C. Findines and Conclusions
1. The Town Squire site was developed in the late 1960s. The original landscape plan for the
site (Attachment 1) indicates a variety of landscaping throughout the site including a large fir
south of the residential building as well as a row of trees along 212"' Street SW.
2. During the past 40 years, landscaping at the site has undergone numerous unreviewed
changes and today looks as it is indicated in Attachment 2 and described in Attachment 3.
3. The landscaping that currently exists is in need of maintenance (Attachment 3). Several trees
are in need of removal because they are too close to buildings or power lines. Attachment 2
visually indicates which trees are to be removed and what landscaping will be pruned or
trimmed.
4. Landscaping on multifamily parcels must be the requirements of ECDC 20.13. The existing
landscaping on the site meets the intent of the landscaping types listed in ECDC 20.13. Only
one tree is being removed on the exterior of the site and that particular tree (#43) is but one of
many other trees along the southern edge of the property.
D. Technical Review
Because the maintenance and removals are taking place on the interior of the site, technical
review was not required.
E. Decision
Based on the findings, conclusions, and attachments to this report, staff finds that the design
review for file number ADB -2009-44 is APPROVED with the following conditions:
1. The proposed landscape maintenance and tree removal at the Town Squire site shall be
performed in accordance with the Arbor Barber Tree Service report dated July 29, 2009,
2. Tree and vegetation removal shall remain entirely on-site. No portion of the trees or
vegetation shall fall within the City right-of-way; should closure become necessary, a
separate right-of-way construction permit shall be obtained from the City prior to any
sidewalk closures.
3. Ground disturbed during the removal of the identified trees shall be replanted to match the
existing condition in the immediate vicinity of the removed trees.
4. A final landscaping plan shall be submitted once species are selected as replacements for the
removed trees.

I am preparing a Land Use Application to the City of Edmonds for the Town Squire
Condos, managed by WPI Real Estate Services, Inc. The application is to update the
existing landscaping plan for maintenance of existing vegetation.. On this document you
will find the updated site map with existing trees and shrubs indicating which vegetation
is to be pruned and which is to be removed. Also included is a list of trees and shrubs,
numbered to correlate with the site map. Finally, the scope of work is detailed, as
referenced by the site map, as well as the corresponding Landscape Requirements that
have been met.
The site map was originally a 1967 landscape plan, with updates. All color items on the
map are new additions. Trees are numbered with reference to the Tree List. Hedges are
labeled as well, and shrubs are indicated without reference. The map key is as follows:

Scope of Work
Removals:
16 Trees are to be removed from the site. This includes 12 Vine Maples, ##'s 14-24, that
are located in the inner atrium and the W side of the building. The Vine Maples have
overgrown the small space they are located in, and will be replaced by smaller form trees
or shrubs.
Also slated for removal are two Pines, a Birch, and a Big Leaf Maple, all in the back
courtyard (S side). The Birch, Pine, and Maple ( #'s 47, 41, and 48, respectively)are all
mature trees that are located next to the building and the roots are growing into the
foundation. The tall forms are also susceptible to winter storm damage/ toppling over.
The other Pine (443) has a pronounced lean and is growing into the adjacent power lines.
These larger trees will be replaced with smaller form trees.
Pruning:
The tall, mature Douglas Fir Tree in the middle of the back courtyard is by far the largest
tree. It is located far enough from the foundation that a removal is not necessary and a
complete prune/ windsail will leave the tree in good condition.
The three Photinia trees on the E side of the courtyard will be pruned back away from the
existing roof lines, and shaped
The Southern row of Leyland Cypress, Japanese Maple, and Japanese Wingnut will also
be pruned. The Leyland Cypress will be trimmed back and topped, and all other trees
will be pruned, without topping.
Landscaping Requirements (Chapter 20.13 City of Edmonds)
Back Court xard
Landscaping equivalent to a Type III needs to be maintained along all property line. This
requirement is being met because only one tree is being removed from the south property
line, and it offers no barrier between properties. All existing vegetation on the south
property line is being routinely pruned with no change in the dense sight barrier. The
Photinias being pruned from the west property line will not lessen the western barrier.
All other removals/ pruning are not located on the boundary lines. All other property
lines are not being disturbed. Therefore no new planting is required in the back court
yard.
Front of Building
The only trees being removed/ pruned from the front of the building are the Vine Maple
removals located mostly in the inner atrium, not visible from the street, and three other
Maples being removed from the west side of the building. These three trees are located
next to the building, not on the property lines, so no new planting is required.
