- STAFF DECISION -
ADB -2007-70:
An application by Lisa and Joseph Petschl for an addition to an existing multi -family structure as well as
the conversion of an existing carport into a garage (Attachment 1). The subject property is located at 275
— 4t" Avenue South in the Multiple -Residential (RM -1.5) zone.

Project Proposal:
The applicant is proposing a 536 square foot addition on the third floor of an existing multi -family
building and to enclose the existing carport into a garage. No change is proposed to the existing number
of units within the building. See Attachments 3 and 4 for a site plan and building elevations of the
proposal. The applicant has applied for a building permit for the addition/remodel under File No. BLD -
2007 -0725 (Attachment 1).
Design Review Process:
The proposed project requires General Design Review. Projects that remain under the SEPA threshold
are reviewed by staff with the building permit, and the design review is considered an administrative Staff
Decision subject to the requirements of ECDC 20.11 (General Design Review) and 20.95.040 (Staff
Decision — No Notice Required).
Analysis:
Consistent building materials are proposed to be used for the upper floor addition and conversion of the
existing carport into a garage. The proposal is consistent with the design of the existing structure. A
building permit for the proposed improvements will need to be approved prior to construction.
Technical Review:
The Engineering Division, Building Division, and Fire Department have reviewed the building permit
application (File No. BLD -2007-0725) for this project. Any comments from these departments will be
provided as part of their review of the building permit application.

Public Comments:
Projects that remain under the SEPA threshold are reviewed by staff with the building permit, and the
design review is considered an administrative Staff Decision subject to the requirements of ECDC 20.11
(General Design Review) and 20.95.040 (Staff Decision — No Notice Required). Therefore, no public
notice was required for the subject application. The City has not received any comment letters for this
project.
Decision:
Based on the facts, conclusions, and attachments to this report, staff finds that the design review for this
project (File No. ADB -2007-70) is APPROVED with the following condition:
1. The applicant must obtain a building permit for the proposed work, and individual elements of this
project are required to meet all applicable city codes.

Appeals:
The following is a summary of the deadlines and procedures for filing appeals, pursuant to ) ;CDC
20.105.01 O.A, which describes how appeals of a Staff Decision shall be made. The appeal shall be made
in writing, and shall include the decision being appealed along with the name of the project applicant and
the date of the decision, the name and address of the individual or group appealing the decision, their
interest in the matter, and reasons why the appellant believes the decision to be wrong, and the fee. The
appeal must be filed with the Development Services Director within fourteen (14) calendar days after the
date of the decision being appealed. Appeals are presented to the Hearing Examiner.

DETAILED SCOPE OF WORK

Additions (additional square footage): Specify room use, floor level and square footage and
direction if applicable (i.e. 545 square foot master bedroom/bathroom addition on the second floor
with 140 square foot deck and 245 square foot kitchen addition on the main floor. South side of
house).
Remodels (interior renovations): Specify room uses and floor levels (i.e. combine bedrooms 1 and
2 on the main floor to create new master bedroom/bathroom; replace dining room sliding glass door
with new French doors, reconfigure kitchen with new island prep counter and install new gas fireplace
in the living room).
