W., Edmonds, WA. 98026 Dear Mr. Alrubaii, The City has received a complaint regarding junk vehicles and a vehicle repair business at the subject property noted above. Najeh Alrubaii is noted as the taxpayer and owner according to Snohomish County Assessor records. The property was inspected on April 25, 2007. At that time there were several junk vehicles present outside. The Edmonds Community Development Code (ECDC) addresses junk vehicles, home occupations and business license requirements as follows: “Junk vehicles” are defined in ECDC 20.110.20.C as a vehicle meeting any two of the following requirements: (bold added) Is three years or older; 1. 2. Is extensively damaged, such damage including but not limited to any of the following: a broken or missing window or windshield or missing wheels, tires, motor, drive train, brakes or transmission; 3. Is apparently inoperable; 4. Is without valid current registration plates; 5. Has a fair market value equal to the value of the scrap in it. ECDC 20.20 - Home occupations are a permitted use in residential zones but do require a business license and home occupation permit. There are seven criteria that must be met to obtain an administrative home occupation permit. If a home occupation proposal doesn’t meet one or more of the criteria the property owner may apply for a conditional use permit. Please note that the current level of commercial activities at the subject properties would require a conditional use permit. There is no guarantee a conditional use permit will be granted if an application is submitted. If a conditional use permit is rd 7608 223 St. S.W., ZE-07-117,118,119 denied then the commercial activity must cease. A Home Occupation handout is enclosed for your review. ECDC 4.72.020 Business license required. It shall be unlawful for any person to operate, engage in or practice any business in the city of Edmonds without first having obtained a business license from the city. If more than one business is located on a single premises, a separate license shall be required for each separate business conducted, operated, engaged in or practiced. \[Ord. 3282 § 1, 1999; Ord. 1139 § 1, 1965\]. Corrective actions required: Please contact me by May 2, 2007 at 425-771-0220 to respond to the information · above and to review your compliance schedule. A non-response would initiate an Order to Correct Violation Notice. If you are interested in running a commercial business at this location, please · make a complete application for a City of Edmonds business license and home occupation permit by May 15, 2007. Please note that a home occupation can only apply to the current resident at the subject property. The outside storage and vehicles would be addressed and resolved during the home occupation review. An Edmonds Business License application can be obtained from the City Clerk’s Office (425-775-2525). Please remove or enclose any and all junk vehicles in a legal building or · demonstrate that the vehicles are currently licensed and operable by May 15, 2007. Please note that a tarp or a plastic tent/canopy is not considered enclosed. Otherwise, without a home occupation permit, any business activities must cease immediately.
