Itemized below is our response to the plan review comments in the April 19, 2017 letter and the
stormwater report review comments dated March 14, 2017, for the above referenced project. Our
response appears in bold.
GENERAL
1. Submit ROW Permit Application form„
A ROW Permit Application is included.
Include a City Engineering Division approval block on all plan sheets. Refer to sample on City
website.

Please show the driveway approach. Label the driveway as asphalt from the paved road to the
property line. Once on private property the driveway may be any material the applicant chooses or
as required to meet stormwater code requirements. City code requires the driveway to be paved
from the edge of existing pavement a minimum distance of 20 feet or to the property line,
whichever is greater. Please provide pavement 20' from the edge of existing pavement.
The driveway approach is now shown as asphalt pavement from the paved road to the property
line, and remains as concrete on private property.
4. Utility patches shall be combined and full width or half width overlay will be required depending on
the extent of disturbance. Where utility patches fall entirely within one travel lane, the overlay shall
extend to the centerline of the roadway. Where utility patches extend into both travel lanes then a
full width overlay is required. Include the utility patch/HMA overlay standard detail E2.3 in the
plans.
The utility patch detail is included on sheet C3.2.

5. The plans have a conflict at the retaining wall on the east side of the turnaround area. Per the
retaining wall detail, there is a minimum of 6" between the top of wall and the fill soil. Per the plans,
the top of wall matches the fill height. Please revise.
The retaining wall detail 4/0.1 has been revised to show TOW as the fill height.
A small section of grading exceeds a 2:1 slope near the northeastern corner of the house. Please
revise grading to be a maximum of 2:1; otherwise explain how erosion will be controlled.
Grading has been revised to be a maximum of 2:1.
Please note that additional comments not included in this review may be produced after reviewing
the next submittal.

TESC
1. Please add a note to the plans that all disturbed soils will be compost amended per BMP T5.13.
Added.
WATER
1. A minimum of 10' of horizontal separation is required between water and sewer lines unless there is
18" of vertical separation. Please provide IE of the side sewer service and the water service near the
proposed structure to ensure vertical separation. Otherwise, provide a 10' horizontal separation.
The IE of the side sewer has been added. A 10' horizontal separation is also now shown.
2. Add a callout showing the size of the new water meter.
A %" meter is now called out.
3. Add a note to the plans indicating where the landscape irrigation backflow assembly will be located
(if one is proposed).
A landscape irrigation line is not proposed..
Please add a note to the plans that all final restoration shall be completed by the contractor not the
City of Edmonds.
A note has been added on sheet C3.1.

SEWER
1. Please add a note that the 6" cleanout at the property line shall have a 12" cast iron lamphole cover
with %" hexbolts.
Added.
2. Show a cleanout located 2' from the house. Please add a callout for the 6" sewer cleanout at the
property line and upstream of the 45' bends.
Added.
Provide invert elevations at the cleanout near the property line and near the proposed structure so
that a minimum 2% slope and a minimum 2' pipe coverage can be verified. If the slope of the pipe
exceed 20% the pipe will need to be anchored.
Added.
4. If a new sewer lateral is proposed and the connection will be core drilled, show the connection at
the sewer main per City standards and with a Romac Inserta-tee. If the sewer connection will be cut
in, please show a wye to be installed.
A Romac Inserta-tee is now called out.
DRY UTILITIES
1. Show all dry utilities and required utility separation. Please add a note that a minimum of 3'
separation is required between the dry utilities (power, gas, phone, cable, etc.) and sewer, water,
and storm and 5' from any City main lines.
Note has been added..
STORM
1. Provide footing drains at the base of all retaining walls. Show the footing drain at the retaining wall
near the northwest corner of the structure (east side of concrete turnaround). Please indicate the
footing drain discharge location.
Footing drain has been extended. The footing drains from the retaining wall are now shown
discharging just downstream of CB #1.
2. Provide the invert elevation for the footing drain near the proposed structure at the tightline
connection between the structure and the public storm system.
The footing drain is now connected just downstream of CB #1 and an invert elevation has been
added.

3. The footing drain must connect into the detention tank outfall pipe private property, not in the right
of way or at the existing catch basin. At the footing drain and storm outfall connection, please
provide the invert elevation.
The footing drain is now connected just downstream of CB #1.
STORMWATER REPORT
Minimum Requirement #1— Preparation of Stormwater Site Plan Comments:
1. Grade driveway to collect as much stormwater as possible to the detention tank.
Noted. Additional spot elevations have been added to show that the driveway slopes towards the
center near CB #1.
2. Plans and report state the project will cover 3,717 SF. A review of the architectural plans depict 30
inch eaves. Using a planimeter and measuring the plan with an offset for the eaves predicts nearly
4,500 SF of hard surface. Update the plans and report with the correct impervious areas and
detention tank size.
The eaves have been measured to add 424 sf. The total impervious surface area is now 4,141 sf.
The detention pipe is therefore required to be 23 LF instead of 20 LF for impervious areas between
4,000 sf and 4,500 sf. The civil plans and report have been revised.
