plan shows pre-existing elevations and proposed finished grades. The combination drainage/erosion control plan shows a drainage system design which has been installed and approved by the City. Also, this combination plan shows a berming system for the temporary control of storm water. Even though the City does not currently have an "approved" drainage plan for this project, we have accepted these two unapproved plans as to their intent and purpose, based on the recollections of the Drainage Engineer. To clarify, the earth berm on the north property line may remain in place beyond the time limit set by the correction notice. To help make clear what appears to be a confusing situation, the following summary may be helpful: 1. All surface water must be controlled on site so as not to impact any neighbor's property. The berms, as indicated in the temporary erosion control plan, must be removed when it becomes evident that they are no longer required; when other equally effective methods are. employed ie., seeding, ground cover plantings, etc.; when the house is ready for occupancy and the permit ready to 3, final, whichever comes first. He and the city's drainage engineer will be looking at the situation this coming Tuesday, December 23, For the record, please refer to the letter we sent to Jerry Saterlie of your department on January 10, 1986, with copies to Mary Lou Block, Jerry Hauth, and Scott Snyder. In that letter we outlined the considerable changes in grade, by both cutting and filling, which have taken place on the Adams' property since construction began there in the fall of 1985. None of the changes in grade appeared and, to our knowledge, still do not appear on any final grading plan for this property in the city's possession. We also men- tioned that should such changes in grade adversely affect our house, land, or vegetation, we would hold the city liable along with the Adams. As we did in that letter, we would like again ask you to pay particular attention to Chapter 18.40 of the city's building code, especially Item 7 which limits the amount of fill permitted and expressly forbids that it obstruct a normal drainage course. This house is 15 years old. We have lived in it 13-and-a-half years of that time. We have never had water in our basement or garage, a part of the basement, under any circumstances, including those occurring during the severest rainstorms. The present problem has occurred since the Adams' property has undergone changes in grade, making large portions which formerly were lower than our land, several feet higher. We are looking forward to your attention to this matter.
