HAHN DIRECTOR Mr. Frank Leifer Frank Leifer Construction 810 Twelfth Avenue North Edmonds, Washington 98020 RE: Permit Application 18923 Olympic View Drive It has cane to the attention of the Building Division that you are grading, and constructing foundation forms without the necessary City permits. This is a violation of Section 301 and Chapter 70 of the Uniform Building Code. You are hereby notified to STOP WORK until such time as you have obtained the required permits. The cut slope on the east side of the property was made without required permits and is in violation of Chapter 70 of the Uniform Building Code. It will be necessary for you to provide additional plan details based on recommendations of a licensed Soils Engineer for permanent support of the cut (this should be part of your site grading plan) . Notwithstanding any conversations you have had with other staff or the Director, other plan submittals need to be made prior to permit issuance. These include, tuv copies of a revised site plan showing the location of the front porch structure in compliance with the City zoning provisions. At this time your permit application submittal has been under review for eleven working days. It is our intention to issue you a permit in a timely manner. However, no approvals can be made until your plans are complete and correct in showing conformance with City regulations. The Stop Work order is to remain in effect until such time the permits are issued. If you have any questions please contact me at 771-3202. HAHN DIRECTOR By letters dated November 14, 1986, December 11, 1986, and January 5, 1987, you were informed of the requirements for a grading plan (UBC 70), and a plan for permanent slope support to be prepared based on recommendations of a licensed geotechnical engineer. Permit #870001 was issued to you based on your statements that these items would be "taken care of". The City is in receipt of several complaints from the neighbor to the west concerning the problem with the storm water originating from your construction site. The cut slope on the west side of the lot is in violation of the provisions of UBC Chapter 70 and continues to erode and slough. The Building Division will no longer accept your statements in lieu of providing the required engineering data. This letter will serve notice that a STOP WORK order as provided by UBC Section 202 has been issued for permit #870001 and will remain in effect until such time as the required engineering data is received, reviewed and approved by the City Building Division. Please contact the Building Division within (3) three days date of this letter regarding your intentions.
