Property Owner Applicant City of Edmonds Rich Lindsay 121 5a` Ave N City of Edmonds Parks Manager Edmonds, WA 98020 B. Introduction The City of Edmonds is proposing to place a monument sign on the southwest corner of the intersection of 15th Street SW and 100'x' Ave W for the Edmonds Memorial Cemetery & Columbarium (Attachment 1). The sign is considered a government sign, and pursuant to ECDC 20.60.095 is exempt from the regulations of the Sign Code chapter, except that the dimensional and placement standards shall apply. The subject site is zoned P — Public Use, and pursuant to ECDC 16.80.030.13, sign are subject to ADB approval. C. Findings and Conclusions The Edmonds Memorial Cemetery site at 820 150' St SW is zoned P — Public Use (Attachment 2). 2. The proposed monument sign is a government sign, and pursuant to ECDC 20.60.095 is exempt for the regulations of the City of Edmonds Sign Code, ECDC 20.60, except that the dimensional and placement standards shall apply. 3. ECDC 16.80.030.A requires a minimum setback of 25 feet for all structure within the P zone. 4. The corner where the City of Edmonds proposes to place the sign is within the 25 -foot setback, therefore, in order to place the sign at this location no portion of the monument may be greater than 36 inches in height. 5. The Cemetery is generally bordered by commercial properties to the south (BP, BN, and BC) and residential properties to the north (RS -6 and RS -8). Pursuant to ECDC 20.60.045, the maximum sign area for a single freestanding in the surrounding zones are as follows: Zone Maximum Area of Sign RS 4 square feet (individual residence si } BN, BP 24 s uare feet BC 32 square feet 7. ECDC 16.80.030.D states that signs shall be kept to a minimum size, which is compatible with the surrounding neighborhood and uses, while providing adequate visibility. 8. The City of Edmonds is proposing a 24 square -foot sign, which is the minimum necessary to provide adequate visibility is compatible with the surround neighborhood and uses. F. Decision Based on the findings, conclusions, and attachments to this report, staff finds that the design review for the Edmonds Memorial Cemetery & Columbarium monument sign (BLD -08-920) is APPROVED with the following conditions: 1. No part of the monument sign may be greater than 36 inches in height. 2. Landscaping around the base of the monument sign must be maintained. G. Attachments 1. Landscaping Plan 2. Reconsideration and Appeals Per 20.95.040, a permit applicant may request a reconsideration of this decision by either the original decisionmaker or the planning manager. if the applicant requests reconsideration by the planning manager and the planning manager is not available to render a decision with the time limits required by the ECDC, the planning manager shall designate a supervisor of the original staff decisionmaker to rule on the reconsideration. The request for reconsideration shall be filed in writing with the planning manager within 14 working days after the date of the decision. The requested decisionmaker for the reconsideration shall approve, conditionally approve, or deny the application. The decision shall be in writing, and shall be appealable to the hearing examiner under Chapter 20.105 ECDC.
