The proposal to locate a waste collection area to the lower west side of the building was
discussed with staff and rejected due to several factors, including the large number of separate
containers involved, required screening, compromised convenience for upper tenants, and
property line issues.
It has been determined that proper screened enclosure(s) will need to be located in accessible
area(s) of the upper parking lot accessed from 5th Avenue S and/or Howell Way. Any enclosure
will need to meet the minimum Public Works requirements, which can be viewed at

A logical spot for locating a large enclosure appears to be along the south side of the parking lot,
likely needing a footprint near equivalent to 5 parking spaces. Two separate enclosures could be
considered, one on the south, the other on the north side, with the idea of each needing smaller
footprints. Width of the structure and clear open accessibility are the driving factors for the
minimum standards.
