ADB -2008-55: Edmonds Medical Center proposes to remove a Douglas fir tree planted as part of
an approved landscape plan and replace it with a Japanese maple.

B. Introduction
The applicant is proposing to remove a Douglas fir tree planted as part of a landscape plan
approved under ADB -125-79 (See Attachment 1) and replace the Douglas fir with a Japanese
maple. The Douglas fir roots are pushing up a sidewalk leading into the Edmonds Medical
Center and are lifting areas of the parking lot in a handicapped zone. The subject application
does not trigger SEPA review because as it is an amendment to an approved landscape plan;
therefore, the proposal may be approved by staff as an Administrative Staff Decision, subject to
the requirements of ECDC 20.95.040.
C. Findings and Conclusions
1. The subject property is zoned RM 2.4. The City of Lynwood borders the site to the south and
east. The properties to the north, across 195 St SW, are zone RS -6. (See Attachment 2,
Zoning and Vicinity Map)
2. The project site consists of relatively mature landscaping as the landscape plan was approved
in the early 1980's. The Douglas fir tree proposed for removal is approximately 45 feet tall.
Directly to the north of the Douglas fir tree are three cedar trees of approximately the same
height.
3. The roots of the Douglas fir are pushing up a sidewalk leading into the Edmonds Medical
Center and may pose a safety issue. Additionally, the roots are causing ripples in the parking
lot in a handicapped zone.

4. Replacing the Douglas fir with a Japanese maple that is more appropriately sized for the
planting area will address the sidewalk and parking lot issues and prevent the need for more
maintenance in the future.
5. Given the presence of the three cedar trees that will remain, the landscape of the site will not
be dramatically altered by this proposal.
F. Technical Review
The Engineering Division, Fire Department, Public Works Department, and Parks and Recreation
Department have reviewed this application and none of the Departments/Divisions raised any
concerns with the proposal.
G. Decision
Based on the findings, conclusions, and attachments to this report, staff finds that the design
review for file number ADB -2008-55 is APPROVED.

1. Reconsideration and Appeals
Per 20.95.040, a permit applicant may request a reconsideration of this decision by either the
original decisionmaker or the planning manager. If the applicant requests reconsideration by the
planning manager and the planning manager is not available to render a decision with the time
limits required by the ECDC, the planning manager shall designate a supervisor of the original
staff decisionmaker to rule on the reconsideration. The request for reconsideration shall be filed
in writing with the planning manager within 14 working days after the date of the decision. The
requested decisionmaker for the reconsideration shall approve, conditionally approve, or deny the
application. The decision shall be in writing, and shall be appealable to the hearing examiner
under Chapter 20.105 ECDC.
