Subject: REQUEST FOR ADDITIONAL INFORMATION TO COMPLETE
YOUR VARIANCE APPLICATION, FILE NO. V-06-116
Dear Mr. Walcker:
I have reviewed your application packet for the reasonable use exception for a single-
family residence at 742 Daley Street, which has provided most of the information I need.
Before I can continue processing your application I need the following:
1)Please address the variance and reasonable use exception criteria found in Edmonds
Community Development Code 24.40.210.A.1 and 2. (these are more specific to
environmentally critical areas than are the general variance criteria);
Also, I have the following preliminary questions on the Buffer Mitigation Plan done by
Landau Associates:
A.On Figure 2 it is hard to read where the trees are or will remain. Please provide a
copy that is easier to read.
B.Figure 3 states “Average* Spacing O.C.” but I can’t find what the asterisk refers
to.
C.Isn’t a 5 foot spacing rather far apart for the smaller shrubs, such as the rose?
D.Would a two-gallon tree be approximately 1.5 feet high?
E.Are ten such trees adequate replacement for seven to eight mature evergreen
trees?
F.The number of plants specified seems quite low. For instance, the number of red
columbine specified is one less than the number shown in the sample assemblages.
Presumably the drawing is showing a pattern that is intended to be repeated over
and over throughout the marked area. With only ten groundcovers of each variety
and two of most of the shrubs, it seems the spacing will be quite distant. Given the
nonnative species that need to be replaced and the lack of native vegetation
adjacent to the stream, it is not clear that the total plants specified will be
sufficient.
G.I note that Salmonberry, Douglas fir and Grand fir are not listed in any of the
assemblages. Where are the proposed number of plants to be located? Or have
they been deleted?
H.In Table 1 it states that the buffer reduction for 742 Daley has been eliminated
from the property. I believe that that should refer to 730 Daley Street. Please
clarify which description goes with which address.
