It does not appear as though these comments were addressed with the demo permit submittal. Additional notes have been provided under each comment to help clarify what needs to be addressed. Please note that due to the incomplete submittal additional comments may arise during review of future plan submittals. Redline plans and/or submit three (3) sets of revised plans/documents with a written response to each of the items below to Marie Harrison. 1.When project will begin and estimated end date. Please provide project timeline. o 2.Overall work plan and schedule. Please submit a project manual, if one is available. o Clearly indicate process for pier and pile removal. It is understood that some of the o operations will take place on land and some of the operations will require the use of a barge. How will the work plan be adjusted during different tide levels? o 3.Notification of pier removal project to concerned City Staff, US Coast Guard, Port of Edmonds and the public. Newspapers should also be informed of this project. Information signs at park to inform public of pier removal project. The applicant will be required to inform the public of the proposed project. Please submit o sample newspaper and sign language to the City for review and approval. Admiral Way-700_WSDOT_bld20080598_Unocal Pier Removal Page 1 of 4 Please confirm the US Coast Guard and the Port have received proper notification and o WSDOT has received appropriate approvals. 4.Permit issues which WSDOT seems to have already began. Provide a list of required permits and the status of each. o 5.Pier must continue to be illuminated during night hours for the safety of commercial shipping and pleasure boats. Provide a plan that addresses pier illumination throughout the course of the project. At the o start of the project the City will be terminating power feed at the breaker box. How will the pier be illuminated without the existing power source? At a later phase some of the piles will be at or below surface water level. Illumination will still be required during this time as the area will continue to be hazardous to marine vessels. How will illumination be provided? 6.Marina Beach Park and Off Leash Park will remain open during project. Park may be closed for short durations. Please refer to comment #19 – General Notes. o 7.Marina Beach park access and staging areas. It sounds like from past meetings that entire south parking lot will be closed to public parking for contractor staging area. This may also include portions of Off Leash Park when needed. Refer to comment #22 below. o 8.Discuss vehicle and pedestrian access into park while project is underway. Refer to comment #21 & 22 below. o 9.Installation of security fence around entire project that will include securing area off during low tides while pier removal work is being performed to protect the public. Security fence has been shown, but location of fence during low tides has not been o addressed. 10.The rock pile that is presently under pier at shoreline should remain to protect this portion of shoreline from eroding. I suggest consulting with a Marine Shoreline specialist in determining the best course of action in protecting park property. Show pier armor on the plans and add a note that the armor shall not be disturbed. o 11.When pier removal is completed contractor shall install approximately 350 feet of chain link fence where present south fence is located. Chain link fence shall be six foot tall with 2 inch sch 40 galvanized posts placed at ten feet on center. Knuckle top fence with 9 gauge chain link fabric and wire tension cable placed at bottom of fence. Replacement entrance gates may have to be installed due to project demolition and work activity. Fence shall be black vinyl coated. o Refer to comment # 23 below. – Restoration plan. o 12.This item is no longer applicable. In addition to comments 1-12, please address the following: 13.Provide an erosion and sedimentation control plan that in additional to standard requirements, clearly addresses protection of marine habitat and eel grass. 14.Provide an existing site/utility plan and demolition plan. Some information is provided on Sheet C01.03. a.Show existing site features and utilities that are to be removed. b.Please revise the parking lot configuration of the north parking lot to only show parking stalls along the south side of the lot. Comments e-mailed: August 13, 2008 Page 2 of 4 c.The existing fence on the south side of the demolition zone will need to be removed. Sheet C.01.05 indicates construction fencing to the south of the existing fence. d.Show existing fire hydrant and water main that runs through the site. There is a looped water main from Woodway (from the South) and the from the Port (from the North). e.Show protective barrier around fire hydrant and utilities located in landscape island between north and south parking lots. f.Label what appears to be the water line at the west edge of the plan sheet. g.Provide plans at a larger scale or change line type so utilities can be identified. 15.Submit a demolition emergency plan for approval. Plan will identify a Fire Prevention Program Superintendent and address after hours contact and provide first response information in case of a fire or other emergency during construction. IFC 1408 Fire Prevention Program Superintendent has the authority to enforce fire prevention and safety provisions. He is responsible for site safety including fire safety planning, egress maintenance, training of personnel, monitoring and maintenance of fire protection devices and hydrant accessibility. He is also responsible for supervising the permit system for hot work in accordance with IFC Chapter 26. 16. Openings of vacant structures accessible to unauthorized persons shall be boarded, locked, blocked or otherwise protected to prevent entry by unauthorized individuals. IFC 311 17.Maintain fire hydrant for fire protection water supply during demolition phase of project. IFC 508.5.4 & IFC 1412 18.Provide a Construction Sequence on the plans and include the following: a.Schedule pre-construction meeting with City Engineering Division at 425-771-0220, ext. 1326. b.Review Erosion and Sedimentation Control (ESC) notes. c.Call for utility locates. d.Install ESC measures. e.Install security fencing, protective barrier and required signage. f.Abandon utilities and begin demolition operations. g.Stabilize exposed areas and restore site. h.Remove ESC measures once site has been permanently stabilized. 19.Provide General Notes on the plans and include the following: a.Power to be terminated at the breaker box by City of Edmonds. Contact Parks Maintenance Manager Rich Lindsay at 425-771-0289, 2 weeks in advance of work start. b.Santi-Cans to be relocated by the City of Edmonds. Contact Parks Maintenance Manager Rich Lindsay at 425-771-0289, 2 weeks in advance of work start. c.Off Leash Park may be closed for short durations. Contact Parks Maintenance Manager Rich Lindsay at 425-771-0289, 2 weeks in advance of any closure. d.Additional protective measures to be taken as required to ensure public safety. 20.Please submit a haul route plan for review and approval. Please indicate truck turn around area. Operations may be limited to single trucks vs. truck & trailer. 21.Please revise the traffic control plan: a.“Road Closed” signage at entrance to south parking lot to be revised to “Parking Lot Closed”. Comments e-mailed: August 13, 2008 Page 3 of 4 b.Add a note that states a certified flagger is required at all times during pier removal and truck hauling. c.Place “Trucks Entering Roadway” and “Flagger” signage at parking lot exit onto Admiral Way. 22.Construction site fencing (security fence): a.Fence shall be placed along south edge of Marina Beach Park pathway. The pathway shall remain open during the course of construction. b.Fence shall be placed to provide access to Off Leash Park and restrict access into construction staging area. 23.Provide an overall site restoration plan. a.Black vinyl coated chain link fence (as required by comment #11) to be placed 75-feet south of north edge of existing parking lot curb. Location of fence along east side of property has not yet been determined as the placement hinges on the double tracking project design. At this time, please show the location of the fence similar to existing conditions. b.Show fence on plans and provide detail. c.Disturbed area to the south of the parking lot shall be graded level with existing parking lot. 5/8” minus shall be used for leveling as required. d.The water line to the Off Leash Park will be restored by the City.
