I have completed the environmental review on the project, and the appeal period for the review expires on April 22. Although the environmental review appeal period will expire after that date, there are several items which need to be corrected on the plans. They are as follows: 1. Height calculations need to be refigured for a residence that is 25 feet in height. The calculations need to be for the residence only. 2. Plans indicate a garage height of 16 feet. Maximum height of a detached structure is 15 feet. Please submit plans indicating a garage height that meets code. 3. A datum point for height calculations needs to be shown. 4. A fence at least 4 feet high with a self closing, self latching gates is required for the swimming pool. Please submit plans indicating this fence and location of gates. 5. The lower level of the house indicates a living room, with a wet bar. Accessory dwelling units are not permitted in new single family dwelling units. Please remove the living room from the lower level plan. If you wish to keep the wet bar, please complete the enclosed Covenant. It ensures the City that you or a future owner will obtain a Conditional Use Permit after at least three years for an accessory dwelling unit, as required by Chapter 20.21 of the Edmonds Community Development Code. I must respectfully decline your request at this time. The matter of allowing drain lines on railroad right-of-way, for the purpose of conveying drainage, has been under discussion at BN for some time. While we recognize an obligation to handle natural drainage that enters our right-of-way via the ground, we are not satisfied that this requires us to accept the placement of tight lines into our drainage ditches or culverts. Although tight lines initially may provide some benefit from erosion, they are generally unsatisfactory for a number of reasons: 1. They are poorly maintained, and plug up over time, resulting in breaks in the line which cause rapid discharge of water and serious erosion. 2. There are vandalized, which causes the same problems as No. 1. 3. They usually are connected to roof and driveway drains, which result in overtaxing railroad drainage facilities, since we receive much more storm water at a rapidly increased rate. My suggestion to you would be to design a storm water retention system, which would collect runoff from roofs and driveways, and first direct as much as possible into a municipal storm water system. The remaining drainage should be filtered back into the ground in such a manner, and location, to allow for the natural absorption or evaporation, and therefore the natural dissipation of runoff into the hillside. Burlington Northern's denial of allowing a tight line to the existing drainage swale at the toe of the bank leaves me with only one feasible solution. As you stated, current law requires adjacent down gradient properties to accept runoff from upgradient properties, when no municipal system is available. This runoff is to be no greater than pre -development rates and shall not be concen- trated. To conform to the law, I will be installing an infiltration trench along my west property line which lays approximately 75% down the bank slope. This will require removal of some of the existing vegetation on my property. Approximately 70 cubic yards of soil will be used to provide nearly 2 feet vertical depth of fill. The fill material will not be placed within a 3-foot set back of the top of the slope. Site conditions are considered to be compatible with the proposed placement of fill. This distribution of the load will be less than 250 lb/sf over approximately 900 sf. Existing grass, shrubs, and vegetation should be removed prior to placing the fill. Fill material should be placed in even lifts and rolled to prevent differential settling. Edmonds Code requires a drainage control plan for developments which exceed 21000 square feet of new impervious covering. This letter describes the pre-existing conditions and proposed improvements, and the site development plan is submitted for your review. The proposed structure and site improvements total approximately 7,100 square feet. The difference amounting to approximately 1,300 square feet of new impervious surface. "' The drainage system for the existing improvement included sheet flow of surface water from parking and drive areas to a catch basin located at the Northwest corner of the existing house, then to a 6" concrete tile tightline which daylighted at approximately 410" down from the top of the bank at the Northwest Corner of the property. All roof and foundation drains were tightlined into this system. Due to the concentrated flow at the pipe outfall, minor erosion and spalling of material from the bank has occurred over the years. The proposed drainage control for the new structure and improvements include a trench drain which will collect drive and parking area runoff.
